Baker, seconded by Clyde T. O'Nan upon the following roll call vote:` Ayes: G. W. Baker, F. L. Gist, R. P. Howell, Clyde T. O'Nan Noes: Ralph C. Kennedy Absent: None Communication from the Federal Works Agency addressed to the Mayor Re: Application of the City of San Luis Obispo for $4000 for the preparation of.plans for City Hall; letter further stated that this application is now being reviewed by the bureau and will be advised as soon as a decision is made. The "communication was ordered received and filed. On motion of R. P. Howell, seconded by F. L. Gist, John Gene Hillard was hired as meter reader at a base pay of $p160 per month as of Sept. 16, 1945 to replace Willard Pratt. Seth Kinney was appointed City Building Inspector at a base pay of $200 per month as of Sept. 16, 1945 on motion of R. P. Howell, seconded by Clyde T. O'Nan. On motion of F. L. L. Gist, seconded by R. P. Howell, The Merchandising Bond of H. J. Bello dba "Moderne" with L. W. Kamm, Josephine L. Pereira and E. L. Garcia as security was approved and accepted by the Council and license ordered issued, on motion of F. L. Gist, seconded by Clyde T. O'Nan. Communication from San Luis Obispo City Schools Re: building program to improve the facilities for carrying on the educational objectives in this city.and submitting a proposed post war building program, totaling $ 1,230,000 was read and ordered received and filed on motion of Clyde T. O'Nan, seconded by F. L. Gist. Communication from Southern Pacific Co. Re: cancellation of Agreement to supply water to Steiner Creek Viaduct was ordered received and filed on motion of R. P. Howell, seconded by F. L Gist. Communication from Robert Mellem requesting the City to reconsider granting his building permit to move dwelling cabin and stating he would agree to do the necessary rk to meet all city specifications; matter was referred to the Comrissioner of Public ks, with power to act, on motion of F. L. Gist, seconded by R. P. Howell. Communication from California Mission Trails Assn. requesting an appropriation $75,00 in support of publicity, advertising etc. was ordered received and filed on tion of R. P. Honjell, seconded by F. L.Gist. O'Nan, outlining and recommending necessary equipment needed for modernizing the fire alarm system was presented to the Council and on motion of Clyde T. O'Nan, seconded by r. L. Gist, the City Engineer was requested to draw up specifications to cover the needed equipment and parts and the City Clerk was instructed.to call for bids; bids to be opened at the meeting.of Oct. 151 1945 at 7:30 P.N. Purchase to be made out of the Public Imp. and Betterment Fund. On motion of Clyde T. O'Nan, seconded by F, L. Gist ,9 B. R. Bettencourt was appointed Pound Master as of September 1, 1945. The bond of B. R. Bettencourt in the amount of $500 with the U.S..Fidelity and Guaranty Co. as surety was approved by the Mayor and Council on motion of Clyde T. O'Nan-, seconded by F. L. Gist. This being the time set by the City Council for receiving Bids on Comprehensive Liability Insurance, the following is a list of all bids received which were publicly opened and read: 1. 4iaurice Fitzgerald - United States Fidelity and Garanty Co. 2. Carroll, representative of the Addressograph Co. of Los Angeles, appeared before the Council, explaining the use of addressograph equipment. The application of George Chanz for permit to lay 50 ft. of curbing on the East side of Kentucky St. between Second St. and Third St, was granted on motion of R. P. Howell, seconded by F. L. Gist; worn to be done under the supervision of the'City Engineering Department. The following matters were held over:.- Petition of 0. J. Laurent for permit to extend sewer line on Johnson Ave. The transfer of the Owl Club from Nic Raya to Leon S. David at 974 Monterey St. Final passage of Ordinance No. 263 (New .-,eries) Ado-:tion of Standard Plumbing Code Group Insurance Plan as presented by Calif, Western States Life Ins. Co. Communication and Agreement from Housing Authority Re: Water Facilities. The request of the San Luis Ice and Cold Storage Corp. that parking be pro- hibited along the north side of Pismo St. beginning at !talker St. and extending for a distance of 200 ft. along the north side of Pismo 3t. was granted on notion of Clyde T. O'Nan, seconded by R. P. Howell, and which request makes the above a' "No parking" zone. The petition of J. F. Hickenbottom requesting Loading zone in front of 745 Higuera Sto was denied on motion of Clyde T. O'Nan, seconded by F. L.Gist. Re: Communication from General Petroleum Corp. inquiring about restrictions on construction of propane and butane storage tanks; the request was denied by Ordinance not permitting same, on motion of Clyde T. O'Nan, seconded by R. P. Howell, and the City Clerk was instructed to inform the General Petroleum Corp. the basis for the denial. The application of G. F. Rhodes for Rooming House license at .864 Monterey St. was denied on motion of Clyde T. O'Nan, seconded by F. L. Gist, location not allowed by the State Housing Laws, as rooms are over paint store, Communication from Cu ;inary Alliance and Bartenders Local 703 relative to dance to be held on the 1st Thursday in October; same was referred to the Commissioner of Public Health and Safety with power to act.
