The City Council met in adjourned session; Mayor Ralph C. Kennedy presiding.
Present: G. W. Baker, F. L. Gist, R. P. Howell, Ralph C. Kennedy
Absent: Clyde T. O'Nan
On motion of R. P. Howell, seconded by F. L. Gist, the application of P. J.
Angeloni for permit to build garage on Lot B, block 3, at a cost of $800 was granted:
The application of Metta Bagley for license for Mdse.( Confectionery, Lunch,
Soft Drinks) at 1177 Marsh St. was granted on motion of F. L. Gist, seconded by R.. P.
Howe 11.
' The application of Bowens Joyland Shows for Carnival from Sept. 5th, to
Sept. 9th inc. was referred to the Commissioner of Public Health and Safety and the Police
Department for investigation and report at the next meeting, on motion of R. r. Howell,
seconded by r". L. Gist.
1 Communication from Ianuel De Souza Re: Resignation as Poundmaster effective
August 31, 1945 was accepted on motion of R. P. Howell, seconded by F. L. Gist; letter
to be received and filed.
Communicatiog from S.L.O. Ice and Cold Storage Co. requesting parking to be
prohibited along North side of Pismo St. beginning at Walker St. a distance of 200 ftf
was referred to the Commissioner of Public Health and safety and the Police Department
for investigation and report, oXi motion of R. P. Howell, seconded by F. L. Gist, also
the petition of J.H. Hickenbottom requesting loading zone in front of 745 Higuera St.
Communication from Dept. of Commerce listing sale price on O.C.D. pu3;pers
for sale was referred to the Commissioner of Supplies, on motion of R. P. Howell, seconded
by G. W. Baker.
Communication from General Petroleum Corp. as:;ing for permission regarding
construction requirements for Storage Tanks for propane and butance was referred to the
' Commissioner of Public Health and Safety and the City Attorney and the City Engineer
for investigation and report on motion of R. P. Howell, seconded by G. W. Baker.
Petition filed by the merchants and business men along the 900 Block Monterey
St. complaining about the nuisance caused by shoe shine boys. The matter was discussed
and letter was received and filed on motion of F. L.Gist, seconded by G. W.Baker,
Ordinance No. 262 (New Series) - An Ordinance levying a tax for the current
fiscal year ( 1945 -1946) upon all taxable property within the City of San Luis Obispo
and fixing the rate of such tax was finally passed on motion of R. P. Nowell, seconded by
F. L.' Gist upon the following roll call vote:
Ayes: G. W. Baker, F. L. Gist, R. P. Howell, Ralph C. Kennedy
Noes: None
Absent: Clyde T. O'Nan
' Communication addressed to Mayor Kennedy from Gov. Earl Warren, relative to
the City's participation in the ceremonies of the 13th Armored Division, was ordered
received and filed.
Communication from the Green Bus Service requesting the Council's approval
of the proposed route schedule was ordered received and filed.
Resolution No. 748 (New Series) - A Resolution approving change of route of
Green Bus Service, operated by J. A. Bardin, holder of Franchise granted by Ordinance
No. 224 (New Series) was passed and adopted on motion of R. P..Howell, seconded by
G.,W. Baker upon the following roll call vote:
Ayes: G.W.Baker, F.L.Gist, R.P.Howell, Ralph C. Kennedy
Noes: None
Absent: Clyde T. O'Nan
On motion of R. P. Howell seconded b F. L. Gist, ist, the Mayor was authorized
to approve and sign Estimate No. 1 as prepared by G.H. Hamlin, Asst. Highway Engineer,
and approved by Kenneth Beck, City Engineer, covering contract for the Improvement
of Higuera, Marsh, Santa Rosa and Monterey Streets and the City Clerk was instructed
to draw a warrant in the amount of $21,637.57 payable to Brown, Doko and Baun for
payment on contract.
The application for transfer of license from Paul Perrot's Buvette at
1011 Higuera St. to Fred Watson, and also, of V•!m. Wallace dba "Bill's Sandwich Shop"
at 850 Marsh St. to Frank Yeary were granted.on motion of F. L. Gist, seconded by
G. W. Baker.

Comm. from Federal Public Housing Authority Re: Agreement on water facilities
The application of L. Laurant for Redtaurant license at 998 Monterey St.
was granted on motion of F.L..Gist, seconded by G. VJ. Baker.
Communication from Mrs. 4ary Ritchie requesting removal of trees along
creek bank at Fig and Chorro St. was again presented and on motion of G. W. Baker,
seconded by F. L.Gist, it was moved that the trees on the bank of creek along Fig St.
be removed at a cost not to exceed $400; work to be UhO under the supervision of the
City Engineer.
On motion of R. P. Howell, seconded by G.i.J. Baker, it was ordered the
Agreement between the City of San Luis Obispo and Southern Pacific Co. covering water
supply of Stenner Creek Bridge be cancelled at end of present yearly period, namely,
Oct. 31, 1945 and the City Clerk be instructed to notify the company of the Council's
action.
On motion of F. L. Gist, seconded by G. W. Baker the Mayor was authorized
to sign applications for advance planning funds for non - Federal Public Works, and on
motion of R. P. Howell, seconded by G. W. Baker, the City Engineer, Kenneth Beck, was
authorized to spend up to $50 for architects sketches for proposed City Hall.
On motion of F. L. Gist, seconded by R. P. Howell, it was authorized that
Sam Schultz, Asst. City Engineer, be given a base pap of X250 per month as of Sept. 1st,
1945 and to be paid out of the Water Fund.
Ordinance No. 263 (New-Series),- An Ordinance prescribing the organization,
terms of members; powers and duties of the Park, Playground and Recreation Commission;
and repealing Ordinance No. 215 (New Series) was introduced and passed to print on motion
of Ralph C. Kennedy, seconded by R. P. Howell upon the following vote:
Ayes: F.L.Gist, R.P.Howell,'Ralph C.Kennedy
Noes: None
Absent: Clyde T. O'Nan
G. W. Baker declining to vote.
On motion of G.Vd. Baker, seconded by R. P.-Howell,, the meeting adjourned.
