Upon recommendation of City Engineer, Guido Ferini, and on motion of R.P. Howell, seconded by G.',-!.Baker, it was ordered that a transfer cfmoney in amount of X6621.67 from the Street Improvement Fund to Special Gas Tax Street Imp. Fund be made. Motion carried. On motion of Kline Williams, seconded by G.�-.!.Baker, Fire Chief ,laldmeier was authorized to ttend the Pacific Coast Inter - Mountain 4ssn. of Fire Chief's to be held in Sacramento on Oct. 31, Nov. 1, 2 and 3rd, 1948. The Agreement covering the terms and cr-nditions of the lease Re: part of the Rancho Laguna, was approved by the Council. This beine the time set by the City Council for conducting a Public Auction of the lease of the Laguna property -- competitive bidding between Alfred Ferrini and Ernest Dalidio on senarate bids on the property for one, two, and three years. This being the date and place fixed by the Council, as set out in Resolution, of Intention No. 859 (New Series to call a Special Election to submit to the qualified 1 1 1 i 1 1 J 1 7 electors of the territory described in Resolution No. 860 (New Series), the question wh��ther such territory shall be annexed to, incorporated in, and made part of the City of San Luis 0}ispo and designating this date as the time and place when and where any person owning real property within said territory so proposed to be annexed and having any objections to the proposed annexation may appear and show cause why said territory should not be annexed -- the matter was now taken up by the Council. City Engineer, Guido Ferini, reported that an examination of the County Revords indicated 98 separate parcels of nronerty in the territory concerned. Eighteen written protests were filed under the provisions of Sec. 2, Annexation Act of 1913 Act. No. 5159 Deerings General Law. Matter was discussed by the Council, and were informed by the City Attorney that the protests were less than 51 %. It was moved by G.,% Baker, seconded by Kline Williams the protests be received and filed. The City Attorney presented Resolution calling for a Special Annexation Election, designating the :'Atascadero Nelms" as the Official newspaper to carry the Notice of Election; designating Roy L. Hilliard Residence 2487 Johnson Ave. as Polling Place, and naming the following Election OF-ficers: Judges: Mrs. ?Elizabeth A. Willard Mrs. Leona E. Hilliard Inspector: 0. Fitzgerald submitting proposal covering the Renewal of Fire Insurance on City Property and in order to simplify the coverage, suggested }writing one policy for the entire amount and to divide the commission among several Agents, and on motion of R.P.Ho:ell, seconded by Kline ',.! lliams, the insurance uas awarded to Maurice Fitzgerald as outlined in his letter, and agent retain 25% of the total commission. Resolution No. 861 (New Series) - A Resolution declaring certain portions of Higuera and TAI =-rsh Streets to be and constitute "No parking zones" was passed and adopted on motion of Kline Williams, seconded by R. Hall , the Mayor was authorized to sign, and the communication from City Engineer, Guido Ferini, recommending that the City execute the Termination of Agreement was ordered received and filed. Communication from San Luis Obispo City Schools requesting certain streets be closed in the Phillips Addition was referred to the City Attorney with instructions to prepare Resolution. The transfer of San Luis Service Station and San Luis Garage at 104 Monterey St. to Meyer and iJillett was granted on motion. of Kline 7;7illiams, seconded by R . P . Howell . Transfer of City License of Ben Hughes Service Station at 600 Marsh Street was again referred to the City Engineering Department. Mayor O'Reilly presented the following printed statement for the Council's consideration: "It appears that we must establish a policy regarding working hours of our Police Department. IATe h._ve been considering the need of additional police for several months. It has come to my attention that members of the Police Department have been working for ?Pencies other than the city of San Luis Obispo during the p:�riod of time that the need of additional police has been under consideration. I might add that these extra- curricular activities of our police department have been without the knowledge of any member of the Council, and that it was not until the work was accomplished that even the Commissioner of Police was informed. The need for additional Police is a question calling for close scrutiny of the Council and before we can intelligently consider it, we must make certain that all of the existing police are available atall times for Police ,,fork. I would recommend that the Council adopted the following policy: "That the City Policemen of the City of San Luis Obispo be considered on duty and subject to call 24 hours a day and that no hours be knoem as Off Hours. That before any of the Police Personnel go into the employment of some other law enforcement agency other than the city that the Council be consulted, or at least, the ',ommissioner of Police be consulted. I do not wish �•fhat I have said to be construed to mean that the City Council of the City of San Luis Obispo is opposed to having its Police Officers work in conjunction with other law enforcement Agencies, on the contrary, we urge them. to cooperate with other law enforcement agencies when their work involves their coming within the City of San Luis Obispo, or when our Officers' duties require them to leave the city limits " -MAYOR O'REILLY.
