O'Reilly presiding Present: G.W.Baker,Wm.0. Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams Absent: None The minutes of the meetings of August 16th and Special Called Meeting of August 23, 1948 were ordered approved. Communication from the Board of Supervisors, notifying the City of San Luis in the matter of increase of water rates from .04 cents to .06 cents per one thousand gallons effective Sept. 1, 1948 was ordered received and filed on motion of R.P.Howell, seconded by Kline Williams. Communication from City Engineer, Guido Ferini, Re: application of French Clinic for hospital sign was denied on motion of R.P.Howell, seconded by Wm. 0. Hall, and City Engineering Department instructed to notify applicant. Communication from City Planning Commission Re: applying for variances from the provisions of the City Zoning Ordinance was referred to the Building Inspector on motion of R.P.Howell, seconded by Wm. 0. Hall. Communication from City planning Commission Re: requirement for street widths for the purpose of enforcing the ordinance was referred to the City Attorney. Communication from Portola Trek Assn. Inc. asking for funds was ordered received and filed on motion of R. P. Howell, seconded by Kline Williams. Comm. from Pasadena Tournament of Roses Assn. Re: entering a float ih the New Year's Day Parade was referred to the Chamber of Commerce. Communication from Dept. of Commerce Re: Location for seismograph on city property was referred to the City Engineer for study and report. Communication from League of California Cities together with recommendations concerning location of Freeway was referred to the City Engineer on motion of G. W. Baker, seconded by Wm. 0. Hall. Communication from Chris Smith complaining about street noises was ordered received and filed. Communication from Pacific Coast. Fire Chief's Assn. Re: "Convention" was referred to the Commissioner of Public Health and Safety on motion of G.W.Baker, seconded by R.P. Howell. Communicationfrom Public Utilities Commission relative to survey of Grade Crossings in the City of San Luis Obispo was referred to the Engineering Department. Communication from D.A.V. requesting permission to sell forget -me -nots on September 10th and 11th was granted on motion of Kline Williams, seconded by G.id.Baker. (New and Used Furn.) and Building Materials at 819 High St. was denied on motion of KlineWilliams, seconded by R.P.Howell. 3 - L. H. Webber for licensing Candy Vending Machines at various locations was granted on motion of Kline Williams, seconded by R. P. Howell. 4 - Walter Johnson - for licensing Mdse. (Groceries) at Foothill and Rincon Drive was granted on motion of Kline Williams, seconded by R. P. Howell. 5- Mdse. Bond of Adon Albert dba Albert's Florist at 867 Higuera St. -On motion of Wm. 0. Hall, seconded by R.P.Howell, the bond was approved, surety accepted and license ordered issued. i 16 ® Claims against the City for the month of August, 1948 were ordered paid subject to the approval of the heads of the respective departments and the I-layor. Ordinance No. 305 (New Series) - An Ordinance levying a tax for the current fiscal year 1948 -1949 upon all taxable property within the City of San Luis Obispo, and fixing the rate of such tax was finally passed on motion of Wm. 0. Hall, seconded by G.W.Baker upon the following vot1a: Ayes: G.W.Baker,Wm.0. Hall, R.P. Howell, Timothy I. O'Reilly,Kline Williams Noes: None Absent: None Claim filed by Minte L. Long in the amnunt of $500 for damage by fire to lumber pile on her property was referred to the Insurance Carrier for investigation. The Council entertained a request from Johnson Ave.property owners for Annexation to the City at this time. After discussion. the City Engineer presented a revised map of the proposed area in order to straighten out boundaries and simplify legal descriptions. After further discussion, the group were advised by Mayor O'Reilly, to see the City Attorney for assistance in drawing up the Notice of Intention to cir- culate the annexation petition. Communication from Police Chief Ralph Files requesting additional personnel was again presented to the Council and Mayor O'Reilly suggested the matter be deferred 90 days for further study. Appli ations for Business Licenses: Application of John C.Anderson, 188 Brook St. for Taxicab ( 2 cars) was granted on motion of Kline Williams, seconded by G.W.Baker. Application of A.G. Trester, dba Broad Street Cafeā€¢at 689 Upham St. was granted on motion of Kline Williams, seconded by R. P. Howell. Application for transfer of license from Frank P. Silveira, Jr. to Merl Austin for Mdse. ( Groceries) at 890 Mill St. was granted on motion of Kline Williams, seconded by R. P. Howell. The following matters were held over: Communication from Steve Zegar requesting a Taxi Stand at Anderson Hotel ( Monterey Street entrance) Transfer of Collin's Fountain Lunch at 341 Higuera St. awaiting approval of Building Inspector. Communication from Dept. of Finance, State of California addressed to the Mayor, Re: starting date for building city hall. RESOLUTION NO. 854 (New Series) - A Resolution accepting a Deed from Bernhard Lewin and Mildred Lewin was passed and adopted on motion of G.W.Baker, seconded by R.P.Howell upon the following roll call vote: Ayes: G.W.Baker,Wm.O.Hall,R.P.Howell, Timothy I.0'Reitly, Kline Williams Noes: None Absent: None The City Clerk was instructed to advertise for bids on 2 Police cars -- bids to be received up to 7:30 P.M. Sept. 20th, 19489 The proposed Water Ordinance was taken up for d isuussion at this time. Commissioner Howell proposed to raise the minimum rate of $1.15 to $1.50 and to reduce the minimum 1200 cu ft. to 1000 cu ft. and to increase the minimum rate outside the City limits from 82.00 to $2.75, pointing out that the City is receiving about 85% of its water from the Salinas Dam and the City cost on Salinas River Source will be .06 cents per 1000 gallons instead of .04 cents afterSept. 1st, 1948. Membersof the Council indicated the proposal was certainly a fair rate. 1 i 1 1
