I The City Council met in regular session; Mayor Timothy L. O'Reilly presiding. Present: G.W.Baker, Wm. 0. Hall, R.P.Hov, ell, Timothy I. O'Reilly, Kline Williams Absent: None The minutes of the previous meeting were approved. Communication from the `liestern Uninn requesting space for their messenger car was referred to the Commissioner of Public Health and Safety for investigatiozI and report on motion of G.W. Baker, seconded by R.P. Howell, as was also the communication from the Red Cross requesting parking space at 991 Usos Street. Communication from the office of the City Attorney at Sacramento asking for a contribution of $500 towards expenses incurred in assisting to fight the Telephone Co. proposed increased rates; on motiL ;n of G.W.Baker, seconded by Kline Williams, the com- munication was ordered filed. Communication from D. C. Hoff, Secy. of the Creston Farm Bureau, protesting against the installation of parking meters in San Luis Obispo was referred to the City Clerk with instructions to write Mr. Hoff advising him that the city installed the parking meters on a six months trial period. Communication from C. A. Maino, calling attention to a dangerous curve at Stenner Creek and Santa Rosa Streets was referred to the Commissioner of Public Health and Safety, and Commissioner of Public Works for investigation and report'on motion of G.W. Baker, seconded by Kline Williams. Communicationfrom Heidelbaugh- Wagner Trucking Co. of Salinas, Calif: requesting the Council to change certain Signals and also requesting a "U" turn sign at the corner of Essex and Monterey St. was read to the Council and on motion of G. W. Baker, seconded by Kline Williams, the communication was ordered received and filed. Communication from Lee Johnson enclosing check for $30.00 for rental of pasture land, the Reservoir property, was accepted by-the Council: Communication-from Seth Kinney in which he made a report regarding the Herman case at the Santa Rosa Park District, stating they complied with the requirements of the codes and are installing the equipment right, and on motion of G.W.Baker, seconded by Kline Williams, the communication was ordered filed. Communication from J. J. Jordan, Supt. of Southern Pacific, together with Agreement regarding water-used by the Company was referred to the City Attorney and Commissioner R.P.Howell for investigation and report on motion of G.W.Baker, seconded by Kline Williams. 162 2 Petition presented by parents of the Hawthorne School District requesting the City to cut a street through on the most direct, practical route from Branch to South Street, in order to allow school children to go to and from Hawthorne School without trespassing on private property was ordered received and filed on motion of R.P.Howell, seconded by Kline Williams. Commissioner R.P.Howell was instructed to contact Mr. Harold Fredrickson regarding the purchase of a vacant lot on Branch St. to be used for a street opening and to report back to the Council. The application for transfer of license of the Motel Inn from Geo. H. Jovick to J.W. Fisher and Cleo S.Clinton was granted. The City Clerk was instructed to call for bids on the City Auto Fleet Insurance Policy- bids to be opened November 3, 19470 The application of Mary Merino for license to carry on business of Palmistry at 861 Monterey St. was referred to the Commissioner of Public Health and a3afety for in- vestigation and report-. The Merchandising Bond of Clay Paul Davidson, dba "Floor Coverings by Clay ", as Principal, and G.W.Davidson, Jack R.Gray, Floyd C.Cook as Security, was accepted and license ordered issued. The following applications for Contaactor's Licenses were received and on motion of Wm. C. Hall, seconded by G.Vd.Baker, the bonds were approved and sureties accepted and registration granted: Eugene Jackson - Class "D" Contractors• Latisteel, Inc - Class "C" " Fee $25.00 - Fidelity & Casualty Co. Bond " 100.00 - Pacific Indemnity Co. " The report of the City Clerk for the month of September was ordered filed. Claim in the amount of $1825.00 drawn on the Withholding Tax Fund for tax with- held for the quarter endinig Sept. 30th, 1947 was ordered paid on motion of Wm. 0. Hall, seconded by R.P.Howell. Claim filed by V1m. A. small in the amount of $19.00 on the Water Fund for payment of one tire and tube, which was caused by a faulty tisater main cover in the street, blowing out his tire and tube, was ordered to be referred to the Insurance Carrier on motion of Wm. 0. Hall, seconded by G.W. Baker. The following applications for position of City Engineer were ordered received and filed: Application of F. A. Lammiman " of Edward 0. McMahon TV of Guido 0: Ferini On motion of R.P. Howell, seconded by G.ViT. Baker, Guido 0, Ferini was appointed City Engineer for a period of six months ( trial period) at a salary of $450.00 per month as of November 1, 1947 and the City Clerk was instructed to advise the other two applicants the position has been filled temporarily on a six months basis. Harold Anderson, Jr. appeared before the Council at this time complaining of a water leak in the street at the corner of Monterey and Morro St. which is causing damage and moisture in the basement of the Anderson Hotel. This matter was refeered to Commissi Howell for investigation. - Re: Communication from City Library relative to the enlargement of a staff room Commissioner Howell reported that the work would be done by the City. Communication from Dr. Ben F. Loveall regarding the park area on Grand Ave. and .establish the validity of title on this property was again held over. The request of Wm. C. Cerney, of the San Luis Taxi Co. to change their taxi zone to 999 Monterey St. was granted on motion of Kline Williams, seconded by G.W.Baker. r 1 u 1
