Baker, it was moved the City Attorney's salary be increased to $300 per month plus $50.00 per month office expenses, as of March 1, 19480 City License #2757 in the amount of $7.50 issued to the Pacific Coast Ltimber Co. for the January gyarter was ordered cancelled by the Council on motion of Wm. 0. Hall, seconded by Kline Williams. The City Engineer was instructed to draft an application and personnel record form suitable for the City of San Luis Obispo for the Council's approval. On motion of Kline Williams, seconded by R.P.Howell, it was ordered that O..H. Barnes, City Sanitary Inspector, be placed in the Department of Public : ^!orks. Pismo Street: The following Bids were received for painting the Municipal Bldg. at 742 1 - Howard E.Clark 2 - Harry J. Orvis 3 - G. F. Rhodes, Bid in the amount of $631.00 it ,f 495.00 It I? It 478 . oo It was moved by G.W. Baker, seconded by Kline Williams that the Bid of G.F. Rhodes in the amount of $478.00 be accepted. Motion carried. On motion of R. P. The City Council met in regular session; Mayor Timothy I. O'Reilly presiding. Present: G.W.Baker, Wm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline / iWilliams Absent: None The minutes of March 1st and March 8th, 1948 were approved. Mr. Thad G. Males of Santa Barbara, California and Mr. R.G. McMullens of Oxnard Calif., applicants for the position of Chief of Police were interviewed by the Mayor and Council at this time. Both men were told that consideration would be given their applications. Communication from Kiwanis Club extending vote of thanks to the City Officials for their splendid cooperation and engineering advice tendered on the Proposed Santa Rosa Street underpass was ordered received and filed on motion of G.W.Baker, seconded by 1,,m. 0. Hall. Communication from L. G. Williams, making application for reinstatement as Traffic Officer was ordered received and filed on motion of Kline Williams, seconded by 1-1m. 0. Hall. The following applications for transfer of City Licenses were referred to the City Engineer and the Fire Department: 1 1 u �7 u C 1 1 1 - Jones Mobile Service - 5'5 Higuera St. from Luke Jones to Lloyd biorthington L� 2 - ?Mustang Service - ( 1/2 interest of Robt. W. Osborne) at Marsh and Osos St. to I.O.Heydenfeldt The application of Coast Operators, Inc. for registration as a Class "D" Cohtractor , together with U. S. Fidelity and Guaranty Co. Bond in the amount of $1000 and registration fee of $25.00 received and on motion of Win, 0. Hall, seconded by G. W. Baker, it was ordered that the surety be accepted, bond approved and registration granted. Report of the City Clerk for the month of February, 1948 was ordered received and filed. Preliminary discussion on the matter of selling the Laguna property was taken up at this time. The Mayor asked the City Attorney to give a legal ruling on the city's:-right to sell the property. Mr. Allan Wood, representative of Ralph Westfall, informed the Council that this firm was definitely interested in purchasing the property, if the City decided to sell. Commissioner R.P.Howell and City Engineer Guido Ferini, reviewed the dis- cussion on Health Orficer's meeting ( Dr. Swartout) of March 15th, and the Council in- structed the City Attorney and the City Engineer to meet with Dr. Swartout, County Health Officer, and draft a recommendation to cover the City Health Dept. needs. Commissioner R:P. Howell reported that work on the Peach Street extension would start within the next four months. It was moved by R. P. Howell, seconded by Kline Williams that C.E. Faunt Le Roy be appointed foreman of the Sewer Plant as of March 1, 1948 at 09.50 per day. On motion of G.W. Baker, seconded by R.P. Howell, the City Attorney was in- structed to obtain easement for sewer right -of -way from L. A. Gragg on Walnut Street property. On lotion of 14m. 0. Hall, seconded by G.W.Baker it was ordered that the Minutes of January 26, 1948 be corrected to include, " The starting of construction to be deemed anything that would constitute a lien on_the property" ( retroactive as of January 1948). The above applies to construction and applications for sewer and water service outside the city. On motion of G.W.Baker, seconded by V!m. 0. Hall, the Commissioner of Public Health and Safety was authorized to engage extra man to work as fireman for the vacation period only. It was moved by KlineWilliams, seconded by G.W.Baker that Mr. 0. L. Richardson of Selma, Calif. be appointed "Chief of Police" -- the appointment was approved by the Council. On motion of Kline Williams, seconded by Wm. 0. Hall, it was ordered the Chief be hired on a six months Drobationery period at a salary of $350 per month with top salary of $400. Mr. Ralph Files agreed to continue as Acting Chief until April 1, 1948. Communication from Mildred Powers Re: Sign to hang outside of her office, was denied on motion of G. '!:r. Baker, seconded by 14m. 0. Hall. Communication from Housing Authority Re: purchase of property for street extension was again held over. The application of Clyde Beatty Circiys to be held on April 22, 1948 was granted on motion of Kline Williams, seconded by R.P.Howell. Permission was granted the American Legion for Street Sales from four locations on motion of Kline Williams, seconded by R. P. Howell. On motion of G.W.Baker, seconded by !.,!m. 0.
