On motion of R. P. Nowell, seconded by.F. L. Gist, it was ordered that the im-
provement cost of construction sludge bed at the Sewage Disposal Plant be paid out of
the Public Imp. and Betterment Fund.
On motion of Clyde T. O'Nan, seconded by R. P. Howell, it was ordered that
Ordinance No.-263 and No. 264 (1�ew Series) be referred to the _Tanning Commission for
study and report.
Permission previously granted Paul J. Jackson for leave of absence from Sept.
15th to Oct. 15th by common consent of the Council was changed to Oct. 1st to Oct.
31st, inc.
On motion of R. F. Howell, seconded by Clyde T. O'Nan, Commissioner G. W.` Baker
and Commissioner O'Nan were instructed to cooperate :raith the Planning Commissioner for
the purpose of obtaining a City Hall site.
On motion of Clyde T. O'Nan, seconded by R. P. Howell, it was moved the meeting
adj�:,urn to Sept. 24, 1945 at 7:30 P.M.

Fickle for repairs for storeroom on Part of Lot 4, B1k. 81 at a cost of $50 was granted.
The petition of Smee Plumbing Co. for permit to excavate for sewer connection for
the San Luis Ice Co. on Pismo St. between Archer and balker Streetsq was granted on motion
of R. P. Howell, seconded by F. L. Gist.
The petition filed by George Bettencourt for sewer line connection on South City
Limits was referred to the Commissioner of Public,Works, on motion of R. P. Howell,
seconded by F. L. Gist.
Application of Wm. A. Rowan for City License for parcel delivery at 1437 Nipomo St
was referred to the Commissioner of Public Health and Safety, on motion of G. 41.1. Baker,
seconded by F. L. Gist.
Application of M. C. Huttin for cite license for Animal Exhibit for the week of
Oct. 1st to 5th was referred to the Commissioner of Public Health and Safety, with power

Building Inspector was passed on motion of R. P. Howell, seconded by Clyde T. O'Nan

Communication from Culinary Alliance and Bartenders Local 703 requesting per-
ission to hold a dance the first Thursday in October from 9 P. M. to 3 A.M. was denied
s applied for on account of the late hour, on motion of Clyde T. O'Nan, seconded by
. L. Gist. The City Clerk was instructed to inform them of the Council's Action.
On motion of Clyde T. O'Nan, seconded by R. P. Ho%jell, the Commissioner of
lies was instructed to purchase 6 street waste cans to be placed about the city.
Commissioner Clyde T. O'Nan presented a statement to the Council requesting
higher wage schedule for Police and Fire Dept. personnel which he stated was needed to
over increased living costs. Mayor Kennedy also read a report issued by the City of
tockton showing San Luis Obispo to be approximately 40th on a list of 69 cities
tudied so far as unskilled labor salaries are concerned. Clyde T. O'Nan stated he has
ade a personal survey of surrounding city wage scales and showed that San Luis Obispo
ublic workers are below the average in salaries and he felt the demands were justified,
nd in answer to Mayor Kennedy's question as how to pay the increase, suggested a city
ales tax which would operate sir-,ilar to the state sales tax but at a lamer rate. The
atter was discussed further for consideration.
On motion of F. L. Gist, seconded by Clyde T. O'Nan, Christine Beaugrand was
Lppointed janitressat a base pay of $68.18 as of Sept. 16th, 1945.
