O.Hall, TimothyI. O'Reilly, Kline Williams, Frank V.Woods Absent: None The minutes of the meeting of September 26, 1949 were approved. Mr. Belden S. Gardner, representing the Investment Firm of Hannaford & Talbot of San Francisco, Calif. appeared before the Council to advise the Council on the. proposed 8`300,000 Bond issue for a filtration plant, to be voted on at a Special Election, November 21st, 1949. After. discussing bonding procedures, he stated the City was in good financial shape, and would buvers attract of securities at a low interest rate. Mr. George E.Stephan, Secy, of the County Housing Authority appeared before the Council at this time to briefly review the local and National Housing shortage which he described as the nation's most pressing problem. After discussion it was moved by Douglas ,arnPnter, seconded by 1m. 0. Hall, that the matter should be discussed at a public hearing where both sides of the question could be discussed, and the meeting be set for Monday October 17, 1949 at 7:30 P.M., upon the following roll call vote: Ayes: D.M.CarDenter, Wm.O.Hall, Timothy I. O'Reilly, Kline Williams, Frank. V, ?goods Noes: None Absent: None Communications: From Division of Highways submitting Memorandum of Agreement for Expendi£ure of Pas tax allocated for major city streets for the fiscal year 1950. On motion of 1• -'m. 0. Hall, seconded by Kline Williams, the Mayor was authorized to sign Agreement. Resolution No. 916 (New Series) - A Resolution of the City Council.of the City of San Luis Obisno adopting Budget and approving Memorandum of Agreement for Expenditure of Gas Tax allocation for major city streets was passed and adopted on motion of Wm. O.F?all, seconded by Kline Williams upon the following roll call vote: Ayes: D.M.Carpenter, 14m. 0. Hall, Timothy I.O'Reillv,KlineWilliams, Frank V.Woods Noes: None Absent: None Communication from Norman J. Walsh, submitting application for City Manager, was referred to the City Engineer, pending outcome of Charter Election, on motion of D. P•T, Carpenter, seconded by , . Kline Vlliams. Communication from Christian Day School at 2740 Broad St. requesting pedestrian walkway for Day School, 2700 Block Broad St. was referred to the Commissioner of Public Health andSafety, for investigation and recommendations. Communication from Volunteers of America requesting permission to solicit funds by holding a Tag Day on Oct. 15, 1949; request t• *as granted on motion of D.M.Carpenter, seconded by Kline Williams. The following reports were ordered received and filed: City Collector's report for month of Sept. 1949 Police Dept. Police Judge Building Inspector's The following applications for transfer of city licenses and applications for City Licenses were granted on motion of Frank Woods, seconded by D.M. Carpenter: Transfef= of Mode O'Day from Seip and Ingles to Olga D. Woodman " of Signal Service Station from Kenneth W.Jones to Earl N. Thomson " of E. E. Long Piano Co. from R.R•.Long to George & Reita Johnson Application of B. L. McAdams for Vending Machines ( Popcorn) " of Emmons Blake, dba " Blake Printery" at 1014 Court St. The application of Wallace Adair for Class "F" Painting Contractor, together with U.S- Pidelity and Guaranty Co. bond in the amount of $500 and registration fee of •;10.00 received, and on motion of Kline Williams, seconded by D.M.Carpenter, it was ordered that the surety be accepted, bond approved and registration granted. I 242 Ordinance No. 319 (New Series) - AnOrdanance providing for the subdivision din the City of San Luis Obispo, California, and for the preparation and presentation o subdivision maps thereof, and of record of survey maps was finally passed on motin of Kline il.liams, seconded by D.M.Carpenter upon the followin.c roll call vote: yes: D.M.Carpenter, Wm. 0. Woods oes: None sent: None Claims against the City for the month of Sept. 1949 were ordered paid subject the approval of the heads of the respective departments and the Mayor. Commissioner-Woods asked why the long delay in installing the two hour meter leads as provided for in Ordinance No. 301 (New Series) stating he was getting frequent .nquiries from people who wonder why they are not being used. City rnaineer Ferini reporte ;hat the meter heads ..iere on hand, but some small parts that were needed to make the change r have not been delivered. Mr. and Mrs. McKeen appeared before the Council to discuss the amount of square eet per lot required under the new subdivision Ordinance and to find out if curb and gutte ould be required for the larger homesites such as one -half acre lot -- the matter was re- erred to the City Engineer for study and report and to corroborate with the Planning Commission, on motion of D.
