Monday, April 19, 1948 - 7:30 P.M.
The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.

Absent: G.i!T.Baker
The Minutes of April 5th, 1948 were approved.
The following matters were received and. filed:
Communication from Florence Colwell requesting the Council favor =ble consideration of
L. G.:•:'illiams petition for reinstatement on motion of Wm. 0. Hall, seconded by Kline
I-Iilliams .
Communication from 0. H.Barnes thanking the Council for past courtesies,on motion of
Wm. 0. Hall, seconded by R.P.Howell.
Card of Thanks foom the Shipsey Family on motion of ? -1m. 0. Hall, seconded by R.P.Howell;
Petition from Col Lloyd Stanley et al Re: surfacing of alley between Santa Rosa and Osos
Streets, on motion of R.P.Howell, seconded by Wm. 0. Hall.
Communication from H. H. Nisbet applying for position of Chief of Police.
Communication from Lions Club Re: Approval of Annexation.
Petition from L. G. Williams et al requesting reinstatement as Traffic Officer on motion
of Kline Williams, seconded by Wm. 0. Hall.
Renort of the City Clerk for the month of March, 1948.
Communication from the National Cash Register Co. asking for parking space for
loadinf truck in front of 719 Higuera St. was denied on motion of 1 -1m. 0. Hall, seconded
by Kline Williams.
Com- unication from San Gabriel Chamber of Commerce asking for the city's support
to promote the issuance of a commemorative stamp to honor the 21 Missions of California
was referred to Mayor O'Reilly for disposition on motion of Wm. 0. Hall, seconded by
R.P.Howell.
Communication from Dr. B. F. Loveall, Chairman of Park, Playgro7..nd. and Recreati
Commission requesting temporary status of Louise Marshall be extended until May 31st was
granted on motion of 1.•Tm. 0. Hall, seconded by K1ineWilliams.
Communication from 0. G. Pennington requesting the 1400 block on Osos St. be
rezoned from local business was referred to the Planning Commission on motion of Wm. 0.
Hall, seconded by Kline Williams.
Communication from Harld E. Bennett of Paso Robles offering to purchase Mlotor
Grader for $1500 was referred to the Commissioner of Public Works on motion of Wm.O. Hall,
seconded by Kline Williams.
Communication from Martin Allen of Hanford, Calif. applying for position of
Chief of Police was referred to the City Engineer on motion of Kline Williams, seconded
by !,lm. 0. Hall.
Communication from Carl G.Beck, Poly Royal Advisor, asking permission to place
directional signs to direct visitors to the College and a police escort on the afternoon
of April 29th, was referred to Commissioner of Public Health and Safety, with power to act.
Communication from Cal Poly Agricultural Club, asking permission to fly over
the C ity for the purpose of ad- vertising campus activities was granted on motion of R.P.
Howell, seconded by Wm. 0. Hall.
Communication from Mission Trails Assn. requesting a donation of $100 for
advertising was referred to the Commissioner of Finance on motion of Kline Williams ,
seconded by R.P. Howell.

Communication from Fiesta de las Flores Assn. outlining fiesta program
and asking city departments assistance was referred to Commissioner of Public Health
and Safety for completion.
Notice of Intention to Circulate Petition for Annexation of certain
Territory to the City of San Luis Obispo was officially filed April 12, 19480
Resolution No. 835 (New Series) * - A Resolution acknowledging the receipt
of "Notice of Intention to Circulate a petition for annexation of certain territory to
the City of San Luis Obispo ", and approving the intention of the proponents to circulate
such petition was passed and adopted on motion of lam. 0 Hall, seconded by R.P.Howell
upon the following roll call vote:
Ayes: 14:4. 0. Hall, R.P.Howell, Timothy I. O'Reilly Kline Williams
Noes: None
Assent: G.W.Baker
On motion of R.P.Howell, seconded by lam. 0. Hall, the City Clerk was
instructed to draw warrant payable to O.R. Ochs & Son on the Public Improvement and
Betterment Fund in the amount of 87504.82 for payment on estimate No. 3 and approved by
the City Engineer. Guido Ferini.
On motion of Wr. 0. Hall, seconded by Kline Williams, the City Clerk was
instru ^ted to transfer $$5012.52 fromthe General Fend to the City Hall Building Reserve
Fund ( the above refunded from the State of California on Building site).

Commissioner Howell announced "City Clean -Up Week" starting May 2 to May
By common consent of the Council the City Attorney was authorized to write
the Grange Lodge and explain the city's intere st in the street adjoining the Grange
property.
The following matters were held over:
Communication from Housing Authority Re: Extending street t:) Sunnyside Housing Project
City Attorney's report on amending Sign Ordinance
City Employee's petition Re: Salary Increase - Joint hearing set for May 19, 1948.
The following applications for transfer of city licenses were granted on
motion of Kline Williams, seconded by R. P. Howell:
1 - Kirby Co. transferred to Wanda Mitchell
2 - Shell cafe to Grhham Gladwin
3 - Austin's, to T.Trenel
4 - S & K "larket to J.F. Fitzpatrick and 14. M. Weatherbee, dba "J & M Liquor Store"
5 - Sidley's Grinding Service to A. A. Reed
