Ordinance No. 264 (New Series) - An Ordinance Prescribing Terms 4 21
of Members, Organization, Plwers and Duties of the Park, Playground and Recreation
Commission; and Repealing Ordinance No. 215 (New geries) was finally passed on motion of
Clyde T. O'Nan, seconded by G. W. Baker upon the following roll call vote:
Ayes: G.VI.Baker, F.L.Gist, R.r.Ho:;ell, Clyde T. O'Nan
Noes: Ralph C. Kennedy:
Absent: None
On motion of Clyde T. O'Nan, seconded by F. L. Gist, Otis H. Mosley
was appointed as mechanic at a base pay of $175.00 per month as of Oct. 19 1945
to be paid out of the Public Health and Safety Fund.
It was moved by Clyde T. O'Nan, seconded by F. L. Gist to adjourn to
Oct. 89 1945 at 7:30 P. Y. by the following vote:

The City Council met in adjourned session - Mayor Ralph C. Kennedy presiding.
Present: G. W. Baker, F.L. Gist, R.P. Howell, Ralph C. Kennedy, Clyde T. O'Nan
Absent: None
On motion of R. P. Howell, seconded by F. L, Gist the following Building
Permits were granted:
R. P. Howell - Remodel front and mezzanine floor; Pt of Lots 4 -5 Blk. 7, Cost 600.00
Miles Mathews - Garage; Pt of Lots 1 & 3, Block 58 840.00
Steve Zegar - Alteratinns to residence; Lot 1, Blk 173, Dallidet Addn. 500.00

The petition of Smee Plumbing Co. to open trench at 2030 Fixlini St. was
granted on motion of R. F. IIovaell, seconded by F. L.Gist; work to be done under the super-
vision of the City Engineer.
The petition filed by Pat Gallagher to hang wooden sign at 586 Higuera St.
was referred to the Commissioner of Public Health and Safety for report, on motion of F. L.
Gist, seconded by G.W. Baker..
Petition filed by Smee Plumbing Co. to oven trench for sewer line at 970
Swazey St. was granted on motion of R. P. Howell, seconded by F. L. Gist; work to be done
under the supervision of the City Engineering Department.
The petition of F. H. McBee for Loading Zone at 1131 Broad St.was referred
to the Commissioner of Public Health and Safety for investigation and report.

7 2 The following applications for sidewalk and curbing were granted on motion of
R. P. Howell, seconded by Clyde T. O'Nan; work to be done under the supervision of the
City Engineering Dept, and to comply with walks in the district:
J. C. Naylor - 21 ft. of ramp driveway and walk on the North side of Upham St.
between Broad and High Streets
Steve Zegar - 39 ft. of 6 ft. width cement sidewalk to replace old walk on the
Sly side of Islay St. between Osos and Sta Rosa Streets.
The application for transfer of city license from Wm. A. Hawley dba Treasure
Chest to R. dilliams w�ls granted on motion of Clyde T. v'Nan,.seconded by R. P. Howell.
The following notifications from the State Board of Equalization were ordered
received and filed on motion of C1yde'T. O'Nan, seconded by R. P. Howell:
" On Sale Beer" license to Iber F. Nolting dba 1023 Club at 1023 Morro St.
it Off Sale Beer and 'dine" license to Oliver G. Pennington, dba New Park Grocery at
1401 Osos Wit.
Report of the Police Dept. for the month of September 1945 was ordered filed.
Communication from Allen and Lutzi, Architects, Re: City Hall, addressed to
mayor Kennedy was ordered received and filed.
Communication from Maurice Id. Fitzgerald requesting light standard to be re-
moved from curb line at 852 Higuera St. was referred to Commissioner of Public Ifforks
for action on motion of F. L. Gist, seconded by G. W. Baker.
The application of Thomas L. Barl, Morro Bay, for car for hire ( Taxicab
License) was referred to the Commissioner of Public Health and Safety for investigation
and report on motion of F. L. Gist, seconded by G.W. Baker.
The application of John Barnett Redd, Jr. for Taxicab license at 859 Larsh
St. was granted on motion of Clyde T. O'Nan, seconded by R. P. Hoi-•,jell.
Communication from J. J. Lennon, 1105 Leff St. relative to position as
Crossing Guard was ordered received and filed on motion of Clyde T. O'Nan, seconded
by F. L. Gist.
The communication from F. V1. A. under date of Sept. 149 1945 enclosing
application for advance payment of $4000 to cover cost of plans on new City Hall was
again presented to the Council; after discussion and on motion of F.'L. Gist, seconded
by C1ydeT. O'Nan the City :attorney was instructed to draw up the necessary papers to

accrue the property described as Lot 2, 4 and part of Lot 3, Block 19 at a purchase
price of $14,500.
The following matters were again held over:
Transfer of Nick's Place at 986 Monterey St.
Transfer of Owl Club at 974 Monterey St.
Adoption of State Plumbing Code
Communication from H..M. McElhinney Re: Lowering water line on Rincon Drive
Communication from State RetirementSystem
Re: Comprehensive Public Liability Insurance - On motion of F. L. Gist,
seconded by Clyde T. O'Nan the Council awarded the Bid on the Comprehensive Public
Liability Insurance Policy to L. W. Kamm, Agent for National Automobile and Casualty
Co. for one year at a premium cost of x`590.03.
Communication from Federal Public Housing Authority under date of July 13,
1945 together with Agreement between the U.S.A. and the City of San Luis Obispo
covering payment for offsite water facility installations was presented to the Council
and on motion of R.P.Howell, seconded by F. L. Gist the Yavor was authorized to sign
Agreement.
RESOLUTION NO. 750 (New Series) - Resolution Approving Agreement between
City of San Luis Obispo and Federal Public Housing Authority relative to payment for
offsite water facility installation, Project No. Cal. - 4977 was passed and adopted on
