City Hall, Monday, January 20th, 1947 - 7:30 P.M.
The City Council met in regular session; Layor Ralph C.Kennedy presiding.
Present: F.L. Gist, R.P. Howell, Ralph C. Kennedy, Kline Williams
Absent: G. 1 %I. Baker
The minutes of January 6th and Jan. 10th were read and approved as read.
The applicati;,n of F. C. Doty for city license for popcorn stand was denied
on motion of Kline 4Jilliams, seconded by R. P.Howell.
The following applications for contractor's licenses were received and on
motion of F. L. Gist, seconded by Kline '.'Jilliams, the bonds were approved, sureties
accepted and registration granted:

The application for transfer of license from Zellner and Bowden at 711 Marsh
St. to C. H. Bowden was granted on motion of Kline Williams, seconded by R. P. Howell.
Communication from MI. A:Fitzgerald, Attorney for K.V.E.C. Radio Station pro-
testing the payment of a city license was referred to the City Attorney on motion of F. L.
Gist, seconded by Kline Vlilliams.
Communication from the Park, Playground and Recreation Commission Re: rental of
space in the Recreation Bldg. to the Department of Internal Revenue was referred to
Commissioner F.L.Gist, on motion of R. P.Howell, seconded by Kline Williams,
Communication from the Park, Playground and Recreation Commission recommending
that auaintenance Supt. be appointed from the office of the City Engineer, was ordered
received and filed.
Communication from S. H. Stalmaker relative to opening of Woodbridge St. was
referred to the City Engineer for investigation and report.
Communication from Phyllis: M. Fogle and Flora A.Gilliam inquiring about
city owned property and submitting a bid on same, namely, Lot 3, Block 2, Breck Tract
were ordered received un d filed and City Clerk instructed to advise them the property
was not for sale at this time.
Communication from Ralph Files requesting a leave of absence from the Police
Department for a 90 day period as of January 25, 1947 was granted on motion of Kline
Williams, seconded by F. L. Gist.
Report of the City Clerk for the month of December 1946 was ordered filed.
On motion of R.P. Howell, seconded by F.L.Gist, the City Clerk was instructed
to draw warrants on the following:
City Yaater Fund in the amount of $11,950 payable to the Treasurer of the United Sates
of America for payment No.2 on Lease Rental Contract. Cal. Project 4 -151 -F , and on
the ':Jithholding Tax Fund in the amount of $1580. payable to the Collector of Internal
Revenue for payment of Withholding tax, for the December 31, 1946 quarter.
Communication from Joe Green submitting contract to service city signs was
presented to the Council and it wasmoved by R.P.Howell, seconded by Kline Williams that
the letter of Joe Green referring to the repairing and maintenance of the tv�o city highway
signs be received and filed and that the proposition set forth in the last paragraph of
said letter to repair and maintain said signs for $22.50 a month be accepted; provided,
that if the State Division of Highways at any time orders the discontinuance of said
signs, this contract is to be automatically voided; further, provided, that in no event
is this contract to run for a period of more than one year from February 1, 194.7, unless
the same is renewed by resolution of the City Council.

City Clerk's coWunication together with certified petitions against the
passage of Ordinance No. 275 (New series) was again presented to the Council and held
over• for reconsideration.
The application of Calif. Amusement Co. to hold Carnival from April 15th to
April 20t!-i. 1047 was granted on motion of Kline Williams, seconded by F.L.Gist.
Transfer of license of Nisbets' from H.S.Nisbet to Frank Carvaic at 1022 Lorro
St. was granted on motion of Iiline Williams, seconded by R.P.Ho,r:ell.

On motion of R.P.Howell, seconded by F.L.Gist, the Commissioner of Public
Works was authorized to run 4 inch line for fire hydrant in Tract No. 34 and to bill.
housing units at $1.15 per unit ( no meter required ) .
;J The director of Recreation, Roy Benz, was instructed to furnish surety bond
to the City in the amount of x$`'2000 on motion of F.L.Gist, seconded by R.P. Howell.
On motion of R.P.Howell, seconded by Ralph C. Kennedy the City Attorney was
instructed to draw up a City Sales Tax Ordinance to be presented at the next meeting for
the Council's consideration upon the following roll call vote:

On motion of F.P.Howell, seconded by Kline Vdilliams, the meeting adjourned.
