City Hall, ( Recreation Center ) Monday, July 19, 1948- 1
7:30 P.M.
The City Council met in regular session, Mayor Timothy I. O'Reilly presiding.
Present: G.W.Baker, William 0. Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams
Absent; None
.The Minutes of July 6th, 1948 were approved..
This being the regular meeting of the City Council nextafter the expiration of
three days from and after July 139 1948, the date upon which the special annexation
election was held in the Monterey Heights Subdivision, Phillips Addition , Taylor Tract,
Arlington Addition, California Park Subdivision, Resubdivision of California Park, Tract
Number 28 a Resubdivision of California Park, Subdivision of Part of the Edward Lowe
Estate, Mount Pleasanton Square Subdivision, Mount Pleasanton Square No. 2 Subdivision,
Breeds 's Addition, Johnson's Subdivision, Tract No. 11, Tract No.. 31, Portions of the
Southeast one - quarter of Section 21,.Portions of the South one -half of Section 22, Portion
of the South one -half of Section 23:, Portions of the Southwest one - quarter of Section 24,
Portions of Northwest one - quarter of Section 25, Portions of the North one"!half of Section
27, and portions of the Northwest one - quarter of Section 28, and said sections being in
Township 309 South Range 12 East, Mount Diablo Base and Meridian ", the Counci; now
proceeds to canvass the returns of said election. There being but one polling place and
precinct for the holding of said election, upon examination of the tally sheets and retur
the Council found that more than a majority of the votes cast at said election were cast
in favor of annexation.
It was moved by Councilman William 0. Hall, seconded by Councilman G.W. Baker,
that the following record of the result of said canvass be made and entered upon the
minutes of this City,Council, to -wit:
That the proposition submitted at said election was as follows:
"Shall The Monterey Heights Subdivision, Phillips Addition, Taylor Tract,
Arlington Addition, California Park Subdivision, Resubdivision of California Park,
Tract Number 28 a Resubdivision of California Park Subdivisions of Part of the
Edward Lowe Estate, Mount Pleasanton Square Subdivision, Mo pt Pleasanton Square
No. 2 Subdivision, Breed's A_dition Johnson's Subdivision Tract No. 31 Portions
of the Southeast one - quarter of Section 21 Portions of the•South one -hall of Section
22, Portions of the South one -half of Section 23, Portions of the Southwest one -
quarter of Section 24 , Portions of Northwest one - quarter of Section 25, Portions of
the North one -half of Section _27 , and Portions of the Northwest one - quarter of
Section 28, and said sections being in Township 307 South, Range 12 East # Mount
Diablo Base and Meridian, be annexed to the City of San Luis Obispo and the property
within said territory after such annexation, be subject to taxation equally with the
property within the City of San Luis Obispo to pay for all of the bonded indebtednes
of said city for the acquisition, construction and completion of various municipal
improvements, incurred and outstanding at the date of such annexation and all bonded
indebtedness heretofore authorized and to be represented by bonds of said city
hereafter to be issued."
That the whole number or votes cast thereon in the territory proposed to be
annexed was 351.
That the number of votes cast therein in favor of annexation was 272.
That the number of votes cast therein against annexation was 78.
Said motion duly carried.
Ordinance No. _104 (New Series) - An Ordinance approving the Annexation of
the Monterey Heights Subdivision, Phillips Addition, Taylor Tract, Arlington Addition,
California Park, Subdivision, etc. was passed to print on motion of William 0. Hall,
seconded by G. ';J. Baker upon the following roll call vote:
Ayes: G.W.Baker, Wm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline Williams
Noes: None

154 Mr. H. B. Douglas and Mr. Wm. D. Holdredge were present to discuss alterations
of City Hall Plans. The possibility of leaving Police Department quarters out of the
proposdd new City Hall was voiced by the Council. The discussion ended with the Mayor
asking the architects to study the plans and to present reduced cost figure at the next
meeting..
John P,' Norberg, C.P.A.• of the firm of Hamma & Nelson, Los Angeles, California
and Ray C. Williamson of Santa Barbara, California were interviewed by the Council to
discuss change in the City's Accounting System. They were asked to submit report and
estimate cost on professional audit of all City Accounts.
M. F. Anderson and E. E. Williams, Representatives of Foster and Kleiser Co.
were instructed to submit bid onthe property wanted for bill -board display signs.
Chairman Ben Loveall submitted the-A nnual Report for the fiscal year 1947 -1948
of the Park, Playground, and Recreation Commission. Report for the fiscal year 1947 -1948
together with the proposed budget for the year 1948 -1949 after being reviewed by the
Council was ordered received and filed on motion of Wm. 0. Hall, seconded by Kline Williams.
W. T. Smith was nominated by Mayor O'Reilly as a member of the Park, Playground
and Recreation Commission. The Nomination was seconded by G.W.Baker.
Communication from W. Kent Freeman9 Class Representative of California Poly-
technic College, petitioning the Council for aid in financing two signs to advertise the
College and San Luis Obispo, California was presented to the Council and on motion of R.
P. Howell, seconded by Wm. 0. Hall, the City Clerk was instructed to draw a warrant in
the amount of $100.00 to aid the project.
Communication from Julian A. McPhee, President of California Polytechnic
College supporting the request of the California Polytechnic Class Project was ordered
received and filed on motion of R.P.Howell, seconded by Wm.-O. Hall.
Communication from Vernon A. Bell Re: Water connection o Orcutt Road was.
denied by the Council and on motion of form. 0. Hall, seconded by Timothy I. O'Reilly,
'
the City Clerk was instructed to advise him of the Council's action.
Communication from Steve Zegar requesting a taxi zone in front of the outer
lobby of the Anderson Hotel , Monterey Street entrance, was referred to Commissioner of
Public Health and Safety for investigation and report.
Communication from Miss Fay Turner submitting her resignation as of August
15, 1948 as a member of the Park, Playground and Recreation Commission and on motion of
R.P.Howell, seconded by Kline Williams the resignation was accepted with regret, and the
City Clerk was instructed to write Miss Turner expressing the-Council's regrets.

City Clerk's Report for the month of June, 1948.
The application for transfer of City License of the Anderson Hotel Cigar Stand
from Hannah Olson to Daisy 0. Dosdoorian was granted on motion of Wm. 0. Hall, seconded
by R.P.Howel ;.
The Merchandising B and of Eric Ericson, 90-Higuera St. for Mdse. ( Produce)
on motion of Wm. 0. Hall, seconded by R.P. Howell was approved, surety accepted and license
ordered issued .
