Miss Garcelon, City Librarian, presented a proposed budget for the year 1944 -45I Commissioner of Finance, Ralph C. Kennedy, requested a more detailed report from the Police Judge. The hlayor instructed Commissioner to take the matter up . with the Judge, Gn motion of Joseph Leary, seconded by Ralph C. Kennedy, Mr. L. R. McCreery 11.1as appointed Special Police Officer as outlined in Ordinance 5 Sec. 5. ( New Series). On motion of Joseph Leary, seconded by Ralph C. Kennedy, A. D. Cooper was appointed as regular Police Officer ( for vacation relief period) at a base pay of P175.00 per month. The applications for renewal of quarterly licenses for Lela Hall for Restaurant! soft Drinks and Cigars Sideline were denied on motion of Joseph Leary, seconded by Clyde T. O'Nan. R. R. Blavis appeared before the Council asking for a permit or license to pick up passengers and to operate a Charter Bus Service between San Luis Obispo and Los Angeles. He was referred to the Office of Defense Transportation for V.1ar Necessity certificate. The application for transfer of license of the Wideawake Cafe was held over pending health certificate. Application of Methodist Church Committee for Lodging House License at 103 Santa Barbara Ave. was granted on motion of Joseph Leary, seconded by R.P.Howell. Ordinance No. 255 (New Series) - An Ordinance Licensing and Regulating.the business of conducting, or operating card games or card tables and providing penalties for the violation thereof; was introduced and passed to print upon the motion of Ralph C. Kennedy, seconded by R.P.Howell upon the follo!-a ng roll call vote: Ayes: R.P.Howell, Ralph C. Kennedy, F.C.Kimball, Joseph Leary, Clyde T. Howell submitted figures from the American Cast Iron Pipe Co. for pipe needed by the City of San Luis Obispo Water Dept. and on motion of Joseph Leary, seconded by Ralph C. Kennedy he was authorized to purchase the required am unt. On motion of Joseph Leary, seconded by Ralph C.
