City Hall, Monday, January 26, 194 - 7:30 P.M.
The City Council met in adjourned session; Mayor Timothy I. O'Reilly presiding.
Present: G.W.Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly
Absent: Kline Williams
Mayor O'Reilly, in calling the adjourned meeting to order, welcomed the large
audience assembled, but pointed out that most of the visitors were not residents of the
City and had no voice in City Affairs, and obviously some had been hurt or effected by
the Council's recent ruling on City Water and Sewerage regulations -- stating that the
obligations of the City of San Luis Obispo do not extend beyond the City Limits.,
The Mayor invited those present to state any problems on their minds. The
discussions from the floor centered on the question of Annexation, -
The Council agreeing that the measure was aimed at encouraging annexation
moves from outlying areas, the Mayor expressed his belief that it was economically unsound
for the City to continue extending facilities finances by its own taxpayers to outside
residents.
After discussion, it was moved by Wm. 0. Hall, seconded by G.W.Baker, to
amend the order of January 19, 1948 to make concession to and grant the right to a water
and sewer connection to all home builders who had homes under construction on January
19th or who had buildings materials actually on the site at the time, and to include all
Veterans with homes unde r constructions, with loans in process, or land purchased in
escrow on January 19, 1948.
The above motion was duly adopted upon the following roll call vote:
Ayes: Wm. 0. Hall, G.W.Baker, Timothy I. O'Reilly
Noes: R.P.Howell
Absent: Kline Williams
The meeting adjourned to 7:00 P.M., February 2nd, 1948 on motion of G.W.Baker,
seconded by Wm. 0. Hall upon the following roll call vote:
Ayes: G.W.Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly
Noes: None
Absent: Kline Williams
