City Hall, Monday, August 19, 1946 - 7:30 P. M.
The City Council met in regular session; Mayor Ralph C. Kennedy presiding.

tigation and reportq on motion of G. W.Baker, seconded by R. P. Howell.
The following notifications from the State Board of Equalization was ordered
received and filed:

Communication received from "A Disgusted citizen" relative to forms of recreation
within the City of San Luis Obispo was.read, and on motion of Ralph C. Kennedy, seconded
by F.L.Gist, the City Clerk was instructed to have a copy typed and refer same to the
Recreation Commission, the original was ordered filed.
Communication from L. P. Simpson relative to 5¢ Almond Vending Lachines was
ordered received and filed on motion of R. P. Howell , seconded by Clyde T. O'Nan.
Communication from Senate Interim Committee on State and Local Taxation relative
to a Public Hearing to be held in Santa Barbara on 'august 30th, for the purpose of
presenting problems on local finances, etc. was referred to F.L.Gist for attention, on
tion of Clyde T. O'Nan, seconded by R. P. Howell.
Communication from the Joint Fact - Finding Committee on Highways and Streets of
the California Legislature, addressed to the Mayor, regarding a series of hearings to
be held throughout the State relative to road problems was ordered receiived and filed.
Communication from Janice E. Harrison Re: Beebee Sewage System was ordered
received and filed on motion of F. L. Gist, seconded by R. P. Howell.

Communication-from.DrOW. H. Brazil.Re: clipping of newspaper relative to
L. A. Parking Meters; the Doctor suggested that the City Council considef this as a
source of revenue for the city. Same was ordered filed..
Report of the City Clerk for the month of July was ordered received and filed.)
A "Rider" to bond of the San Luis Obispo Garbage Co. consenting to the change
in the name of principal on the bond, by the United States l'idelity- add Guaranty Co.,
was accepted and the Rider-approved,--on motion of F.L.Gist, seconded by•R.P Howell.
The Plumber's Bond of Wilfred C.Ramage in the amount of $500, with U.S.
r'idelity add Guaranty Co. as surety was accepted and bond approved, on motion of F.L.
Gist -, seconded by G. W.- Baker.
The application of Harlan L. McLaughlin for registration as Class "F"
Contractor, together with U.S.Fidelity and Guaranty Co. Bond in the amount of $200 and
registration fee of $10.00 received and on motion of F.L.Gist, seconded by Clyde T. O'Nan,
it was ordered that the surety be accepted, bond approved and registration granted.
Ordinance No. 273 (New series) - An Ordinance Levying a tag for the
current fiscal year 1946 -1947 upon all taxable property within the City of San Luis
Obispo and fixing the rate of.such tag, was finally.passed on motion of F.L.Gist,
seconded by•G. Mi. Baker, upon the following roll call vote:

Petition filed by the City Employees Re: State Employees Retirement Act,
asking the City Council for some-action in the matter was read and ordered filed.
The petition filed by 0. R. Ochs asking permission to build a 6 ft. fence
on Lot 3, Block 151, Harford Addn. was granted, however, the second petition filed by
him for permission to build a 6 ft. fence in the Escuela Alta Subdivision on Lot 2,
Block 7 was denied.
The petition filed by L. H. "Wright for permission.to install a gasoline
storage tank at 1011 Chorro St. was denied, without prejudice, on motion of Clyde T.
O'Nan, seconded by F.L.Gist.
The application of Harry L. Gooss for a Popcorn Vending Machine License was
granted on .motion of Clyde T. O'Nan, seconded by G. W. Baker.

Petition filed by August M. Hargens asking for a parking zone at 884 Marsh St.
was denied on motion of Clyde T..O'Nan, seconded by R. P. Howell.
Communication from San Luis Ice and Cold Storage Corp. Re: Service connections
with the City Water Dept. Matter discussed and on motion of R. P. Howell, seconded by
G. Lip: Baker, the application was granted; the applicant_to pay all expenses of the con-
nection and installation and a "stand -by" charge of $2.00 a month be collected from
applicant, work to be done under the supervision of the city engineer,- Clyde T. O'Nan
voting "No ".

Re: Com,iunication from City Planning Commission relative to appointment of membe
was again held over, as was also the Plans and Specifications for the City Library, and
the Transfer of License of the Mission Taxi Co.
Ordinance No. 274 (New Series) - An Ordinance Providing for the Sale of
certain real property -by the City of San Luis Obispo to Henry C. Dalessi and Emma Dalessi
was introduced and passed to print on motion of F.L. Gist, seconded by G. W. Baker upon
the following roll call vote:

On motion of F'..L. Gist, seconded by G. W. Baker, the City Clerk was instructed
