The City Council met in adjourned session; Mayor Timothy I. O'Reilly
presiding.
Present: D.M. Carpenter, Timothy I. O'Reilly, Frank V. Woods
Absent: Wm. O.Hall, Kline Williams
The opening of Informal Bids on Fleet Insurance scheduled for November
159 1949 was postponed to Monday, November 21st, 1949 at 7:30 P.M.
Upon motion of D.M.Carpenter, seconded by Timothy I. O'Reilly, the
meeting adjourned.

Communication from Hal Gay parade, Chairman of the Cal Poly, requesting per-
mission to hold a parade on the city streets on the morning of November 11,1949 for
"Homecoming Week" was granted on motion of Frank V. Woods, seconded by Kline Williams.
Resolution No. 924 (New Series) - A Resolution providing for Salary pay-
roll deductions of officers and employees of the City of San Luis Obispo for the purpose
of pay roll deductions on California Physicians Service was passed and adopted on :notion
of Wm. 0. ?-Tall, seconded by Frank V.Woods upon the following roll call vote:
Ayes: D.M.Carpenter, Wm. O.Hall,Timothy I.O'.Reilly,Kline Williams, Frank V. Woods
Noes: None
Absent: None
Resolution No. 925 (Bew Series).- A Resolution of the City Council sub-
mitting to the City of San Luis Obispo, California, at the Special Municipal Election to
be held on November 21st,-•1949, the question of the adoption of a proposed charter caused
to be framed, advertised, and submitted to the voters of said city, etc., was passed and
adopted on motion of Kline Williams, seconded by Wm. 0. Hall upon the following roll
call vote:

Noes: None
Absent: Alone
The matter of the Election Proclamation for the Special Municipal Election
to be held in the City of San Luis Obispo on Monday, November 21st, 1949 was now taken
up; Election precinct polling places were officially designated; election officers were
appdnted and it was moved by Kline Williams, seconded by Win. 0. Hall, upon the following
roll call vote:

Ordinance No. 320 (New Series) - An Ordinance of the City of San Luis Obispo,
calline, ordering, providing for, and giving notice of a Special Municipal Election.to
be held in said city onthe 21st day of November, 1949, for the purpose.of submitting to

the qualified voters of said city a proposition to incur bonded indebtedness in the amount
of $300,000, etc. was finally passed on motion of.D.M.Carpenter, seconded by.Kline Williams
upon the following roll call vote:

On motion of Kline Williams, seconded by Frank V.Woods, the City Clerk was in-
structed to call for Informal Bids on City Auto Fleet Insurance - bids to be opened
November 14, 1949 at 7:30 P. M.
On motion of Kline Williams, seconded by D. M. Carpenter, the City Attorney was
instructed to draft proposed Ordinance amending Ordinance No. 224 (New Series#'waiving
the 2% Franchise Tax for a five year period.
On motion of D. M. Carpenter, seconded by Kline Williams, Commissioner Hall was
authorized to enter to negotiate for the purchase of property at Santa Rosa and Murray St.
The Resolution received from the Board of Trustees of the San Luis Obispo School
District dated Oct. 18, 1949, agreeing to pay Assessment for cost of Sewer Project in
the Cite of San Luis Obispo, covering Phillips Addition Sanitary -Imp. District No. 1,
was ordered received and filed on motion of Wm. 0. Hall, seconded by Kline Williams.
Communication from John R. Haile, Chairman of the Social Action Committee of the
Methodist Church, requesting favorable action on the acceptance of the County Housing
Authority's Proposed Housing project was presented to the City Council and ordered
received and filed.
The Mayor discussed the low cost housing program at this time, stating the problem
has had the entire community's attention for some time, and the Council should act on the
matter. It was moved by Commissioner Woods, seconded by Mayor O'Reilly, that the City
enter into a cooperative agreement with the County Housing Authority for a low cost
housing program for low income families upon the following roll call votb:

Noes: D.M.Carpenter, Wm. 0. Hall, Kline Williams
Absent: None
Motion lost.
On motion of Wm. O.Hall, seconded by Kline Williams, the meeting adjourned.
