Present: Timothy I. O'Reilly, Kline Williams, Frank V.Woods A'�)sent: B.M. Cprpenter, !aim. 0. Hall The Council met in adjourned session with Mr. E.A.Wilson of the firm of Kirkbride., Wilson, Harzfeld and '�Jallace, Attorneys and Counsellors at Law from San Mateo, California for the purpose of discussionon the contemplated undertaking of Special Assessment and Assessment Bond proceedings, outlining; the procedure under the Art of 1911, 1913, 1915 and 1933. Mr. Wilson offered his services onthe basis of 20 of the amount of the cost of said project, exclusive of incidentals. On motion of Kline Williams, seconded by Frank V.Woods he was instructed to submit his Agreement in writing. The City Council met in regular session; Mayor TimothyI. O'Reilly presiding. Present: D.M.Carpenter, Wm. 0. Hall, TimothyI. O'Reilly, Kline Williams, Frank V.Woods Absent:-None- There was also present, the City ClerN, City Attorney and City Engineer. The minutes of Oct. 3rd and Oct. 10th3, 1949 were approved as amended. Public Housing discussion-hearing was held at this time. About 250 people were in attendance, representing more than 15 local organizations. In opening the meeting the Mayor requested expressions from the group organizations, both for and against public housing. A Resolution was presented by the Sah Luis Obispo Real Estate Board opposing Public Housing as unsound and has no place in the American economy, and is detrimental to the future success of San Luis Obispo and surrounding areas. Mr. Chas. E. Teach, acting as spokesman for the Real Estate Board reviewed some of the reasons given by the Congressional opponents to the Public Housing Bill before it became a law. A majority of the group organizations expressed themselves in favor of the project, even though it would not directly benefit them personally. After further dis- cussion, both for and against the Housing Proposal, the Mayor thanked the group in atten- dance and informed them the Council will make a decision in the near future. Communication from Delmo Bassetti requesting a leave of absence from the Police Department for a six month's period as of Oct. 16th, 1949 was granted on motion of Frank V. Woods, seconded by Wm. 0. Hall. Communication from the French Clinic requesting hospital zone signs be installed , marking streets adjacent to the hospital was referred to the Commissioner of Public Heglth and Safety for investigation and report. :3 2z 14 Communication from'Lee Johnson offering'$30.00 for pasture land rental on city (property was approved by the Council on motion of Wm.. 0. Hall, seconded by -Kline Williams. Petition from J. A. Bardin, dba Green Bus Service, awking the Council for per- mission to change time schedule, eliminate routes and schedules, remove some signs and waive 2% City Franchise Tax, was presehted to the Council and on motion of D.M.Carpenter, seconded by Kline Williams, same was referred to- the:City Attorney and Commissioner of Finance for study and report. Application of Roy Garland and J. R.Smith for city license for lunch counter qt 1978 Monterey St-e was granted eaa on motion of Frank Woods, seconded by Wm. 0. Hall. Application of Max Salter dba "West Boys" at 899 Higuera St. for Mdse. ( Men's - Furng.) license was granted on motion of Frank Woods, seconded by Kline Williams. Claim filed by Robert B. Burroughs, at 40 Vetville, Cal Poly College, on the Administration Fund, in the amount of $37.50 for damages suffered due to loose rocks Ion the pavement, was referred to the Insurance Company on motion of Kline Williams, second 1by D. M. Carpenter. The report of the City Clerk for the month of September, 1949 was ordered filed. Ordinance No. 320 New Series).- An Ordinance of the City of San Luis Obispo, California, calling , ordering, providing for and giving Notice of a Special Municipal Election to be held in said City on the 21st day of November, 1949, etc, was passed to print on motion of Wm. 0. Hall, seconded by D. M. Carpenter upon the following roll call Ayes: D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank Woods Noes: None (Absent: None Communication from the Christian Day School requesting crosswalk in the 2700 Block Broad St. was granted and work ordered done on motion of Frank V.Woods', seconded by IWm. 0. Hall. Application for transfer of a license of Daves Lunch at 1737 Santa Rosa St. from Ellen D. Metters to Thomas E. Palmer was granted on motion of Frank V.Woods, seconded 1 by -Wm. Ol Hall. Claim filed by Affel R. Johnson on the Water Fund in the amount of $3008.029 (representing amount due on Contract for installing water main on Ferrini Road, and approve Iby the City Engineer, was ordered paid on motion of Wm. 0. Hall, seconded by Frank V.Woods Mr. R. J: Phillips, Secy. of the Brotherhood of Railroad Trainmen appeared bef the Council at this time complaining about the hazards of Owos St. Crossing, and asking that some action be taken to eliminate same. Further discussion to be up at the next meeting. Re: Phillips Addition - Sanitary Improvement District No. 1 The Mavor announced that the Council would further consider the proceedings for sewering the property generally referred to as Phillips Addition. e: The Clerk read a letter-from the law firm of- Kirkbride, Wilson;Harzfeld & Wallace, stating their proposed terms of employment. On motion of Councilman D.M.Carpenter, se by Councilman Kline Williams, and unanimously carried, said firm was employed on the terms stated in said letter. The Clerk read a letter from the Health Officer relating to said project. On motion of Councilman D.M.Carpenter, seconded by Councilman Kline Williams, and unani- mously carried, said letter was ordered spread on the minutes of the Council as follows: "Honorable City Council, October 14, 1929. Gentlemen: I have examined the plans prepared by your engineering department entitled Phillips Sanitary Sewer District No. 1, for the Sanitary Sewage Facilities in Phillips Addition, Taylor Tract, and Slack Tract in the City of San Luis Obispo. 1 J 1
