The City Council met in regular session; Mayor Ralph C. Kennedy presiding.

The minutes of July 19th , 22nd and 29th were read and arproved as read.
The following building permits were granted on motion of R. P. Howell,
seconded by G. W. Baker:

The following applications for sidewalk and curbing were granted on motion
of R. P. Howell, seconded by Clyde T. O'Nan; work to be done under the supervision of
the engineering department:

Elmer Hoover- 50 ft. of curb and gutter on the viest side of Johnson St. in front

Petitions filed by 0. R. Ochs,one to build a wooden 6 ft. fence along back

vestigation and report.
The application of L. H. ','fright for permission to install a gasoline storage
tank at 1011 ChorroSt. was referred to the Commissioner of Public Health and Safety for
investigation and report.
The application of Harry L. Gooss for license for Popcorn Vending Machines
to be placed in various locations was referred to the Commissioner of Public Health
and Safety for investigation and report on motionof R. P. Howell, seconded by Clyde
T. O'Nan.
The application of Edmund A LeBrun for a Soft Drinks and Ice Cream License
at 960•Higuera St. was granted, as was also the application of Weatherman and Tyndall,
dba "Polly Cafe" at 412 Higuera St. on motion of Clyde T. O'Nan, seconded by R.P.Howell.
Permit No. 19 filed by Southern Counties Gas Co. to install service at
1212 Murray Ave. was granted on motion of R.P.Howell, seconded by Clyde T. O'Nan; work
to be done under the supervision of the engineering department.
The following sign permits were referred to the Commissioner of Public health
and Safety, with power to act, on motion of Clyde T. O'Nan, seconded by G. W. Baker:

The following communications were ordered received and filed on motion of
Clyde T. O'Nan, seconded by R. P. Howell:
Communication from City of San Diego inviting. the members of the City Council to attend
the 48th annual convention of the League of California Cities on Sep$, 16- 19,194E
Comm. from the California Mission Trails Assn. Re: appropriation to advertising fund of
the Association.
Communication received from Calvin Ivy, ( hiom's & Pop's Cafe) at 662 Higuera
St. advising the Council of a 5¢ raise in the price of meals served to prisoners,or a
price of 40¢ per meal. The Council agreed to pay 40¢ per meal. The Council agreed to
pay 400 per meal as requested on motion of Clyde T. O'Nan, seconded by G. W. Baker.
Communication from Senate Committee-on State and Local Taxation requesting
certain information from the City of San Luis Obispo relative to the city's financial
problems, etc was referred to the Commissioner of Finance for,investigation and report
on motion of R. P. Howell, seconded by G. W. Baker.
Communication received from blaster Sergeant, August M. Hargens requesting
parking space for an army vehicle in front of 884 Marsh St. was referred to the Com-
missioner of Public Health and Safety for investigation and report.
Communication from J. Earle Boyce, City Treasurer, asking for a leave of
absence for a period of fifteen or twenty days was granted on motion of F. L. Gist,
seconded by Clyde T. O'Nan.
Communication of San Luis Ice and Cold Storage Corp. requesting the City
Council for certain privileges relative to service connections; the matter was referred
to Commissioner R. P. Howell, with power to act, on motion oil R. P. Howell, seconded by
F. L: Gist.
The Agreement as presented by Dr. Berg County Health Officer regarding
payment for services from the County Health Dept. was held over for further discussion.
Petition filed by 'Nalter Roselip for.permission to remove 2 trees on Grand
Ave. was granted on, motion of R. P. Howell , seconded by F. L. Gist.
Petition filed by Mrs. Mary I. Sheff et al, titalling 70 signers, requesting
the Plannin g Commission to rezone certain tracts in the city, as it now stands, was
presented to the Council, and after discussion and on motion of Clyde T. O'Nan, seconded
by R. P. Howell, the rpatter was referred to the Planning Commission for study and report.
Claims against the City for the month of July were ordered paid, subject to
the approval of the heads of the respective departments and the Mayor.
This being the time set for receicing bids for the sale of real property
as per minute. order of the City Council dated July 19th, 1946 and in accordance with
published notice; no written bids were received; the bids opened orally from the floor
at public auction. The property described is as follows:
Lot or Subdivision "D" containing 9 acres more or less
as per map and survey of resubdivisions of Lots 581 61,
629 63, 64 and 65 of Jane T. Stratton's survey and map of
subdivision of tl-e Ranchos Canada de Los Osos and Laguna;
except that part which lies on the South and nest side of
San Luis Obispo Creek.
The property was sold-to Henry O.Dalessi,..the highest bidder for the price of $6050.
On motion of F. L. Gist, seconded by G. '4. Baker, the City Attorney was instructed to
prepare the necessary ordinance for the sale of the property as prescribed by law.
Doris Garcelon, Librarian,.presented the 50th Annual Report of the City
Library and on motion of G. W. Baker, seconded by R. P. Howell, it was ordered received
and filed.
On motion of Clyde T. O'Nan, seconded by R. P. Howells the following sign
permits were granted:

Communication from Dr. Montgomery Re: request to paint red curb ln front of
his office was denied, without prejudice, on motion of C1yde.T..O'ATaa,.seconded by F.L.Gist
Communication from J. E. McClure, Secy..of the City Planning Commission,
relative to term of appointment of certain members was again held over, as was also the
transfer of the Mission Taxi Co. license.
.Re: Bid as submitted by San Luis Cyclery for 3 wheel servi -car in the amount
of $795.57 was accepted, on motion of G. IJ. Baker, seconded by Clyde T. O'Nan. The Com-
missioner of Supplies was ordered to purchase the motor.
Plans and specifications as submitted by Mr. McLennan covering work on
Library were again held.over.for more detailed information.
Ordinance No.. 273 (.New Series) - An.Ordinance levying a Tax for the
Current Fiscal Year 1946 -1947, upon all Taxable.Property.within the City of San Luis
Obispo and fixing the rate of such tax was passed to print on motion of R.P.Howell,
seconded by G: W.Baker, upon the following roll call vote:

Noes: None
Absent: Yone
Resolution No. 771 (New Yries) - A.Resolution Authorizing Execution of
an Agreement between the City of San Luis Obispo and the Housing Authortty in aid of
acquiring, developing, administering and removing emergency temporary housing was passed
and adopted on motion,of Clyde T. O'Nan, seconded by G.W. Baker upon the following vote:
Ayes: G.W. Baker,F a. Gist, R.P. Howell, Ralph C. Kennedy, Clyde T. O'Nan.
Noes: None
Absent- None-
The Mayor was authorized to sign the Agreement as outlined in the above resolution.
On motion of R.P.Howell, seconded by G.W. Baker, the meeting adjourned.
