The City Council met in adjourned session - Mayor F.C. Kimball presiding.
Present: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Absent; Clyde T. O'Nan
The minutes of May 7th, 1945 were read and approved as read.
The following matters under the'heading of old business were now taken up:
Communication from Kenneth Beck Re: plans and specifications covering the improvement
of State Highway Routes No. 2 and 56 and on motion of R.P. Howell, seconded by
Ralph C. Kennedy, it was moved that plans and specificaations be adopted and the
City Clerk was instructed to advertise for bids; said bids to be opened on June
4th, 1945 at 7:30 P. M.
Claim.: against the City by Beatrice Sparks in the amount of $693.50 for damages
was denied on motion of R. P. Howell, seconded by F. C. Kimball.
Communication from L. N. Curtis Company Re: purchase of rescusitator was held over.
Ordinance No. 261 (New Series) - An Ordinance Amending Sections 5,6, and 10
of Ordinance No.208 (New Series) entitled "An Ordinance Regulating the Collection and
Disposal of Refuse, Garbage, Net Garbage and Rubbish in the City of San Luis Obispo, etce
etc* was finally passed on motion of R. P. Howell, seconded by F.O. Kimball upon the
following roll call vote:
Ayes: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes: None
Absent: Clyde T. O'Nan
Mayor Kimball made a report to the Council stressing the need of a.-:water filtration
plant and expressed his eagerness to assist the new Council on matters in any way possible
during developments on this project. He also spoke briefly to the Council, thanking them
individually for their support and cooperation during his several terms.
It was moved by R. P. Howell, seconded by F.C. Kimball and carried that the
Council recess in order that the incoming Mayor and Councilmen may_take theit seats.
The incoming Mayor and Councilmen took their seats and Mayor Ralph C. Kennedy
called for roll call:
Present: G. Wesley Baker, R. P. Howell, Ralph C. Kennedy
Absent: Clyde T. O'Nan
The members elected having previously taken the Oath of Office, their official
bonds were presented.
The Official Bond of Mayor Ralph C. Kennedy was presented and approved by the
Council, on motion of R. P. Howell, seconded by G. ,.Vesley Baker.
The following official bonds were oresented and approved by the Mayor:

On motion of G. .Wesley Balser seconded by R. P. Howell, George L. Andre was
nominated for the office of City Attorney to replace M. A. Fitzgerald, City Attorney,
whose resignation was accepted with regrets, after having served as City Attorney for
22 years continuous service, upon the following roll call vote:

The following building permits were granted on motion of R. P. Howell, seconded

The following applications for sidewalk and curbing was granted on motion pf.
R. P. Howell, seconded by G. Wesley Baker, with the provision that work be done under
the supervision of the City Engineering Department:
Henry Joyaux - 50 ft. of 5 ft. sidewalk on the west side of Chorro St.
between Center and Venable Streets
Clarence Brown - 50 ft. of 10 ft. sidewalk and 14 ft. curbing on the west
side of Essex St. between Palm and Monterey Streets
The petition of Smee Plumbing Co. for permit to break pavement for sewer
line on Morro Street between Marsh and Pacific Streets was granted on motion of R. P.
Howell, seconded by G. Wesley Baker, as was also the application of the Southern Counties
Gas Co. for permit to install service on Funston Ave. between Lawton and Broad Streets.
The following petitions for signs were referred to Commissioner R. P.Howell,
with power to act, on motion of R. Y. Howell, seconded by G. Wesley Baker.
Petition of Clines Electric to install neon sign for Associated Oil Co. corner
Marsh and Higuera Streets
Petition of Clines Electric to change location of Neon Sign for Shell Oil Co.
The transfer of license for the Meat Dept. from Baker and Roberts to Frank
Yeary at 839 Marsh St. was referred to Commissioner R. P. Howell for investigation and
report.
Notification from the State Board of Equalization for "Off Sale Beer and
' Wine" and "Off Sale Distilled Spirits" license for K. Shapiro & J. A. Kahn dba S & K
Markets from 882 Monterey St. to 1118 Morro St. was ordered received and file d..
Communication from Margaret Metk making application for the appointment of the
office of City Collector was ordered filed for future reference.
Communication from the Office of Price Administration re: appointment of the
clerk, serving for the rationing board for another six month period was read and on
motion of R. P. Howell, seconded by G. Wesley Baker it was moved that the appointment
be renewed for a three month period and not'six months as requested.. Motion carried.
Communication from the City of Oxnard re: Channel Division of the League of
California Cities dinner meeting to be held on May 23, at 7:00 P. M. inviting the city
officials to attend was ordered received and filed on motion of R. P. Howell, seconded
by G. Wesley Baker.
The reports of the City Treasurer for the month of April 1945 and report of
the City Clerk for the month of April, 1945 were ordered filed.
The City Clerk tendered his resignation as Director of Civilian Defense,
informing the Council, that there was no longer need of the office, however, on motion of
R. P. Howell, seconded by G. Wesley Baker the resignation was not accepted.
