Gist, Ralph C.. Kennedy, Clyde T. O'Nan Absent: R.P.Howe11 ( due to 111neds) The minutes of March 18th and Earth 25th, 1946 were read and approved as read. The following building permits were granted on motion of F .IL.Gist, seconded by G. W. Baker: J. L. Hoertlein Garage with Apt. above; Lot 171, BI? 2, Anholm Addn. Cost 1800.00 Wm. 0.. L. Gist, seconded by G. W. Baker. On motion of F. L. Gist, seconded by G. 'oV. Baker, the following appli- cations were granted; work to be done under the supervision of the city engineering department and city specifications: County of San Luis Obispo - 60 ft. of sidewalk curb and gutter on the east side of Johnson Ave. between Spring and Bishop Streets H. N. Nielsen_:: 125 ft. of sidewalk on the southside of Higuera St. between High and South Streets The application of Southern Counties Gas Co. to install gas line to serve James Mackey on Mt. View St. between Chorro and Broad Streets was referred to the Commissioner of Public Works, with power to act, on motion of F.L.Gist, seconded by Clyde T. O'Nan. The petition of Harry E. Dixon for permit to open street on Chorro St. between Pacific and Pismo Streets was denied on motion of G. W. Baker, seconded by F.L. Gist. The application of Coleman's Richfield Service for Soft Drinks License at 316 Higuera St. was granted on motion of Clyde T. O'Nan,`seconded by F. L. Gist. The application of Herbert B. Cohen for Dance Hall at 964 Monterey St. was referred to the Commissioner of Public Health and Safety for investigation and report on motion of F. L.Gist, seconded by G. Id. Baker. The.fol =owing applications for transfer of city licenses were referred to the Commissioner of Public Health and Safety for investigation and report on motion of Clyde T. O'Nan, seconded by G. '-jV. Baker: '21 Camino Snack Bar at 1115 Santa Rosa St. - from John Redd to Elmer E.Thornton Estrel-lita Club at 964 Monterey St. - transferred from Albert Raya to Herbert Cohen On motion of Clyde T. O'Nan, seconded by G. W.Baker, the transfer of the Texaco Service Station at 311 Higuera St. from Emil Neustrom to Victor Batla was granted. Communication from Southern Pacific Co. under date of March 26, 1946 relative to the cost of wig wag signal at Higuera St. crossing was ordered received and filed on motion of F. L. Gist, seconded by G. W. Baker. 4 64 Petition received'f rom the Independent Taxi Owners protesting the petition filed by Owl Taxi Co. requesting the city to discontinue taxi zone in front of Court House was referred to the Council as a whole on motion of F. L. Gist, seconded by G. W. Baker. The following reports were ordered received and filed on motion of F. L. Gist, seconded by G. 111.Baker: Report of the Police Department for the month of March 1946 It " Police Judge " " " It " Claims against the city for the month of March 1946 were ordered paid subject to the approval of the heads of the respective departments and the Mayor. This being the time set by the Council for receiving bids as per minute order of 1•,arch 25, 1946 and in accordance with published notice for furnishing to the Cit,r of San Luis Obispo a Police car, the following is a list of all Lids submitted: E. H. Thresh Inc. - 1946 Ford V8 Super Deluxe Fordor Sedan - 1316.24 McGregor Motors Co. - 1946 DeSoto DeLuxe 4 Door Touring Sedan - 1555.01 and on motion of G.- d.Baker, seconded by Clyde T. O'Nan, it was ordered that the bid of the McGregor Motors Co. for 1946 - 4 Door DeSoto Sedan, in the amount of $1555.01 be accepted, and the City Clerk was instructed to return the check hosted by E.H. Thresh Inc., the unsuccessful bidder. Motion carried. The following matters were-held over: Transfer of License of Mission Taxi Co. from Louise Galenski to L. P. Silver et al Communication from Poly School Re: water requirements Application from P. G. & E. #299 Petition from Chris Anholm Re: sewer line Petition of J.R. Rone ( Re: sewer line) Communication from Southern Pacific Co. Re: water meter Communication from L. W. Kamm Re: insurance. Communication from Park, Playground and Recreation Commission. The following petitions were referred to,the Commissioner of Public Works, with poger to act: Smee Plumbing Co. - cut sidewalk in front of Steve's Coffee Shop ialter Roselip- Install sewer line at 613 Grand Ave. Petition of Joe Green Neon Products to hang Neon Sign at 864 Higuera St. was granted on motion of Clyde T. O'Nan, seconded by F. L. Gist; work to be done under the supervision of the City Engineer. The application of Pacific Gas andElectric Co. to do certain pole work on the south side of Nipomo St. bet%.-jeen Marsh and Pacific - )treets was granted on motion of F. 1. Gist, seconded by G. W. Baker. Communication from the City of Oxnard Re: endorsing harbor project was ordered received and filed on motion of G. W. Baker, seconded by Clyde T. O'Nan and the City Clerk was instructed to advise them the communicat ion has been referred to the Chamber of Commerce for action. The petition received from the Police and FireDepartment requesting salary raise and ,ob classifications for the two departments was ordered received and filed and the following Resolution adopted: Resolution No. 761 (New Series) - - A Resolution fixing salaries to be paid to members of Police and Fire Departments was passed and adopted on motion of Clyde T. O'Nan, seconded by F. L.Gist upon the following roll call vote: Ayes: G. 'd. Baker, F. L. Gist, Ralph C. Kennedy, Clyde T. O'Nan Noes: None Absent: R. P. Howell ( due to illness) Resolution No. 762 (New series) - A Resolution Fixing Wages and Salaries T to be paid to city officers and employees was passed and adopted on motion of Clyde T. Howell ( due to illness) On motion of G. I.V. Baker, seconded by Clyde T. O'Nan permission was granted the Army Day Committee to hold a parade on Saturday, April 6, 1946 at 10:30 A.M. Mrs. G. I. Beckwith and a delegation of home owners appeared before the Council demanding immediate action to correct inadequate drainage condition on Beebee and High Street district, causing flood waters -to back into the sewer system causing damage to their property. Mayor Kennedy appointed the following members to serve on the Plumbing Board: Dr. Philip Berg as temporary chairman H. H. h'IcBride A. I. Johnson 'Vm. Ramage The above appointments were approved by the Council on motion of G. W. Baker, seconded by F. L. Gist. On motion of Clyde T. O'Nan, seconded by G. 4V.Baker, Harold L. Large was appointed Special Police Officer as outlined in Sec. 5 of Ordinance No. 5. Ralph Files was appointed a regular Police Officer as of March 26, 1946 and rated as an ex- officer to be paid on a 2 year schedule on motion of Clyde T. O'Nan, seconded by G. 17.. Baker. Communication from Joe Green submitting maintenance contract to service City Neon Signs was referred to the Commissioner of Supplies. Communication from San Luis Obispo Planning Commission together with first map representing overall picture or Master Plan ( second) map and draft of a Proposed ?oning Ordinance for regulation of future buildings within the City were presented to the Council, recommending their adoption and on motion of Clyde T. O'Nan, seconded by G. ' ^1. Baker, were ordered received and filed. On motion of Clyde T. O'Nan, seconded by G. W. Baker, the meeting adjourned. Approved this./M& day of i City Clerk 0
