Lokey as Patrolman on a six month's. probationary period as of August 1, 1949, with the approval of the Council. Mr. Cliff Brown, appeared before the Council, representing the Order of the Purple Heart, asking the Council's permission to sell "violas" on the streets of San Luis Obispo on August 4th and 5th. The request was granted on motion of Wm. 0. Hall, seconded by Frank V.Woods. On motion of Wm. 0. Hall, seconded by Kline Williams, the meeting adjourned to Aurrust $, 1949 at 7:30 P.M. upon the following roll call vote: Ayes: Wm. 0. The City Council met in adjourned session; Mayor Timothy I .O'Reilly presiding. Present: D .M.Carpenter,14m.0.Ha11,Timothy I.O'Reilly,Kline Williams, Frank V. goods Absent: None Communication from the County Health Dept. Re: Health Menace being caused by 229 overflowing septic tanks and cesspools in portions of the area known as "Phillips Syndicate Addition" was read to the Council. At the request of the Mayor, a copy of the communicatioi is to be spread in the Minute Book, and the communication was ordered received and filed. The following is a copy of the letter "Honorable City Council, Gentlemen: May we bring to your attention the to health and the general nuisance flowing septic tanks and cesspools Phillips Syndicate bounded on the on the east by Dana Avenue, on the boundary, and some several hundred on the west, ever increaseing menace being caused by over - in the area known as north by Slack Street, south by the old city feet west of Grand Ave. The area has experienced considerable gf'owth during the past several years withthe erection of many new homes which have had to relj on septic tanks or cesspools for the dis- posal of sewage. This, together with the fact that the soil in the area is of an impervious nature and will not absorb to a satisfactory and safe degree the effluent from septic tanks, has created a very bad situation." May we ask in the interest of public health and safety that steps be taken as early as possible to alleviate this con- dition by the installation of public sewerage? Very sincerely, H.O. Swartout, M. Resolution No. 904 (New Series) - A Resolution declaring a`:Public Health Hazard exists in portions of the Phillips Addition located in the City of .San Luis Obispo and providing for the necessity of Public Sewerage therein was passed and adopted on motion of D.M. Carpenter, seconded by Wm. 0. Hall upon the following roll call vote: Ayes: D.M.Carpenter,Wm.O.Hall,Timothy I.O'Reilly,Klihe Williams,Frank V.Woods Noes: None Absent: None ORDINANCE NO. 315 NEW SERIES)- An Ordinance establishing an official Bench Mark and a Base of Vertical Distances in the City of San Luis Obispo was passed to print on motion of Wm. 0. Hall, seconded by Frank V. Woods upon the following roll call vote: Ayes: D:M.Carpenter,Wm.0.Hall,Timothy I.O'Reilly, Kline Williams, Frank V. Woods Noes: None Absent: None At this time Mr. Ernest Vollmer appeared before the Council relative to a water leak problem. He stated the water meter serving the building occupied by Dyers Variety Store onHiguera St. registered a tremendous consumption of water which could not be accounted for and that his bill was $31.20 for the past month. He stated he was at_a loss to know what to do as he had hired two plumbers to check the leak and they were unable to find it, so he appealed to the Council to help him find the leak if possible. The matter was referred to the Commissioner of Public Works for investigation. At this time the meeting was opened for discussion with'the members of the City Council and the City Employees relative to future plans in connection with pensions, health insurance, vacations, etc. The Mayor made a proposal to the employees, stating that the Council would adopt a plan whereby the employees would be placed under the State Retirement System in the near future, with one exception, "LESS THE RETROACTIVE FEATURE" of the Plan. After a good deal of discussion, and an unofficial show of hands of the employees, it was indicated that they were in favor of this plan. The Mayor and Council assured the employee; that the older members of the City would be taken care of in some fashion and that they would continue on in the same manner as in the past. The Mayor further stated, that in the past the City of San Luis Obispo has never had any real "personnel policy" and for this reason the Council is desirous of es tablishing a uniform policy on pensions, health plan, vacations, etc. Also,the Council are considering a 40 hour week for the employees, if it did not require more personnel. Re: Vacations: it was decided upon that the policy would be, that all city employees who complete 12 months service with the city would be entitled to two weeks vacation, with pay. Re: The recent established holidays was recalled which gives all city em- ploynes the same holidays and provides for compensating time off for those whose duties are required on holidays. Re: Sick Leave: The Mayor assured the group the policy would be the same as ih the past and did not thinkanyone was penalized whenthey were temporarily incapacitated by illness. The members of.the City Employees Assn. were urged to make an early decision onthe health insurance plan, if they want to participate insuch a plan; Milo Tappa, Vice Pres. of the Assn. was granted time off to check withall departments) 1 1 1 r
