City Council met in regular session; Mayor Timothy I. O'Reilly presiding.

Absent: None
The Minutes of May 5th, 12th, 15th, 16, 1947 were read and approved as read.
On motion of G. W. Baker, seconded by Kline Williams it was ordered that the nominati
and appointment of the Commissioners be ratified at this time, and orf motion of R.P.Howell
seconded by G.W.Baker it was ordered that the following appointive officers be retained
for positions they how hold:
City Treasurer,
City Attorney
City Collector
City Engineer
City Police Judge
Chief of Police
Fire Chief
Building Inspector
Supt. Recreation Comm.
J. Earle Boyce
George Andre
L:argaret Meck
Kenneth Beck
Harry A.Truesdale

and they are to serve at the pleasure of the Council as outlined in Article V. Section
26 of the City Charter.
It was moved by Kline Williams, seconded by G. W.Baker that the reading
of the minutes of the previous meeting bedispensed with in the future.
Communication from the City Engineer, Kenneth Beck, calling attention to
the fact that the State Division of Highways, Dept. of Public Works, are advertising for
bids for the reconstruction of the State Highway from the Northerly city limits of the
City of San Luis Obispo to the foot of Cuesta grade, and in the construction of this
highway, it is proposed to import approximately 40,000 tons of select material from the
pit in Terrace Hill,- and in hauling this material the shortest and most feasible route
to follow would be over Johnson Ave. through the underpass, along Essex St. and out
Monterey Street and be suggested that these streets should be posted as "Not a Truck
Route" and in addition a load limit of approximately 5 tons be established, if this is
legally possible,- and on motion of G. W. Baker, seconded by Kline Williams, the matter
was referred to the Commissioner of Public Works, R.P.Howell, with power to act.
Notification from the State Board of Equalization for "Off Sale Beer
and Wine" license was ordered received and filed.
The following petitions and letters were submitted by the Commissioner
of Public Health and Safety and read to the Council in connection with the Dickason-
Williams incident:

It was moved by G.W. Baker, seconded by R. P. Howell that a formal
hearing ih connection with the Dickason - Williams incident would be held on Thursday
evening, May 22nd, 1947 at 7:30 P.M. and the City Clerk was instructed to notify all
parties concerned.
Re: Reeuest of Chas. E. Bowden for installation of a culvert on Lizzie
Street was discussed; the City Clerk was instructed to nofity Mr. Bowden suggesting that
he do the necessary research to determine if the street has ever been officially accepted
by the City, and informing him that the city would consider doing the work, if it can
be proven responsible.

Communication from San Luis Obispo.Grange No. 639 requesting the Council
to see that the streets of San Luis Obispo not be blocked or closed from entry onto the
new proposed Freeway, as outlined by the Highway, and the Clerk was instructed to write a
letter to the Grange advising that the City Council plans to hold public meetings prior
to construction of the freeway, giving citizens an opportunity to express themselves on
natters effecting the city street changes.
The communication from the California Mission Trails Assn. asking for donati
for assistance for advertising was ordered received and filed on motion of R.P: Howell,
seconded by G. 19. Baker.
Petition presented by L. H. Wright et al requesting the Council to oil
Brizzolari Street; onmotion of G.W.Baker, seconded by Kline Williams, the City Clerk was
instructed to notify Mr. Wright that the work will be done as requested in the near future.
Communication from the Federal Works Agency regarding the insurance as
requested by the U.S.Government on the Recreation Building was again held over, as was also
the communication from George Stephans of the Housing Authority.
Cn motion of Vim. 0. Hall, seconded by G.V,,.Baker, Commissioner R.P.Howell was
given power to act and authorized to complete the shoulders along Hathway Ave.
It was moved by G. W. Baker, seconded by Kline Williams that Commissioner
61m. C. Fall be ex- officio member of the Park, Playground and Recreation Commission, and
attend their meetings on behalf of the City and he was also appointed as ex- officio member
of the City Planning Commission to succeed F.L.Gist,- the appointment being made by Mayor
Timothy I. O'Reilly, and seconded by G. V!. Baker.
Cn motion of Kline Williams, seconded by G. '-dl. Baker it was moved that all
future hiring of policemen and firemen be held in abeyance until such time a complete
study of the two departments could be made.
On motion of Kline Williams, seconded by G.W.Baker, the meeting adjourned
to May 22nd, 1947 at 7:30 P.L. uponthe following roll call vote:
