the preliminary drawing for the proposed new Administration Buildizig , and on motion of
R.P.Howell, seconded by G. W. Baker, it was moved that the plans be approved and accepted
by the Council; on motion of R.P.Howell,, seconded by G.W.Saker, they were instructed to
proceed with working drawings and specifications.
The following matters were again held over:
Sign Permit No. 31 filed by Coast Neon Co.
'ransfer of Curlee Cab Co.
" it Ed LeBrun for Soft Drinks License
" " Mission Taxi Co
Application of E.C. 14ride for Taxi License

The City Council met in regular session: Mayor Ralph C. Kennedy presiding.

The minutes of Sept. 3rd and 10th, 1946 were read and approved as read'.
Application of California Motor Express Co. for permit to lay ramp for a
distance of 135 ft. on the South .side of Carmel St. between Marsh and Pacific Streets
was granted on motion of R.P.Howell, seconded by G.Vi. Baker; work to be done under the
supervision of the City Engineering Department.
- Permit No. 54 - Filed by Smee Plumb. Co. for permit to connect with sewer at High St.
and Walker St. was granted on motion of R.P.Howell, seconded by G.W.Baker,
as was also the Permit No. 55 filed by Southern Counties Gas Co. to break pavement to
install service at 1730 Johnson Ave; work to be done under the supervision of the City
Engineering Department.

Permit No. 32 filed by Claude J. Sargent to hang metal : -,ign at 306 Higuera St. was
referred to the Commissioner of Public Health and Safety, on motion of G.W.Baker, seconded
by R.P.F.owell.
Petition filed by Walter Bros: for permit to remove trees from parkway at 896
Buchon St. was granted on motion of R.P. Howell, seconded by G. W. Baker.
The Iderchandising Bond of Arthur Salter was referred to Commissioner F.L.Gist,
with power to act, on motion of x.P.Ho1i4ell, seconded by G. W. Baker.
The following applications for transfer of city licenses were granted on motion
of It. P. Howell, seconded by G.W.Baker:
Transfer of License from Kenneth Mitchell to Maddalena Tire Co. at 1001 Higuera St.
Irene's Beauty Salon from Vada Schwartz to Ruby B.Silva and Hazel Erbe
The transfer of license of the Cosy Camp cottages by C. M. Long to T. L. Parker
was referred to the Commissioner of Public Health and Safety for investigation and report.
Communication from the Amvets Re: permission to exhibit display of war equipment
was referred to the Commissioner of Public Health and Safety for investigation and report
on motion of God.Bake r, seconded by R.P.Howell.
Communication from Vim. B. Dawson relative to damage done to vegetable garden by
one hiefer was referred to Commissioner Gist on motion of G.W.Baker,seconded by R.P.Howell.
Communication from Veterans Adi:;inistration by B. J. Hill, Re: Lease of offices
in the U.S.O. Bldg, was referred to the Council as a whole for consideration.
Communication from County Veterans Service Officer, E.S.Milligan, re; space in
II. 3.0. B1dg..for the Veterans Administration was ordered received and filed.
Petition of W. Worthington for permission for a loading zone in 1000 Block
on Nipomo St. was referred to the Commissioner of Public Health and Safety for investigatioi
and report on motion of G. U. Baker, seconded by R. P. Howell.
Report of the City Clerk for the month of August, 1946 was ordered received
and filed.
