The applications of the Southern Counties Gas Co. for permits to install services
at various locations were granted on motion ofR. P:. Howell, seconded by F. L. Gist;
work to be done under the supervision of the City-Engineering Department.
The petition of Chris Anholm to open trench to lay sewer line on Lincoln St. from
Broad to Hill Streets was held over.
The application of Modern Neon Sign for registration as Class "E" Contractor to-
gether with U.S.Fidelity and Guaranty Co. bond in the amount of $500, and registration
fee of $15.00 received and on motion of F. L.Gist, seconded by Clyde T. O'Nan it was
ordered that the surety be accepted, bond approved and registration granted.
On motion of F. L. Gist, seconded by Clyde T. O'Nan the following Merchandising
Bonds were approved and License ordered issued:

986 Club" was referred to the Commissioner of Public Health and Safety for investigation
and report.
Notification from the State Board of Equalization for 170n Sale Beer" license for
Dave J. Rouse, 1737 Santa Rosa St. and license for "Beer and Wine 17holesalers "9 "Off
Sale Beer and Wine" and "Beer and Wine Importer's" for Louis C. Fortini, 65 Higuera St.
was ordered received and filed on motion of R. P. Howell, seconded by G.W.Baker.
The application for transfer of license of Etta H. Emmons to Calvin Iv3r for Lodging
House, Restaurant and Cigars Sideline at 662 Higuera St. was referred to the Commissioner
of Public Health and Safety for investigation and report on motion of F. L.Gist, seconded
by G. Vl i Baker.
The application for transfer of license of Bello Garage at 1234 Broad St. from
V1. M. '4allace to Walter W. Wilson was granted on motion of Clyde T. O'Nan, seconded by
F. L. Gist.
Commmunication from the State Compensation Insurance Fund Re: survey and recommendatii
to correct unsafe conditions at the Sewer Plant and City Jail was read to the Council and
of R. P. Howell, seconded by G. !`!.Baker, the communication was ordered received
on motion
and filed.
Communication from Seth Kinney, Building Inspector, relative to the unsafe condition

of the City Hall for large groups was ordered received and filed.
On motion of R.P.Howell, seconded by F.L.Gist, the following reports were ordered

Claims against the City for the month of February 1946 was ordered paid, subject to
the approval of the heads of the respective departments and the Mayor.
Communications addressed to the Mayor from Assemblyman Fred Emlay and Joseph A.
Beek, Secretary of the Senate, Re: Assembly Bill No. 60 and Senate Resolution No. 33
were ordered received and filed on motion of F.L.Gist, seconded by G.W. Baker.

Resolution No. 760 (New Series - A.Resolution providing for the executio
of an Agreement between the City of San Luis Obispo and H. B.'Douglas & :gilliams Decker
Holdredge, Architects, was passed and adopted on motion of R. P.Howell, s°cond d by F. L.
Gist upon the following roll call vote:

Ordinance No. 269 (New Series) - An Ordinance providing for the protectic
of the Public Health, and the Examination, Registration,. Licensing and bonding of persons
engaged in the business of plumbing; Requiring a permit for the installation or alteration
of Plumbing and Drainage Systems; Creating the office of Plumbing Inspector and a Board
of Plumber Examiners, and prescribing their duties; defining certain terms; Establishing
Minimum regulations for the installation, alteration or repair of plumbing and drainage
systems and the.inspection thereof; Providing penalties for its violation and repealing
conflicting ordinances was finally passed on motion of R. P. Howell, seconded by G. W.
Baker upon the following roll. call vote:

Ordinance No. 270 (New Series) - An Ordinance prohibiting the presence
of minors in any establishment primarily.engaged in the on -sale of intoxicating liquors;
also prohibiting the presence of lewd or dissolute or intoxicated or boisterous or unruly
persons in said establishments; also prohibiting a minor from falsifying as to his or her
age, or to request, or use, or permit himself or herself to be served intoxicating liquors;
and providing penalties for the Violation thereof was Tina 4 .passed.on motion of R. P.
Howell, seconded by G. W. Baker upon the following roll-call vote:
