City Hall, ( Recreation Center ) Monday August 1,.1949 - 7:30 P.M.
The City Council met in regular session; Mayor Timothy I.O'Reilly presiding.
Present: Wm.0.Hall,Timothy I.O'Reilly,Kline Williams, Frank V.Woods
Absent: D.M.Carpenter
The minutes of the meetings of July 18th and 19th, 1949 were approved.
This being the time set for receiving bids at Public Auction, for used Radio
Equipment -- the matter was referred to Commissioner D. M.Carpenter as no bidders appeared.
Communication from Gerald B.Evans, Agent Fireman's Fund Indemnity Co. Re:
Insurance coverage for the proposed pistol range was held over.
Communication from Labor's League, Re: Shipbuilding work on West Coast was re-
(erred to the Mayor for action, with power to act, on motion of Wrn. O.Hall, seconded by
Kline Williams.
The cony of the CityPlanning Commision's regular meeting of July 21, 1949 was
ordered received and filed.
The following applications for contractor's licenses were received and on motion
of Kline Williams, seconded by Wm. 0. Hall, the bonds were approved, sureties accepted and
registration granted:

General Roof Service Co. - Roofing, " Class "E"

The following applications for City Licenses were referred to the Commissioner
of Public Health and Safetyfor investigation and report:
Edith's Drive In ( Edith Naslund & Ida GnV) for Restaurant -.134 Old Morro Road
Marion Wells- Second Hand Store - 142 Higuera St. dba "The Exchange"
The application of Hal Ladwig for license for Mdse. Plumbing material, builders
hardware, together with Mdse. bond in the amount of $200 was presented and on motion of
Wm. 0. Hall, seconded by K1ine,Williams, the surety was accepted, bond approved and
license ordered issued.
The applicatioh for a dance filed by Carmelita Herrera at the I.D.E.S. Hall on
August 7th, 1949 was referred-to the Commissioner of Public Health and Safety, with power
to act, on motion of Wm. 0. Hall, seconded by Kline Williams.
Application for transfer'of Tommy's Signal Service Station at 1565 Monterey St.
from Thos K., Edgeworth to John Gahan was referred to the Commissioner of Public Health
and Safety for investigation and report, on motion of Frank V.Woods, seconded by Wm.O.Hall,

received and filed:

The following budgets were submitted for the vonsideration of the Mayor and
Council; same were ordered held over for discussion at a special meeting of the Council.

5 - Police Judge
6 - Humane Officer
7 - Dept. of Public Works ( Water, Street, etc.)

Ordinance No. 314 (New Series) -
An Ordinance requiring Chest X -rays of
Handlers in the City of San Luis Obispo as an evidence of Freedom from Active Put-
ry Tuberculosis was finally passed on motion of Kline Williams, seconded by Wm. 0.
upon the following roll call vote:

Claims against the City for the month of July, 1949 were ordered paid subject
to the approval of the heads of the respective departments and the Mayor.
Resolution No. 902 (New Series)- A Resolution awarding the contract for the
resurfacing of South Broad St. from Islay'St. to the South City Limits, Project No.l$,
passed aid adopted on motion of Kline Williams, seconded by Wm.O. Hall, upon the
following:,roll call vote:

Resolution No. 903 (New Series) - A Resolution awarding the contract for
he Water Main extension.on Ferrini Road from Foothill Blvd. to Felton Way was passed and
dopted on motion of Wm. O.Hall, seconded by Kline Williams upon the following roll call

Mr. J. R. McClure appeared before the Council, protesting the increased rates
f his water bill. In reply to his protest, Commissioner Hall informed him there was no
istake made and that our water rates are more fair than neighboring cities of like size.
he rates being based on the city's increased cost for water purchased from the County
f San Luis Obispo.
Old Business
Communication from L. L. Buechler Re: Pistol Range was held over
Communication from Earl M. Bernard Re: 'later Rates; this inatter was referred
o the City Clerk, with instructions to write Mr. Bernard a letter advising him our rates
in line with other cities of like size,
The trassfer of the Pacific Hotel from Lela B. Alston to Lela F.San Was held
Dver pending information required.
The proposed Resolution covering Vacations, Sick Leave, etc. was held over
indefinitely.
The claims filed by John Sarber and James D. Angelline for damages caused by
"ire, was referred.to the Commissioner of Public Works for disposition on motion of Kline
Vlliams, seconded by Wm. 0. Hall.
The Commissioner of Public Works, Wm. 0. Hall, was authorized to have Peach
Street posted with-signs "No heavy Vehicles permitted ".
Communications received from Mrs. W. M. Meely, protesting her June water bill
)eimF too high, at 125 Santa Barbara Ave.- this matter was referred to the Commissioner of
Public Works for investigation and report on motion of Kline Williamgr,: seconded by Frank V.
ods.
On motion of Frank V.Woods, seconded by Wm. 0. Hall, it was ordered that the
following streets be posted for "No over -night Parking ".
