Present: G.W.Baker, F.L.Gist, R.P.Howell, Ralph C.Kennedy, Kline Williams Absent: None The minutes of Jan. 20th, 1947 were read and approved as read. The following matters were referred to the Commissioner of Public Health and Safety for investigation and report, on motion of R. P. Howell, seconded by G.W.Baker: Application of Imperial Exposition Shows Inc. for carnival - bar. 24th to 30th " " Charles 0. Penlmell for 2 dances at Recreation Center- Mar. oth and 29th On motion of Kline Williams, seconded by R.P.Hoviell, the following application for transfer of licenses were granted: Transfer of Ewers Furn. to Ivciviahan Furn. Co. at 655 Marsh St. " of Texaco Dist. ( Oil Wagon) from Clyde T. O'Nan to M. E.Stewart The application of Lidway Neon ( Outdoor Adc::rtising) for registration as Class "E" Contractor, together with U.S. Fidelity and Guaranty Co. bond in the amount of X500 and registration fee of $15.00 received and n motion of F.L.Gist, seconded by Kline Williams, it was ordered that the surety be accepted, bond approved and registration granted. The petition filed by Joe Calisi asking permission to remove tree from parkway at 735 Branch St. was granted on motion of R. P. Howell, seconded by Kline Williams. The following reports were ordered received and filed on motion of R.P.Howell, seconded by F.L.Gist: City Collector's Report for the month of,January 1947 " Police Judge's ReporP " it " Police Dept. Report " " it it Report of the City Treasurer for the month of December, 1946 The bond written by the United States Fidelity and Guaranty Co. in the amount of x$''2000 as surety and Roy B. Benz as principal was approved by the Mayor and Council. Claims against the City for the month of January 1947 were ordered paid subjec to the anoroval of the heads of the respective departments and the Mayor., Communication from Henry Higuera relative to application for position as Police Officer was ordered received and filed on motion of Kline Williams, seconded by R. P. Howell. Communication from Victor Batla requesting a "No Parking" zone for a reasonable distance along driveway to service station to prevent the blocking of driveway and on motion of Kline 'Williams, seconded by G.B,I.Baker, the Police Dept. was instructed to mark off a 20 ft. "No Parking" zone. Communication from Marine Corps League requesting permission for curb space for trailer housing ( war material ) for exhibition at a Later date and on motion of R.P.Hoiie11, seconded by F. L.Gist, permission was granted with approval of the location by the Police Dept. Communication from Chief of Police regarding a par_:ing condition in front of Boriack Garage, 600 Block Monterey St. On motion of Kline ` Williams, seconded by F.L. Gist, the Police Dept. was instructed to paint the space in front of the show room. Communication from Doris Garcelon, Librarian, requesting parking space on Broad 3t. for the Library Staff, and on motion of Kline 4illiams, seconded by G.511.Baker, the Police Dept. was instructed to mark off a reserved space. Communication from Ralph S. Brooks, Consulting Engineer, on Parks and I 1 42 specializing in Park and Recreational Areas, in the design and development of same, was ordered received and filed, on motion of R.P.Howell, seconded by Kline 'lilliams. Communication from City Engineer, Kenneth Beck, recommending the acceptance of the work ( repairs to Public Library) by 0. R. Ochs & Son, stating the work has been completed as per plans and specifications, together with such extra work as authorized and on motion of F.L.Gist, seconded by R. P. Howell, it was ordered th-- work be approved and accepted and payment made to contractor. On motion of G.'W.Baker, seconded by F.L.Gist, the City Clerk was instructed to return certified check in the amount of '9`202.14 posted by L. 11. Thresh, Inc. on June 3, 1946, and to re- advertise for bids on new 4 ^Door Sedan, Color Black - Bids to be opened on Feb. 10, 1947 at 7:30 P. Vic. Re: Communication from bl. A. Fitzgerald, Attorney for K. V. E. C. Radio Station, declining payment of the City License fee as required in Ordinance No. 277 (New Series) On motion of F.L.Gist, seconded by G. fl.haker, it was ordered, "Payment under protest" would be accepted, and agree to refund the amount pending the count's decision. The following matters were held over: Communication from Park, Playground and Recreation Commission re: rental of space in Recreation Center to Department of Internal Revenue. Communication from S. H. Stalmaker Re: opening of ,iloodbridge Street Communication from H.N. Jenks, Re: Rental of Treatment of Slaughter house waste The following petitions and applications were denied on Lotion of i;line '•Villiams, seconded by R. P. Howell: Anelication of Mike 'Dime for Taxicab License Petition of Owl Taxi Co. for Taxi zone in the 700 Block Higuera St. it of lUssion Taxi Co. for additional parking space in 900 Block Monterey St. Communication from Gray Cab Co. Re: additional parking space in 900 Block Higuera St. Communication from E. C. 'pride, dba "B & R" Taxi requesting taxi zone on Osos St. at P:onterey St. next to Horse Shoe Cafe was granted on motion of G.l'd.Baker, seconded by Kline Williams. Communication from City Clerk together with petitions protesting against the nassage of Ordinance No. 275 (Nevi Series) was again presented to the Council and on motion of R. P. Howell, seconded by G.iV.Baker, it was ordered the ordinance be repealed in its entirety, upon the following roll call vote: Ayes: G.'1. Baker, R.F. Howell, Kline Tilliams Noes: Ralph C. Kennedy Absent: None Fred L. Gist declining to vote. Noes: R.P.Howell Absentl None covering Lease Rental Agreement on the Recreation Obisno and the United States of America, Federal 11 call vote: Kennedy, Kline ' Williams Ordinance No. 282 (News Series) - An Ordinance of the City of San Luis Obisno Imposing a License Tax for the privilege of selling tangible personal property at retail, except as in this ordinance provided; providing for petmits to retailers, providing for the collecting and paying of such tax, and prescribing penalties for violations of the provisions hereof was passed to print on motion of G.'sV.Baker, seconded by Kline Williams upon the following roll call vote: Ayes: G.V�I.Baker, F.L.Gist, R.P.Howell, Ralph C.
