City Hall, Monday, February 19, 1945 - 7:30 P. M.
The City Council met in regular session - Mayor F. C. Kimball presiding.
Present: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary, Clyde T. O'Nan
Absent: None
The minutes of February 5th and Feb. 9th, 1945 were read and approved as read.
On motion of R. P. Howell, seconded by Ralph C. Kennedy, the following build-
ing permits were granted:
Clara Sauer - Alter and repair floor; Pt. of Lot 2, Blk. 96,

The application filed by F. C. Kimball for full width sidewalk and
curbing
for a distance of 100 ft. on.the north side of Pismo St. between High and VIalker Streets
was referred to the Commissioner of Public Works, with power to act, on motion
of Ralph
C. Kennedy, seconded by Clyde T. O'Nan.
On motion of R. P. Howell, seconded by Clyde T. O'Nan the following appli-
cations were granted; work to be done under the supervision of the city engineering
department:
W. lV. Gilmore - 50 ft. of 5 ft. sidewalk on the west side of Chorro St.
between Church and Leff Streets,
Smee Plumb. Co - To open trench to reppair sewer line at 2014 Osos St.
The application of Leonardo Anescua ( Michuacan Restaurant) at 866 Palm
St. was granted on motion of Joseph Leary, seconded by Ralph C. Kennedy,
The following applications for transfer of licenses were granted on motion of
Joseph Leary, seconded by Ralph C. Kennedy:
Hotel Drug Store - 951 P:ionterey St. from Grover Mathews to John Hurley
San Luis Hotel-- Transfer from Gertude Field to Rita Soto
'lineman Hotel - Transfer from A. J. Binder to T. R. Weaver
Transfer of Soft Drinks and Cigars Sideline at 866 Palm at. from Eugene Cubero to
Leonardo Amescus.
Notification from the State Board of Equalization for license application for
"Off Sale Beer and :Vine" for Carl R. Mortenson & Joseph F. Sobeck dba "The United" at
998 Higuera St. was ordered received and filed.
The following matters were ordered received and filed on motion of Joseph
Leary, seconded by R. P. Howell:
Communication from Green Bus Service: Re: Loading zones and running schedule.
City Clerk's Report for the month of January, 1945
The communication from the County Tag Collector, J. E. Barrett, re:
Public Auction tag'delinquent property to be sold at auction on March 2nd, 1945 and
listing three parcels within the city limits, stating if no objections were received
from the Council they would be included in the sale and on motion of Ralph C. Kennedy,
seconded ny Joseph Leary the Council protested the sale of Parcel 230 assessed to
Andrea be Lugo, beginning-An the NEly 1/3 of Lot 2, Blk. 45, Phillips Addn. and parcel
360 /7275, assessed to Allen Johnson & Victor P. Dickason, beginning on the MVly 40 ft. -I
of Lot 2, Blk, 59, The City Clerk was instructed to notify the Tax Collector of the
Council's.decision.
Communication from the Shoreline Planning Association was held over.
The Garbage Franchise was agai4 held over.
The application of G. 'd. Baker for building permit for repairs and remodel
residence at Brizzolara St. at a cost of w509 eras granted on motion of R. P. Howell,
seconded by Ralph C. Kennedy.
Ordinance No. 259 (New Series) - An Ordinance providing for the execution
of an Agreement between the United States of America and the City of San Luis Obispo
relating to the lease of water facilities was finally passed on motion of Ralph C.
Kennedy, seconded by R. P. Howell, upon the following roll call vote:
AYES: R. P. Howell, Ralph C. Kennedy, F. C.• Himball, Joseph Leary, Clyde T. U'Nan
NOES:- None
ABSENT: None
Ordinance No. 260 (New Series) -
An Ordinance providing for the purchase by
the City of San Lu;S Obispo of certain easements and water-facilities from the United
States of America and Appropriating the sum of $75,000 for such purpose, was finally
passed on motion of Ralph C. Kennedy, seconded by R. P. Howell upon the following roll
call vote:
Ayes: R. P. Howell, Ralph C. Kennedy,F.C.Kimball,Joseph Leary,Clyde T. O'Nan
Noes- None
Absent: None
Resolution No. .734 (Neva Series) - A Hesolut on of the City Council of the
City of San Luis. Obispo proposing an amendment to the Charter of the City of San Luis
Obispo and providing for the submission of such amendment to the qualified electors of
said city for adoption and ratification at the General Idunicipal Election to be held on th
second day of April, 1945 was introduced and adopted on motion of Ralph C. Kennedy, seconded
by Clyde T. O'Nan upon the following roll call vote:
Ayes: R.P.Howell, Ralph C. Kennedy, F.C.Kimball, Clyde T. U'Nan
Noes: Joseph teary
Absent: None
On motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan the meeting adjourned.
