The City Council met in regular session - I:ayor Ralph C. Kennedy presiding.
Present: G. .a.J. Baker, Fred L. Gist, R. P. Howell, Ralph C. Kennedy, Clyde T. O'Nan
Absent: None
as read.
The minutes of August 20th and August 27th, 1945 were read and approved
The following building permits were granted on motion of R. P. aowell, second
by Clyde T. O'Nan:
F. C. Kimball - Room for ripening banannas; Lots 2 & 39 Blk 114B , Reeds Addn. 3000.00
Mrs. Collice Portnoff - Storage and Cocktain Lounge; Lot 1, Blk 120B, Reeds" 6000.00
Ralph C. Kennedy- Repairs to Bldg. Pt of Lot 2, Blk 739
Cost 500.00
I. 0. 0. F. Bldg. to be used for tire and car service; Lot 10, Blk 99 M.V. " 2500.00
The application of R. 0. Mellem for permit to remove building from Exposition
Park to Lot 1, Block 21 at a cost of $600 was denied on motion of R. P. Howell, seconded
by F. L. Gist.
The following applications and miscellaneous petitions were referred to the
Commissioner of Public forks with power to act, on motion of Clyde T. O'Nan, seconded
by G. W. Baker:
George Chanz - 50 ft. of curbing on the east side of Kentucky St. between 2nd St.
and Srd -Street.
0. J. Laurent - Petition to extend sewer line on Johnson Ave. between Palm and Mill3ts.
The Merchandising Bond of L. D. Bello, dba Bello's Auto and Home Supply at
886 Monterey St. was approved by the Council and license granted on motion of F. L. Gist,
seconded by Clyde T. O'Nan,

The application of Joseph Schuck dba Schuck 'Construction. Co. for registration
as Class "C" contractor together with U. S. Fidelity and Guaranty Co. bond in the amount
of $2000 and registration fee of $37.50 received and on motion of F. L. Gist, seconded
by Clyde T. O'I?an, it was ordered that the surety be accepted, bond approved and regis-
tration granted.
Notification fron the State Board of Equalization for transfer of license for
"On Sale Beer and dine" from Nicolas Raya dba Owl Club at 974 Monterey St. to Leon S.
David; same was ordered received and filed on motion of R. P. Howell, seconded by G.W.Baker
Application for transfer of license of the Owl Club at 974 Monterey St. from
Nicolas Raya to Leon S. David was referred to the Commissioner of Public Health and
Safety for investigation and report on motion of R. P. Howell, seconded by G.W.Baker.
Notice of Hearing received from the Railroad Commission Re: Hearing of J. A.
Bardin dba Green Bus for permission to increase-rates,
Communication from the Department of Industrial Relations, addressed to
Earl E. Hansen, Health Inspector, Re: Ruling of State Housing Act covering ruling on
Rooming House or Hotel, not allowing paint stores in same building was ordered received
and filed on motion of Clyde T. O'Nan, seconded by F. L. Gist.
Communication from Donald R. Warren Co. Engineers, Re: Plans and specifications
for City Hall was ordered received and filed on motion of Clyde T. O'Nan, seconded by
. P. Howell.
Communication from International Meters Inc. of New York Re: parking meters
s ordered received and filed on motion of R. P. Howell, seconded by F. L.Gist.
Communication from Judge Jackson requesting Leave of absence for one month
ginning Sept. 16th to Oct. 16th, 1945 was.geanted as vacation time on motion of Clyde T.

Communication to Brown, Doko and Baun from City Engineer, Kenneth Beck, re-
questing contractor to substitute asphaltic emulsion for liquid asphalt grade MC -5 on
seal coats was approved by the Mayor and Council on motion of R. P: Howell, seconded
by G.I;T. Baker.
Communication from Seth Finney applying and submitting application for position
of Building Inspector w _-s ordered received and filed on notion of Clyde T. O'Nan, seconded
by G. W. Baker.
Petition received from the residents in the 100 Block, Santa Rosa St. protest-
ing the location of the Joyland Carnival Shows was received and filed on motion of Clyde 1
T. O'Nan, seconded by G. W. Baker.
The following reports were ordered received and filed on motion of R. P.
Hoviell, seconded by Clyde T. O'Nan:

Claims against the city for the month of August 1945 were ordered paid subject
to the approval of the heads of the respective departments and the Mayor.
Ordinance No. 263 (New Series) -Was presented for final passage but was
held over.
The application of Bowens Joyland Shows for carnival the week of Sept. 5th
to Sept. 9th was granted on motion of Clyde T. O'Nan, seconded by R. P. Howell.
The following matters were held over:
Communication from San Luis Ice and Cold itorage Corp. Re: parking on certain streets.
J. F. Hickenbottom Re: Loading zone on Higuera 13treet.
General Petroleum Corp. Re: Construction of Butane and Propane Plant.

Communication from Federal Public Housind and Agreement on water facilities.
The following miscellaneous matters were ordered received and filed:
Communication from Dept. of Commerce Re: Government disposal of equipment
Comm. from A. V. Cline Re: condition of No. Broad and Murray Ave. caused by obstruction
in new culvert.
The application of American Refrigerating Co. for permit to build processing
shed and boiler house on Lots 3 & 42 Block 116B Reeds Addition at a cost of $11,000 was
granted on motion of R. P. Howell, seconded by F. L.Gist.

Communication from Culinary Alliance and Bartenders Local No. 703 addressed
ro Yayor Kennedy requesting permission to hold a dance from 9 P.M. to 3 A. M. the first
Thursday in October was referred to the Commissioner of Public Health and Safety.
The application of Eric Wickenden filed Oct. 21, 1943 for Rooming House at
1026 Chorro St. was finally denied on motion of Clyde T. O'Nan, seconded by F. L. Gist.
Representatives of the Coordinating Council appeared before the Council
protesting the Council's action in passing to print Ordinance No. 263 (New Serie). After
discussion Richard Willett, as Vice Chairman of the Coordinating Council, presented a
letter outlining the coordinating Council's dissatisfaction and presented a new proposed
ordinance.
