HomeMy WebLinkAbout11/04/1946City Hall, Monday November 4, 1946 - 7:30 P.N. The City Council met in regular session; Mayor Ralph C.bennedy presiding. Present: G.W.Baker, F.L.Gist, R.P. Howell, Ralph C. Kennedy, Kline -William.-3 Absent: None The minutes of Oct. 21st were read and approved as read. The Bond of James naught, Police Capt. filed Oct. 22nd, 1946 was approved by the Llayor and the Council on motion of F. L. Gist, seconded by G. 17.Baker. The application of Henry Kraft, dba Kraft R;:ofing for registration as Class contractor, together with Hartford Accident and Indemnity Co. Bond in the amount of "500 and registration fee of $15.00 received and on motion of F.L.Gist, seconded by G.V. Baker, it was ordered that the surety be accepted, bond approved and registration granted. The Lerchandising Bond of Robert A. West in the amount of $200 with the Hartford Accident and Indemnity Co. as surety was r:�ceived and on motion of F.L.Gist, seconded by '. Baker, the surety was accepted, bond approved and license ordered issued. The application for transfer of license of the Gilmet's Grocery from Elizabeth C.Gilmet to Dora and Dorothy Cooper at 1638 Osos St. was granted on motion of G.u7.Baker, seconded by F.L.Gist. The following matters were ordered received and filed, on motion of R.P.Howell, seconded by Kline iVilliams:- Communication from Divisio4 of Highways requesting that when maps are presented for approva. of developments adjacent to the cite, that the Highway be notified.. communication from Allen S. Mobley, Secy. of Lowe Sanitary District: Re: Resolution passed by the Board of Trustees of Lowe Sanitary District appointing Kenneth Beck as representative of said Board. ,ommunication received from Judge Paul Jackson tendering his resignation as Judge of the City Police Court as of December 31, 1946. ,ommunication from Harry A.TrtE sdale making application for appointment as Judge of the Police Court. ;ommunication from Edward Bevina making application for position as City Police Officer. Communication from Chas. A.Escobar, 144 Hutton St. inquiringabout a certain !icture in the U.S.O. Bldg., and stated he would like to purchase same. This was re- 'erred to the Parr, Playground and Recreation ComLission for their consideration on motion ,f G.ud.Baker, seconded by F.L.Gist. Communication from Standard Oil Co. renuesting permission to install a steel olein the sidewalk area at 1011 Chorro St. This.matter was referred to the Commissioner f Public Health and Safety with power to act, on motion of R.P. Howell, seconded by .iJ. Baker. Communication received from the San Luis Obispo Chamber of Commerce requesting permission to decorate the city streets for the Christ=as•.season; they ask permission to arect Christmas trees at various locations; erection of colored stringers over the streets; arection of six loud speakers, and use of the City's fire truck; this request, by common :onsent of the Council, was granted as outlined in their letter. Petition filed by A.J. Matejeck et al protesting the erection of commercial >roperty in the vicinity of the junction of Ward Street, High St. and Upham St. was ordered received and filed oh motion of R.P. Howell, seconded by G. W. Baker. On motion of G. 'J. Baker, seconded byF. L. Gist, the application of Ed Rodrigues, ireviously granted by the City Council to construct a quonset hut, was revoked by order f the Council, and on motion of G.W. Baker, seconded by F. L. Gist the City Clerk was uthorized to refund Mr. Rodrigues the building; fee paid at the time of filing. Petition filed by Doris Penniw ton et al requesting the City Council to install water line of proper size on Stafford St. east of Kentucky St. to extend approximately 54 ft. from the main line was ordered received and filed. 1 1 1 1 1 1 1 1 1 1 The following reports were ordered received and filed: City Collector's Report for the month. of October, 1946 City Treasurer's Report for the month of Sept. 1946 Police Judge's " " " October, 1946 Police Dept. " " " " " it This being the date fixed by the Council as per minute order of Oct. 7, 1946 for receiving bids on City Fleet Insurance, the following is a list of all bids submitted, which were publicly opened and read: Bid of E. H. Atkinson, Agent for Farmers Ins. Group - Amt. of Bid $ 540.00 The National Bureau of Casualty and Surety Underwriters submitted a bid in the amount of 518.25; this quotation is filed on behalf of each of those National Bureau member Companies, and the following are representatives of one of the member companies:- Bid of Loren T. Curtright - Great American Indemnity Co. of New York Bid of Evans Brokerage Co. - Western National Indemnity Co. Bid of L. W. Kamm - American Surety Co. Bid of Wm. A. Nelson - Fidelity and Casualty Co. of New York Maurice W.Fitzgerald, Agent for the Pacific Indemnity Co. in the amount of $489.76; The above bids were referred to the Commi:-•sioner of Finance, with power to act, on motion R.P.Howell, seconded by G. W. Baker. On notion of Kline `dil iams, seconded by G. 1J. Baker, and by common consent of the Council, it was ordered that the tax receipt No. 2677 billed to '1J.C.,dickenden, 1035 ChorroSt.'in the amount of $56.44, covering 1946.tates on property known as "Tract No. 34" be cancelled as this property has been acquired by the City of San Luis Obispo. Claims against the City for the month of October, 1946 were ordered paid subject to the heads of the respective departments and the Mayor. The transfer of the Shell Cafe ( 1/2 interest) from Dave J.Rouse to Frank A. Sinacola, Jr. was granted on motion .�f Kline Williams seconded by R.P.Howell. Communication from Chas. Wagner, 860 Humbert Ave. relative to the condition of Humbert Ave. same was ordered filed as was also the communication signed "John Public" relative to a fire hazard at the Motel Inn. Communication from i-Im. Kalechman, together with Sales Agreement covering the Goldtree property received; this matter was again held over for further investigation. On motion of Kline Williams, seconded by G. W. Paker, the following appoint- ments were made: Ray Duncan be appointed as regular Police Officer in the City of San Luis Obispo as of May 21st, 1946. Aubie Cooper be appointed as regular Police Officer, as of November 1, 1946 and that Mervin McAvoy be hired as regular fireman at a base pay of $210.00 as of Nov.1119 On motion of F.L. Gist, seconded by Kline Williams, Commissioner R.P. Howell s authorized to negotiate with Mr. VV. C. Hoover regarding the extension of water line in the Goldtree Tract.
