Ferini submitting recommendations to correct the traffic condition at North,Santa Rosa St. from Stenner Creek Bridge to North City Limits was approved by the City Council,and,Commissioner Howell, ordered to proceed with the work as outlined in his letter. The City Council met in regular session; Mayor Timothy I. O'Reilly siding. Present: G. W.Baker, R.P. Howell, Timothy I. O'Reilly, Kline Williams bsent: Wm. 0. Hall e approved. The minutes of the previous meetings of November 3rd and November 10th Communication from Carl Kirkeby suggesting a Pedestrian Subway on Santq Rosa Street was ordered received and filed and the City Clerk was instructed to write Mr. Kirkeby advising him that the Council has taken his suggestion uder consideration, on motion of G.W.Baker, seconded by Kline Williams. Communication from the Marine Corps. League asking permission to exhibit their TobileTM unit of minatures of Marines etc. in the City of San Luis 0"ispo was granted on motion of G.W.Baker, seconded by Kline Williams. Re: Communication from Union Oil Co. offer to buy O.C.D. pumper at $200 On motion of G.W. Baker, seconded by R.P.Howell the offer was accepted by the City, and the Clerk was instructed to bill the Union Oil Co. for the Pumper. Communication from the Park, Playground and Recreation Commission en- closing the following bids for the painting of the Recreation Building: Bid of Harry J. Orvis - 1078.90 Bid of H. E. Clark 1162.00 Bid of George E.Kershaw 1+00.00 On motion of G.W.Baker, seconded by Kline Williams it was ordered that the bid submitted Harry J.Orvis in the amount of $1078.90 be accepted and, the bid was awarded to Harry . Orvis, and the Mayor was authorized to enter into contract for the painting of the ecreation Building. Re: Communication from Robert V. Bromley, Representative of the herhood of Locomotive Engineers requesting the assistance of the city in their move eliminating grade crossings in California. The communication was referred to Com- sioner of Public Works and the Commissioner of Public Health and Safety, with in- 1 1 1 7 1 1 1 1 structions to make a survey as suggested by Mr. Bromley in his letter and report back to the Council, on motion of G.W.Baker, seconded by R.P. Howell. Communication from Chamber of Commerce together with map showing the locations.and estimate cost of installation of marking contact.lights surrounding the San Luis Obispo Airport was referred to the Commissioner of Finance for study on motion of G.W.Baker, seconded by Kline Williams. The following applications for transfer of licenses were referred to the City Engineer and the Fire Chief for investigation and report: 10 Transfer of Standard Motor Service - 990 Higuera St. from Joe Parker to Harry G.Christensen Transfer of Mae's Mobile Service ( Harold McDonald) - 505 Higuera St. to Wm. E. Hower Transfer of Bill's Mobile Service ( W.E. Hower) " " to Luke Jones Transfer of Associated Sta. ( Jack Sharp) 1108 Monterey St. to Arthur E. Leister Transfer of Associated Sta. ( Arthur E Leister) Marsh & Higuera St. to Chas. A.Eeckhout Ordinance No. 2 New Series - An Ordinance amending Sections 2,3,4, 9 and 10 of Ordinance No. 222 (New Series ) entitled "An Ordinance defining and regulating the use of Mechanical Amusement Devices in the City of San Luis Obispo, etc., was finally passed on motion of G. W. Baker, seconded by Kline Williams upon the following roll call vote: Ayes: G.W. Baker, R. P. Howell,Timothy I. O'Reilly, Kline Williams Noes: None Absent: Wm. 0. Hall Ordinance No. 294 (New Series) - An Ordinance providing for the Exchange of certain real property owned by the City of San Luis Obispo for certain real property owned by the I.D.E.S. Hall Assn.of San Luis Obispo, a corporation, etc. was finally passed on motion of G.W. Baker, weconded by Kline Williams upon the following roll call vote: Ayes: G.W. Baker, R.P.Howell, Timothy I. O'Reilly, Kline Williams Noes: None Absent: Wm. 0. Hall Communication from the Chamber of Commerce requesting the City to assist in placing Christmas decorations on the city streets was granted - the city to furnish necessary equip went. Re: Communication from'Zegar Furn. Co. requesting parking zone at corner of Monterey and Chorro Streets - the request was denied on motion of Kline Williams, seconded by R.P. Howell. Communication from Oscar Cummings, making application for crossing guard was ordered received and filed on motion of Kline Williams, seconded by G:W. Baker. The transfer of 1/2 i4terest in the Coral Isle to Howard E.Sumner and James Peoples at 958 Monterey St. was granted on motion of Kline Williams, seconded by R.P.Howell. Communication from Edward C. Warren applying for position on the Police force was ordered received and filed on motion of Kline Williams, seconded by R.P. Howell. Communication from James Vaught requesting to be demoted from Captain to Patrolman was granted, as was also the request from DarylW.Drake to be put back to fireman, on motion of Kline Williams, seconded by G.W.Baker,- the demotion of James Vaught to Patrolman to take effect as of December 1st, 1947 and of Daryl W.Drake as of November 15,1 The following matters were held over: Application of Wm. L. West for Donut Shop Report of..Wm.. 0 Hall on the Paiva property. Communication from Santa Rosa Park Tenants Assn. requesting the city to prepare the ground for planting seeds as outlined in their letter , and on motion of Kline Williams, seconded by R.P.Howell the Commissioner of Public Works was authorized to proceed with the work as requested. 7. l _® The Report as submitted by the State of California, Dept. of Public Health Re: Sewage Disposal Permit --was again reviewed by the Council - the permit was granted the city on October 28th, 1947, subject to special provisions as outlined in their latter. Communication from L. A. Gregg for refund on building permits applied for on August 29, 1947 - permit No. 213 in the amount of $2.00 and permot No. 214 in amount of $15.00; the refund was authorized by the Council on motion of R.P.Howell, seconded by G.W. Baker and the City Clerk was instructed to draw a warrant in the amount of $17.00 to cover the aforesaffid building fees. On mqtion of G.W. Baker, seconded by R.P.Howell, Judge Jackson was authorized to hire temporary help for the purpose of preparing a report submitting the Motor numbers to Sacramento on Motor Vehicle violations. On motion of R.P. Howell, seconded by G. W. Baker the following members were appointed to the Plumbers Examining Board: C. R. McAdams, Wm. Ramage, Joe Babb, Oscar Barnes, Sanitary Inspector Ordinance No. 295 (New Series) - An Ordinance amending Sections 55 +, 65-1 and 74 of Ordinance No. 76 (New Series) entitled: " An Ordinance Licensing and Regulating the doing of certain acts and the carrying on of certain trades, callings, business, professions and occupations within the corporate limits of the City of San Luis Obispo, California, and prescribing penalties for the violation thereof "; and repealing Sections 441 87 and 95J of said Ordinance was passed to print on motion of R.P.Howell, seconded by G.W.Baker upon the following roll call vote: Ayes: G.W.
