Piuma, representing the San Luis Obispo Garbage Co. appeared 331 before the Council.requesting a few adjustments in-the framing of the new Franchise, claiming their company'is operating at a loss due to present day wage pay. He asked for an increase in rate of 75¢ minimum charge for household containers, and an increase for hotel and restaurant service, also for permission to close City Dump on Sundays and Holidays, and a reasonable fee for individual dumping at dump site. He was advised to confer with the 0. P: A. Officials regarding the increased prices on service and report his findings to the Council. The application for Card Table license by Annabelle Warren at 190 Higuera St. was granted on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan. The application for curb and gutter filed by August hiI..Melim was held.over, as was also the Garbage Franchise. On motion of the Commissioner of finance, seconded by Clyde T. O'Nan, it was moved that the Commissioner of Finance, Ralph C. Kennedy be-authorized to enter into actuary•survey to be made of city employees by -an agent of the State Employee's Retire- ment System and that the City Clerk is hereby instructed to execute said system's report as required by their form F -109 -1 and the said expense of $286.25 be paid out of General Fund. Trester Moores Beauty Salon - Transfer from Edna E. Moore to Gladys Hammett The application of Pat Gallagher for regi.tration as a Class "D" Contractor, together with U. S. Fidelity and Guaranty Co. Bond in the amount of $1000 and registration fee of $25.00 received and on motion of R. P. Howell, seconded by Joseph Leary it was ordered that the surety be accepted, bond approved and registration granted. 3 Communication from the State Employees' Retirement System relative to cost of Actuary in.the amount of $286.25 covering the cost of the work of investigation etc* and on motion of Ralph U. Kennedy, seconded by R. P. Howell, the Mayor was authorized to enter. -into a contract, authorizing the survey. RESOLUTION NO. 733 (New Series) - A Resolution of the City Council of the City of San Luis Obispo proposing an Amendment to the Charter of the City of San Luis Obispo and providing for the submission of such amendment to the qualified electors of said city for adoption and ratification at the General Municipal Election to be held on the 2nd day of April, 1945 was introduced and adopted on motion of Ralph C. Kennedy, seconded by Joseph Leary upon the following roll call vote: Ayes: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: Clyde T. O'Nan The application of building permit filled by G. W. Baker was again held over. The application for business license for Mdse. ( Confectionery, Lunch, Soft Drinks) filed by Bennett Bray dba E1 Camino Lunch, 1115 Santa Rosa St. was granted on motion of Joseph Leary, seconded by R. P. Howell. The application of the Veterans of Foreign bars, Fost 41766, for - Carnival at Toro and Higuera Streets from April 3rd to 8th ince was granted on motion of Joseph Leary, seconded by Ralph C. Kennedy. The petition filed with application withdrawn. Transfer of license for 11usic Vending Machines and Mechanical Amusement Devices from John Patrick to Camden Hathway was granted on notion of Joseph Leary, seconded by R. P. Howell. C. Kennedy. The application for sidewalk for August M. Melim was again held over. Re: Garbage Franchise: the matter was again discussed and referred to Ralph Ordinance No. 259 (New Series) - An Ordinance providing for the execution between the United States lease of water facilities seconded by Ralph C.
