City Hall,R6creation Center, Monday, March, 1950- 7:30 P.M.
The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.
Present: D,M,Carpenter,Wm. 0, Hall, Timothy I. 0.'Reilly,Kline Williams, Frank V.Woods
Absent: None
The minutes of the meeting of March 6, 1950 were approved.
This being the time set as per advertised Notice for receiving Bids on exten-
sion of Peach Street from its intersection with Broad St. to the intersection of Nipomo
and Mill Streets, the following bids were received:
1 - Madonna Construction Co. Amt. 4552.16
2 - Valley Paving & Construction Co. " 5236.24
3 - Walter Bros. " 5829.24
4 - Henry Dalessi " 6816.39
5 - L. L. Lenger ' 6001.67
The bids were reviewed by the Council and on motion of D.M.Carpenter, seconded by
Kline Williams they were referred to the Commissioner of Public Works, with power to act.
This being the time fixed for Hearing on Phillips Addh. Sanitary Improvement District
No. 1 for persons interested to' appear and show cause why bonds should not be issued
upon the security of the unpaid assessments, as per advertised notice published March
139 14, abd 15th.
Resolution No. 945 (New Series) - Determining Unpaid Assessments and Providing for
Issuance of bonds under Resolution of Intention No. 918 (New Series) was passed and adopt
on motion of Kline Williams, seconded'by D. M,Carpenter upon the following roll call vote:
Ayes: D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods
Noes: None
Absent: None
Resolution No. 946 (New Series) - Calling for Bids on Sale of Improvement Bonds
covering Phillips Addition Sanitary Improvement District No. 1 was passed and adopted
on motion of Kline Williams, seconded by Wm. 0. Hall upon the following roll call vote:
Ayes: D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly,Kline Williams, Frank V'.Woods
Noes: None
Absent : None
Resolution No. 947 (New Series).- A Resolution providing for the Execution of' an
Agreement between tre City of San Luis Obispo and Harry N.Jenks was passed and adopted
on-motion of Wm.0.Hall, seconded by Kline Williams upon the following roll call vote:
Ayes: D.M.Carpenter, Wm.O.Hall,Timothy I.O'Reilly,Kline Williams,Frank V.Woods
Noes: None
Absent: None
On motion of of Wm. 0. Hall, seconded by Kline Williams, the Mayor and City Clerk
were authorized to sign Agreement with Harry Neville Jenks.
Communication from Hannaford & Talbot Re: Sale of Water Bonds was referred to the
Commissioner of Public Works for reply.
Communication from Andre &,Andre Re: present Garbage Franchise was referred to the
Commissioner of Public Works, 11m. 0. Hall.
The following matters were ordered received and filed:
Bommunication from San Luis Obispo Real Estate Board Re: Financial support for advertising
San Luis Obispo in the Real Estate Blue Book.

Communication from Mr and Mrs Oscar Gustafson Re: refund on water line was referred to the
Commissioner of Public.Works for study and report on motion of D.M.Carpenter, seconded
by Kline Williams.
7 2 Petition filed by H. R. Martinson et al petitioning for Sanitary Assessment District
in Blocks 3 & 4, Ooldtree Vineyard Tract was referred to the Commissioner of Public Works
on motion of D.M.Carpenter, seconded by Kline Williams.
The following applications for contractor's licenses were received and on
motion of Kline Williams, seconded by D.M.Carpenter, the bonds were approved,-sureties
accepted, and registration Frranted.
1 - Allan Richard Ochs -- Class "A" General Contractor
2 - James Ray Burt, Plumbing Contractor
The follow -.ng applications for transfer of city licenses were granted on motion
of Frank V. ?foods, seconded by Wm. 0. Hall:

Application of the American Legion Post 466 as Sponsor of Imperial Shows for a Carnival
show -- dates, April 11th to April 16 incl. and asking for exempt license was granted
on motion of Frank V.Woods, seconded by Wm..O. Hall..
.Petition filed by 1^7alter S. Louis et al protesting change in Zoning on
Pacific Street between Carmel and Beach Streets was referred to the Planning Commission
on motion of Wm. O.Hall, seconded by Kline Williams.
The application of Clyde Beatty Circus for circus for one day, May 6, 1950
.,as referred to the Commissioner of Public Health and Safety for investigation and report
on motion of Kline Williams, seconded by Wm. 0. Hall.
The Merchandising Bond of Earl R. Powelsdn for Mdse. ( Furn. and Hardware)
was referred to the Commissioner of Public Health and Safety, on motion of D.M.Carpenter,
seconded by Kline Williams.
Application for City License for Advertising Display Signs filed by Alfred
R. Holt was granted on motion of Frank V.-'+oods, seconded by D. M. Carpenter.
Ordinance No. 327 (New Series) - An Ordinance amending Section 2.of
Ordinance No. 291 (New Series) entitled: " An Ordinance relating to traffic and regulating
the use of Public Streets in the City of San Luis Obispo etc. was finally passed on motion
of Kline Williams, seconded by D.M.Carpenter upon the following roll call vote:

Application of Helen Noble at.723 Marsh Street for Cafe License was granted
on motion of Frank V. Woods, seconded by 11m. 0. Hall.
Petition of J. 0. Mahoney for a 6 fti. fence along Lot 6 Block 39 was granted
on motion of Frank V. Woods, seconded by Timothy I. O'Reilly.
On motion of Wm. 0. Hall, seconded by D.M.Carpenter, the City Clerk was
instructed to cal] for Sealed Bids on Rubber tired wheel type Bucket Loader -- Bids to
be opened April 3, 1050 at 7:30 P.M.
Communication from Housing; Authority requesting revised statement on Santa
Rosa Park Homes was again held over.
On motion of Kline Williams, seconded by D. M.Carpenter, and by common consent
of the Council, Commissioner Hall was authorized to go to San Francisco to confer with the
Pacific Tel. and Tel. Co. regarding property adjoining the City Hall Site.
On motion of Frank V. Woods, seconded by Timothy I. O'Reilly, the Commissioner
of Public Works was authorized to negotiate for purchase of property on Foothill Blvd,
for a right -of -way.
