The following matters were held over for the next meeting ( January 17, 1949)
Committee's Report on findings of Street Sweeper Bids.
Petition filed by Safety Council requesting Crossing Guard at Hathway & Toro Street
Comm unication from University of Calif. Re: Traffic School
Communination from A. E. Roberts, Re: Salary increase
Comm. from Division of Highways Re: rebudgeting funds set up for Project #17
" from Division of Highways Re: Release of jurisdiction of Lower Higuera St.
Comm. from City Engineer, Re: fire zone ordinance was referred to the City Attorney.with
instructions to present Proposed Ordinance.
Award of Bids on 2 -Way Radio
The communication from the State Disaster Council requesting Ordinance was
referred to the Mayor.
Petitions from property owners along Orange Drive requesting Street Grades and
surfacing were referred to the Mayor for reply.
Comm. from Park, Playground and Recreation Commission Re: Leaae of space to
Bureau of Internal Revenue; on motion of R.P.Howell, seconded by G.W.Baker, the City
Clerk was instructed to write and indicate Council's approval.
On motion of R.P.Howell, seconded by Kline Williams, the Sales Permit No. 584
issued to James Farrar and Sales Permit No. 351 issued to E.S. Hewlett, were ordered
revoked for failure to make returns as required by the Ordinance.
On motion of G. 11. Baker, seconded by R. P. Howell, the meeting adjourned to
January 10, 1949 at 7 o'clock P.M. upon the following roll call vote:

The City Council met in adjourned session; Mayor Timothy I. O'Reilly presiding.
Present: G.W. Baker, R.P. Howell, Timothy I. O'Reilly, Kline Williams
Absent: Wm. 0. Hall
The Council met and discussed the proposed new Charter as submitted by the
Charter Comrittee. The Mayor paid tribute to the Committee for the time and voluntary
effort spent during the past few months, but stated he was opposed to "rushing" things
in an effort to get it on the April ballot and suggested the Council have ample time to
study and review.
C- ommissioner Howell wanted to know what prompted the Committee to draw up the
Manager -type Charter only, stating the public should have the opportunity to vote for both
types, and he for one was opposed to the Manager -type of Charter.
Commissioner Baker stated he would hate to see the voters lose the opportunity
to obtain an up- to- date,charter, but the one presented is too lenghty and should be reduc
in size.
