(Present: Win. 0. Hall, Timothy I. O'Reill«, Kline Williams, Frank V. Woods Absent: D. M. Carpenter The minutes of the meeting of June 6, 1049 were approved. Communication from Citizens Committee for Re- enactment of California Full Crew Law lasking permission todisplay and sell tickets on Merchandise to be given away July 28th 11949 was granted oh motion of Wm. 0. Hall, seconded by Kline Williams. Communication from Wm. J. Flynn, Senior Operating Engineer, Salinas Dam, asking for a motorcycle officer to assist in handling traffic to the Dam on June 25th and 26th, was referred to the Commissioner of Public Health and Safety, with power to act, on motion of Wm. 0. Hall, seconded by Kline Williams. Communication from the State,of California, Dept. of Public-Works, requesting copy of contract with County of San Luis Obispo on water was referred to the Commissioner of Public Works for study and report. Communication from the City Planning Commission, together with copy of minutes of their meeting of May 19th was presented to the Council and on motion of Kline Williams, seconded by Wm. 0, hall, it was ordered that items 1 to 4 as listed, be accepted as re- commended by the Commission and communication was ordered received and filed. Communication from the City Planning Commission together with cony of minutes of June 16th meeting was also presented to the Council; it was moved by Kline Williams, secon by Wm. 0. Hall that items 1 to 3 be accepted as recommended. Item No. 4 covering building permit on lots A. B. C., be referred to the 6ommissioner of Public Works for investigation and report. A certified check in the amount of $200, in lieu of merchandising bond, of Senak Co. as surety, was receiied•, and on motion of Kline Williams, seconded by Wm. 0. Hall, the sure s accepted, and license ordered issued. Arolicati-on of John Williams for Palmistry License at 1124 Garden St. was denied on tion of Wm. 0. Hall, seconded by Kline Williams. Communication from Sylvester Perkins requesting water meter hooked up on property in the Yoakum Tract was referred to the Commissioner of Public Works for investigation and report on motion of Kline Williams, seconded by Frank V. Woods. Reports of the City Treasurer and the City Clerk for the month of May, 1949 were )rdered received and filed. Communication from W. R. Browning, 1168 Peach St. Re: heavy equipment traffic on Peach 9it. was referred to the Commissioner of Public Health and Safety on motion of Wm. 0. Hall, seconded by Kline Williams. Communication from C. A.Maino Re: viaduct under State Highway ,'101 was ordered receive d filed on motion of Wm. 0. Hall, seconded bir Kline Williams. Applicationof the American Legion to'sponsor Carnival ( Foley & Burke) and requesting xempt license for the period from July 6th to July 10th inc-. was granted on motion of line Williams, seconded by Wm. 0. Hall. Communication from the Recreation Commission Re: removal of trees in Mitchell Park s referred to the Commissioner of Public Works, with power to act, on motion of Kline 1liams, seconded by Frank V.Woods. Communication from Edwin V.Stumnf Re: reinstatement in the Police Dept. was ordered thdrawn. M Communication from Wiedersheim & Langdon requesting "No Parking Zone" at 304 Higuera St. was granted on motion of Kline Williams, seconded by Frank V.Woods. Application of L.D.Ray ( dba Buster's Cafe) at 894. Higuera St. for Restaurant License was Franted on motion of Frank V. Woods, seconded by Wm. 0. Hall. Informal Lids received from Madonna - Construction Co., Lenger and Batty,and Henry C. Dalessi for grading firing range for Police Pistol Range, were held over pending Insuralce Comrany's report. Communication from the Police Chief, Ralph Files, recommending Boulevard Stops and Survey on traffic movement was ordered adopted except Section Tr3, on motion of Kline Williams, , seconded by 14m. 0. Hall. The City Attorney, Ceorge Andre, was instructed to prepare proper Resolution covering the above. The City Attorney was instructed to present Resoution covering Holiday schedule for all Departnp nts. The Citir Clerk was instructed to draft Resolution covering (vacation with pay) period and sick leave. Woods, the Department of Public Works was authorized to contra ^_t•, for the removal and replacing meter -heads and standards along Court Street. ' By order of the City Council, the only citir personnel authorized to use City equip- ment and vehicles after hours, nights, week -ends and holidays etc.,-,are designated in the following departments: Dept. of Public tlorks: City Engineer Asst. Street & Water Supt. Building Inspector ? after Service Repair men Dept. of Public Health. and Safety ( Fire Dept.) Fire Chief Asst. Fire Chief Fire Inspector POLICE, DEPARTMENT Chief of Police onl;r, other than squad cars and.motors in service over the 24 hour period. Communication from the Commissioner of Public Health and Safety, addressed to the City Council, Re: vacation pay for officer Courtney.; after discussion, it was moved. by Wm. 0. Hall, seconded by Frank V.Woods, the vacation pay be allowed. Commissioner Iloods presented "Departmental Policy" as adopted by the San Luis Obispo Police Dept.
