City Hall Council Chambers, (Recreation Center)
Monday Oct. 4, 1948 - 7:30 P.M.
The City,Council met ih regular session; Mayor Timothy I. O'Reilly presiding.
Present: G.W.Bsker, Wm.O. Hall,R.P.Howe11,Timoth,y I.O'Reilly, Kline Williams
Absent: None
The minutes of Sent. 20th, 1948 were approved.
Members of the San Luis Obispo "one day" Youth Administration Officials met
with the City Council at this time.
This being the time set for receiving bids for two police cars, the following �A
bids were publicly opened and read:

on motion of R.P.Howell, seconded by Kline Williams the bids were referred to the Com-
missioner of Supplies, G.W.Baker, for study and recommend -tion to the Council at the next
meeting.
Lease Agreement on Laguna property which expires October 31, 1948 was held
over for further discussion.
On motion of Kline Williams, seconded by R.P.Howell, Commissioner Hall was
authorized to renew fire insurance policies on city properties - present policies expires
November 17, 1948.
On motion of !•n. 0. Hall, seconded by Kline Williams, the City Clerk was
instructed to call for bids on Fleet Insurance covering the City equipment -- bids
to be opened Nov. 1, 1948- present policy expires November 16, 1948.
The Council discussed the purchase of a 2 -way Radiofor Police Cars and Fire
trucks. Commissioner Baker was instructed to call for bids on the equipment to cover .
modern two -way F.M. Radio equipment, and to be approved by the F.C.C.
The following reports were ordered received and filed nn motion of lam. 0. Hall,
seconded by R.P.Howell:

The City Collector's report on Delinauent Licenses for the April and July
quarter were referred to the City Attorney for collection.
Claims against the City for the month of September 1948 were ordered paid
subject to the approval of the heads of the respective departments and the Mayor. '
Resolution No. 855 (New Series) - A Resolution acknowledging the receipt of
"Notice of Intention to circulate a petition for annexation of certain territory to the
City of San Luis Obispo ", and approving the intention of the proponents to circulate
such petition was passed and adopted on motion of Wm. 0. Hall, seconded by G. 1.,1. Baker
upon the following roll call vote:

Resolution No. 856 (New Series) - A Resolutim declaring a certain portion
of Pismo Street to be and ;,omstitute a Boulevard was passed and adopted on motion of
Kline Williams, seconded by G.W. Baker upon the following roll call vote:

Resolution No. 857 (New Series) - A Resolution establishing a minimum
forty feet for width of streets was passed and adopted on motion of R.P.Howell, seconded
by Wm. 0. Hall upon the following roll call vote:

Resolution No. 858 (New Series).- A Resolution accepting two deeds to
properties occupied by the San Luis Obispo Lions Club play lots on Victoria Street
and Brook Street was passed and adopted on motion of l•,'m. 0. Hall, seconded by R.P.Howell
upon the following roll call vote:

Absent: None
Communication from Public Utilities Commission enclosing report of the
survey of Grade Crossings of the S.P. R.R. on city streets together with City Engineer's
report recommending certain work be done as listed; the Recommending of closing streets
was deferred until completion of Freeway through the city.
Notice of Intention to circulate petition for Annexation of certain
Territory to the City of San Luis Obispo ( Johnson Ave. District) was ordered received
and filed on motion of Wm. 0. Hall, seconded by G. 14. Baker and Resolution No. 855
(New Series) be adopted.
Communication from Mrs. Carl Lockwood calling the Council's attention to the
dangerous crossing at Mt. View and Broad Streets was referred to the Commissioner of
Public Health and Safety for investigation and report on motion of G.W. Baker, seconded
by R. P. Howell.
Communication from the State of California, Dept. of Public Works, submitting
calculated population in the annexed territoty ( Monterey Heights Sub. etc.) was referred
to the City Engineer on motion of Kline Williams, seconded by Wm. 0. Hall.
Communication from Division of Highways, together with communication from
City Engineer recommending signing Termination of Agreement respecting repairs to certain
streets by the State,was held over.
Communication from the City Engineer submitting Report of work completed to
date at the intersection of Santa Rosa and Marsh Streets was ordered received and filed
and flashing "Stop" and "Caution" Signals installation approved.
Communication from the Southern Pacific Co. Re: Grade Crossings was referred
to the Commissioner of Public Works.
Permission was granted the San Luis Obispo Community Chest for Youth to
sell red feathers on the city streets October 9, 1948 to finance Youth Program.
The San Luis Obispo Post X66, American Legion, was granted permission to
place a 1/2 ton Display Truck on the city streets between Oct. 7th to Nov. 10th
to advertise a Dance and Football game on November 11th.

6 f The Council authorized the Mayor to donate $150.00 to the Youth Fund Drive.
The following applications for Contractor's Licenses were received and on
motion of Wm. 0. Hall, seconded. by Kline Williams, the bonds were approved, sureties
accepted and registration granted:

The following applications for transfer of City Licenses were granted on motion
of Kline Williams, seconded by Wm. 0. Hall:

" of Austin's from Ted Trennell to Hugo Roeder
" of Ben Hughes Service Station from Ben Hughes to Wm.Mazza and A.A.Hamilton
Old Business
Communication from Pacific Coast Bldg Officials Conference Re: conference
to be held at Sacramento from Oct. 12th to 15th incl; on motion of R.P. Howell, seconded
by Kline Williams, Seth Kinney was authorized to attend the conference. Motion carried.
Re: Communication from Park, Playground. and Recreation Commission relative
to sal?ry raise was ordered received and filed and the City Clerk was instructed to
write the Commission.
The transfer of Collins Fountain Sundries from Thomas D. Collins to
Elmer E.Dodd was granted on motion of Kline ':dilliams, seconded by R. P. Howell.
The application of Wilbur Owens for Taxi License uas granted on motion of
Kline Williams, seconded by G. W. Baker.
On motion of G.W.Baker, seconded by R.P.Howell, the Commissioner of Public
Health and Safety was authorized to hire two Police Officers on a 6 months probationery

The meeting adjourned to October 11, 1948 on motion of Wm 0. Hall, seconded
by R.P.Howell upon the following roll call vote:
