The Council approved;.the bonds posted by Brown, Doko and Baun as stipulated in contract for the Improvement of Higuera, Marsh, Santa Rosa and Monterey Streets. The letter of the City Engineer, Kenneth Beek, to Brogan, Doko and Baun authorizing changing type of penetration oil and paving asphalt as specified in the contract was approved by the Council on motion of R. P. Howell, seconded by Fred L. Gist. O ?Nan, seconded by G. W. Baker. Jack i'iadison, representative for the :+estern States Life Ins. Co. appeared before the Council outlining a plan for group insurance for City Employees. He was requested to prepare and present cost of this type insurance for consideration by the Council. On motion of R. P. Howell, seconded by Clyde T. O'IQan the City Engineer was instructed to put the following streets on official grade: Olive St. between Santa Rosa and Toro Sts. Toro St. between Montalban and Olive Sts. I:lontalban St. between Santa Rosa and Toro Sts. The appointment of Harry Laird as member of the City Planning Commission waa approved by the Council on motion of Clyde T. O'Nan. seconded by R.- P. Howell. The City Clerk was instructed to cal- for bids on Comprehensive Public Liability Insurance, policy with limits of ;50,000 / 1001000. On motion of R.P. Howell, seconded by G. -1. O'Nan kbsent:,None The meeting was called for the purpose of acting on notification received from State Board of Equalization relative to transfer of "On -Sale Distilled Spirits" and "On Sale Beer and Wine" license from Charles J. Harris, Jr., Cambria, California to'Al Calkins and Roy Powell dba Tower Cafe, -427 Higuera St.., San Luis Obispo, California. On motion of R. P. Howell, seconded by Fred L.Gist, the Chief of Police-was instructed to notify the Board of the City's protest of this transfers upon the following roll call vote: Ayes: Fred L. Gist, R. P.
