SPECIAL CALLED TyMTING
A Special Called Meeting of the City Council was held on November 6, 1946;
yor Ralph C. Kennedy presiding:
resent: G.W. Baker, F.L. Gist, R. I'. Howell, Ralph C. Kennedy Kline Williams
bsent: None
The meeting was called for the purpose of considering amending License Ordinanc(
o. 76 (New Series) and acting upon such other business as may properly come before said
eting.
A group of property owners, representing Apartment House owners of San Luis
spo appeared at this meeting, registering a protest against the licensing of apartment
as at this time inasmuch as the rents are frozen at the present level by the O.P.A;
1so, various sections of the license ordinance were discussed but no action taken at
this time.
On motion of Kline lilliams, seconded by R.P.Howell, the meeting adjourned
to Tuesday, November 12th at 7:30 P.M. upon the following roll call vote:

Mr. P. Arnold Anderson of the Municipal Tax License Assn. appeared before the
ouncil and discussed the procedure of applying business license tax, presenting figures
various parts of the State, and suggested the Council adopt a Sale,-3, Tag Ordinance for
e City of San Luis Obispo,
Or_ motion of G.`:J.Baker, seconded by Kline ililliams the City Attorney was
instructed to dravi up a Sales Tax Ordinance to be acted upon at the nest regular meeting,
based on one -half cent city sales tax, and to be effective for a one year period,- the
ordinance designed by the League of California Cities ds an "Outline Ordinance" and
slzpplemented with a separate form, similar to Los Angeles City Ordinance, upon the follow-
ing roll call vote:
