The City Council met in regular session:
Present: Ralph C. Kennedy, Joseph Leary, Clyde T. O'Nbm
Absent: F. C. Kimball, R. P. Howell
Due to the absence of Mayor F. C. Kimball and Vice President R.P.Howell;
Joseph Leary was appointed Iiayor pro -tem on motion of Ralph C. Kennedy, seconded by Clyde
7. O'Nan upon the following, roll call vote:

Noes: None
Absent: R. P. Howell, F. C. Kimball
The minutes of December 4th were read and approved as read.
The following building permits were granted on motion of Clyde T. O'Nan,
seconded by Ralph C. Kennedy; work to be done under the supervision of the Engineering
Department and the building inspector:

The application of the Southern Counties Gas Co. for nevi service on Higuera
Street between South & Short Streets and High Street between Church and Beach Streets was-
granted on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan; work to be done under
the supervision of the engineering department.
The petition of C. 'I. Davis for permit to remove tree at 879 Islay St. was
referred to the Commissioner R. P. Howell, with power to act, on motion of Ralph C.
Kennedy, seconded by Clyde T. O'Nan.
The petition of Smee Plumbing Co. for permission to open ditch in street for
sewer at 958 Pismo St. was granted on motion of Ralph C. Kennedy, seconded by Clyde T.
O'Nan; work to be done under the supervision of the engineering department.
The petition of David L. Fair for permit to place a sign on front of garage
at 1330 I:Ionterey St. was referred to the Commissioner of Public Health and safety, with
power to act, on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan.
The application for sidewalk and curbing filed by h7addalena & Dubin for 68 ft
on the south side of Higuera >t. between Osos and 11orro 'streets was granted on motion of
Clyde T. O'Nan, seconded by Ralph C. Kennedy; work to be done under the supervision of the
en „ineerinl. department.
The application of Guy E. Frazee for registration as Class "F'.' contractor,
together with U.S.Fidelity and Guaranty Co. bond in the amount of $ 500 and registration fee
of $10.00 received and on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan it was
ordered that the surety be accepted, bond approved and registration granted.
The Merchandising Bond of David L. Fair in the amount of $200 with the London
and Lancashire Indemnity Co. as surety was received, and on motion of Ralph C. Kennedy,
seconded by Clyde T. O'Nan the surety was accepted, bond approved and license ordered
issued.
The application of E1 Camino Bowling Assn. for Bowling Alley at 1115 Santa
Rosa at. was referred to the Commission of Public Health and Safety, with power to act, on

Communication from County Health Department enclosing letter from the
Department of Public Health of the State of California Re: Lagina Viater Supply of the
Southern Pacific Co. for engine use which is connected into the city water system;
it suggested a double check valve should be installed to insure a one -way flow only,
to insure against the Laguna water dribbling into the city supply. The matter was dis-
cussed and referred to the Commissioner of Public Health and Safety and Commissioner of
rublic ',lorks for investigation and report.
Communication from Division of Highways enclosing Service Agreement to cover
the cost of furnishing water to the Division of Highways Maintenance Dept. for mud jack-
ing program was referred to the Commissioner of Public Works.
Petition received from the San Luis Obispo High School Dist. requesting the
cancellation of all city taxes and penalties on Lots 2,3,4,5,6,7,12, 13, 14, 15-and 16
in Block 3 of Schidartz Addition assessed in the name of Augusta Schnitzer, said property
having been conveyed to said High School Dist. and having become publicly owned property.
Upon motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan and duly carried, the City
Clerk was directed to cancel on the assessment Roil for the fiscal year 1944 -45 all taxes
and penalti -es , if any, levied or assessed against said real property, but not including
any personal property taxes.
Bill from League of California Cities, for Annual service charge for the
calendar year 1945 in the amount of $225 was referred to the Commissioner of Finance for
investigation and report on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan.
Claims for Victory Garden refunds for the year of 1944 ( 207 refunds)
amounting to $334.46 were ordered paid on motion of Ralph C. Kennedy, seconded by Clyde
O'Nan.
