City Hall ( Recreation Building ) Monday October 18,1948,
7:30 P.M.
The City Council met in regular session; Mayor Timothy I. 0' Reilly
presiding.
Present: G.W. Baker, Wm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline Williams
Absent: None
The minutes of October 4th and 11th were approved.
Communications
The communication from Andersen's Foods Inc. requesting remarking of loading zone in
front of their place of business at 166 Higuera Street was referred to the Commissioner
of Public Health and Safety on motion of R.P. Howell, seconded by G.W. Baker.
The communication from Wilbur Owens asking permission for a cab stand in front of his
place of business at 867 Higuera St; on motion of G.W. Baker, seconded by 14m. 0. Hall,
it was referred to the Commissioner. of Public Health and Safety.
Communication from Lillian Ball Re: requesting permission to move her Obispo Taxi
Stand from 882 Marsh St. to 999 Monterey St. was referred to the Commissioner of Public
Health and Safety on motion of R. P. Howell, seconded by Wm. 0. Hall.
Communication from Mission Radio Co. asking the Council's permission to display a car
on the streets of the city for approximately six weeks beginning Oct. 25, 1948 for the
Fiesta. de las Flores Assn. -- permission was granted on motion of G.W.Baker, seconded by
R.P.Howell.
Communication from the County Health Dept. Re: matter of sewage disposal for those
certain areas that have been recently annexed to the-City, and as'::ing that the Council
give this matter serious thought as to preliminary surveys, and such, and on motion of
G.W.Baker, weconded by Kline Williams, it was referred to the Commissioner of Public
Works for study and report.
Communication received from the Home Laundry in which they stated they would like to
enlarge their plant which would make a variance from the provisions of the Zoning
Ordinance; on motion of Wm. 0. Hall, seconded by G. W. Baker, the communication was
referred to the Planning Commission, as was also the communication received from the
Mission Laundry at 331 Pacific Street asking if they were permitted to build on an
addition to the building.
Communication received from Barney Soto Re: protest regarding the permission of the
Ice -Cream Vending Trucks being permitted to operate on the city streets; after dis-
cussion, it was moved by Kline Williams, seconded by Wm. 0. Hall, that the matter be
referred to the Commissioner of Public Health and Safety.
The following applications for transfer of city licenses were granted on motion of
Baker, seconded by R.P.Howell:
1 - Transfer of 1/3 interest in the Mission Taxi from Larry Bridges to Chas. E.Bell,
Forrest Bell and W. McCerney.
2 - Transfer of Steve's Taxi and Yellow Cabs from Steve Zegar to Chas. E. Bell,
Forrest Bell and Ilm. Cerney
The transfer of San Luis Service Station and San Luis ;Garage from Steve Zegar to
Meyer and Willett was referred to the engineering department for report on motion of
G.W. Baker, seconded by R.P.Howell.
The application of A. J. Simmons for Plumbers contractor's bond was presented and on
motion of Wm. 0. Hall, seconded by R.P.Howell it was ordered that the surety be accepted,
bond approved and registration granted.
The reports of the City Clerk and Bu'laing Inspector for the month of September
were ordered received and filed.

Communication from Fredricksen & Kasler, addressed to the Mayor, was I d
read to the Council relative to street repairs on Johnson Ave. - on motion of G. W.
Baker, seconded by Kline '. Williams, the matter was referred to the Commissioner of
Public Works.
At this time Harald Nielsen, General Contractor, appeared before the
Council, in behalf of Earle Rorabeck, stating he had a problem to present to them, and
further stating he being the contractor for the proposed new 20 unit court to be built
on l`:onterey St. adjacent to the Motel Inn on the south, the property being purchased
by Earle Rorabeck, and in starting to excavate he discovered an old water line crossing
this property, and that foundation excavations would run right into the old line, and it
would be too risky to'takesuch a chance, consequently, wanting to know what could be
done about it. After a great deal of discussion and by common consent of the Council,
the matter was referred to the Commissioner of Public Works, R.P.Howell, and the
Eneineering Department with power to act.
01d Business
Commissioner G. ?W.Baker reported on the purchase of 2 police cars, stating tiiat the
best bid of all bids received was that of Kimball Hotor Co. for
2 - 1948 Pontiac Deluxe 4 Door Sedans - 8 cyl. - 104 H.P.
at $2315.10 ea. plus sales tax of 220 - Total 7 2372.93 each.
and on .motion of G.1-1.Bakr, seconded b;! Kline Williams, it was moved that the bid be
awarded to Kimball Motor Co. with the provision that they make delivery within 90 days.
Motion carried.
Re: Agreement coverinc Lacuna nronerty - On motion of R.P.Howell, seconded by G.:W.
Baker, the City Clerk was instructed to advertise for bids for public auction of the .
lease to be held in the Council Chambers in the City Recr=a.tion Bldg. on November 1, 1948
at the hour of 7:30 P.Me
Re: Bids for 2 -way Radio for Police and Fire Cars which was referred to Commissioner
Baker for report was held. over.
Communication from Mrs. Carl Lockwood relative to a dangerous crossing at Broad and Mt.
Vie7:: Streets was held over.
Communication from City Engineer, Guido Ferini, recommending that the City execute
the Termination of Agreement as requested by the Division of Highways was held over.
Re: Communication from the Southern Pacific Co. Re: California Public Utilities
report was ordered received and filed.
The application for transfer of license from Ben Hughes Service Station to Mazza and
Hamilton was referred to the City Engineering Department on motion of R.P.Howell, seconded
by G..W. Baker.
Re: Communication from San Luis 0"ispo City Schools requesting certain streets be clos
in Phillips Addition was.referred to the City Attorney for legal action Re:
"Vacation of Streets" in question.
Re: Petition filed by Wn. B. Hinote et a1 relative to protesting erection of cement
plant by A.O. Johnson was ordered received and filed on motion of R.P.Howell, seconded
b;, G. W.Baker.
Commissioner Wm. 0. Hall approved the recommendations made by the City Auditor relative
to the handling of Police Court records and on motion of Wm. 0. Hall, seconded by G.W.
Baker, the City Auditor was instructed to in!tall the system. Motion carried.
A matter was brought to the attention of the Council relative to complaints about
tents being used for living quarters on Grand Ave. After discussion and on motion of
SIm. 0. 11all, seconded by R.P.Howell the matter was referred to the Building Inspector and
the Health Dept. on the basis that we have had complaints.
On motion of Kline Williams, seconded by G.W.Baker, it was ordered that parking meters
