Present: D.M.Carpenter, Wm.0.Hall,Timothy I.0'Reilly,KlineWilliams, Frank V.Woods Absent: None The minutes of -October 31st, 1949 were approved. Communications: 1 - From Division of Highways Re: Cancellation of taxes on property acquired for Highway 1 purposes was referred to Commissioner of Finance on motion of Frank V. Woods, seconded by Wm. 0. Hall. The following matters were ordered received and filed on motion of Kline Williams, seconded by D: M. Carpenter: Communication from-City Libvary Re: Building Fund " from Hughey and Phillips refunding $125.00 on Sales Tax Letter petitions endorsing reconsideration of Council's action on Housing Project from, 1 - Business and Professional Women's Club 2 - Amvets of World War II 3 - Toastmistress Club 4 - Brotherhood of Locomotive Engineers 5 - Grand International Auxiliary to the B. of L. E. 6 - Petition filed by John R. Haile et al ( 2739 signers) Petition filed by Don Husted et al ( 73 signers) protesting approval of the Housing project, was ordered received and filed. The following reports were ordered received and filed: City Collector's report for the month City Treasurer's Police Dept. Police Judge's City Auditor's " for the July 194 Building Inspector's for the month of Building Inspector's report ( detailed of October " Sept. Oct. Hall, the following applications for transfer of city licenses were granted: Perfect Method Cleaners from Julius J.Sieff to Keh Waterstreet . Richfield Service Station at 1144 Monterey St. from John Boriack to Donovan S. Pike, dba "Don and Lens Richfield Service Station ". J. J. Dunne, at 1039 Monterey St. to Gibson P. Arland, dba "Arland Chevrolet Co. " Anderson Barber Shop at 953 Monterey St. from Levi Bond to Carl Dunbar and Gilbert Babcock, dba "Anderson Hotel Barber Shop" The following applications for City Licenses were granted on motion of Frank V.Woods, seconded by D. M. Carpenter: Nola Sousa, dressmaking and artcraft - 1510 Broad St. Kenneth L. Crane - Parcel Service - 565 Ellen Way (Wilson Construction and Supply Co.- ( Lumber & supplies) - 181 Higuera St: The following applications for contractor's licenses were received and on motion of Kline Williams, seconded by Frank V. Woods, the bonds were approved, sureties accepted and registration granted: C.Chester Forbes - Class "F" - Electrical contractor `-''alter Edward Mason, Class "D" General " Wilson Construction Co. Class "D" Granite Construction Co. Class "D" Concrete construction Claims against the City for the month of October, 1949 were ordered paid 1 subject to the approval of the respective departments and the Mayor. Ordinance No. 321 (New Series).. An Ordinance amending Section 4 of Ordinance No. 224 (New Series) entitled "An Ordinance granting to John G. Jones a Franchise to establish, and, for a period commencing with the effective date of this ordinance and continuing for a period of twenty years thereafter, to conduct, maintain and operate, on regular schedules, etc, was passed to print on motion of Kline Williams, seconded by Timothy I. O'Reilly uponthe following vote: 1 1 1 1 1 2 Ayes: D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods Noes: None Absent: None Petition received from the Green Bus requehting the City to waive 2% franchise tax was ordered filed. Petition filed by H. A. Gorham et al ( 76 signers) petitioning the Council for adequate fire protection in the district, installation of fire plugs, and if possible, erection and estimate of'sub fire station, street signs, and street lights as soon as possible, was presented to the Council, and on motion of Kline Williams, seconded by Timothy I. O'Reilly, it was referred to the Commissioner of Public Works: Communication from Leonard L. Buechler Re: bill for burning and cleaning lots on Mill St. was referred to Commissioner of Public Works, with power to act, on motion of Kline Williams, seconded by Timothy I. O'Reilly. The application of Nora F. Ortiz for Restaurant and Soft Drinks License at 354 Higuera St. was granted on motion of Frank V. Woods,.seconded by Wm. 0. Hall. Communication from French Clinic requesting the posting of "Quiet Hospital Zone Signs" were ordered installed, on motion of Frank V.Woods, seconded by Wm. 0. Hall. The Mayor and Council, after reviewing petitions, both for and against the Proposed Housing Program, and discussions from the floor, the Mayor urged both members of the Council and those in the audience, to remember that the issue was a simple one, whether the Council should vote YES or NO to determine San Luis Obispo's needs for housing. After further discussion, it was moved by Wm. 0. Hall, seconded by D.M.Carpenter that the City Attorney be instructed to draft a Resolution permitting the City to enter into an Agreement for a housing survey which will not obligate the City in any way, upon the following roll call vote: Ayes: D .M.Carpenter, Lam. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods Noes: None Absent: None Mayor O'Reilly appointed Fred Lucksinger, a member of the Park Playground and Recreation Commission as of November 7, 1949 to fill the vacancy of Mrs. Fred Kimball whose term expired June 30, 1949.- The appointr¢ent was unanimously approved by the,Council. On motion of Frank V.Woods, seconded by Kline Williams, the following members were appointed reguhr members of the Police Department as of November 1, 1949 having served their six months probationery period: William Reeves Melvin McGowan Clayton C.Fluitt Courtney Bond for a six months probationery period Frank J. Garzoli to "Traffic Sergeant" as of October 31, 1949 On motion of Frank V. Woods, seconded by Timothy I. O'Reilly the meeting adjourned to Tuesday noon, November 15, 1949 upon the following vote: Ayes: D.M.Carpenter,Wm. 0. Hall, Timothy I. O'Reilly,Kline Williams, Frank V.
