City Hall, Recreation Center Bldg. Monday, May 1, 1950 - 7:30 P.M.
The City Council met in regular session; Mayor Timothy I'0'Reilly, presiding.
Present: D.M.C,rpenter, Wm.0.Hall, Timothy I. O'Reilly, Frank V.Woods

The minutes of the meeting of April 17th, 1950 were approved.
This being the time set as per advertised Notice for the sale of real property
to be sold at public auction,- the following bid was publicly opened and read:
Bid of William McCann - Amount of bid $ 2500.00
The Mayor then conducted oral biddinml fromthe floor -- the highest bid being $16,700
made by Lawrence Austin, After discussion, and by common consent of the Council and
on motion of Timothy I. O'Reilly, seconded by FrankV.Woods, the bid of $16,700, made
by Lawrence Air tin was rP1ected and the City Clerk was instructed to advise Mr. Austin ,
of the Council's action.
Communications:
Comm. from Andre P� Andre Re: Housing Units at Santa Rosa Park Homes area -- No action
taken as Council wants to make a further study of same.
Comm. from Fox West Coast.Agency - Re: Stunt Parade -- On motion of Frank V.Woods, secon
by Wm. 0. Hall, the request -:was granted to have a car driven through the streets of the
city on Saturday, May 6th, advertising a special stage attraction to be held at the
Fre*nont Theatre.
Comm. from Mrs.Walter G. Petersen asking the City Council to provide for a crossing guard
at the ihfersection of South Broad and Chorro Streets; on motion of Wm. 0. Hall, seconded
by Frank V.Woods, the matter was referred to the Commissioner of Public Health and
"afety for study and report back to the Council.
Comm. from Harris Music Co. Re: Furnishing; Fiesta music, prior to the parade. On motion
of Frank !goods, seconded by Wm. 0. Hall; the request was granted.
Re: Notice of claim filed by the Hardware Mutual Casualty Co. of Calif.:-
( relative to claim of Louise Ellen Gra_gg,) was presented to the Council, and on motion of
D.M.Carpenter, seconded by Wm. 0. Hall, same was referred to our Insurance Carrier for
disposition.
Communication from S.L.O.County Democratic Central Committee, by Timothy I.
O'Reilly, Chairman, asking permission to erect a street banner from 2 light poles
at the intersection of Morro and Higuera Streets;, on behalf of the fandidacy of Marion
71.19alter for Congress. On motion of Wm. 0. Hall, seconded by Frank V.Woods the matter
was referred to the Commissioner of Public Health and Safety, with power to act.
Cony of the minutes of the Planning Commission dated March 16th, April 6th
andApril 20th, 1950 were ordered received and filed.
Cony of a Resolution of the Planning Commission of the City of San Luis Obispo
recommending to the City Council the reclassification of certain districts was presented
hod on motion of 11m. 0. Hall, seconded by D.M.Carpenter, it was :roved that the City
Council accept the recommendations and City Clerk be authorized to publish Notice of
Hea "ring of proposed amendments of Land Use Plan ( Zoning) Ordinance to be held on the
15th day of May, 1950 beginning at the hour of 7:30 P.M. in the City Recreation Building.
Motion carried.
Conv of Resolution of the Board of Supervisors ordering consolidating of city
election *.with direct primary election on June 6, 1950 was presented and on motion of
Frank V.Woods, seconded by Wm. 0. Hall, it was ordered received and filed.

The application of Reginald D.White dba "White's Horde Kitchen" at 1144 Marsh St. was
referred to the Planning commission on motion of Frank V.Wobds, seconded by Wm. 0. Hall.
The application of Charles F.Gonter for Laundry -Mat at 675 Hipguera St. was held over
as was also the application of W. H. Rideout for Hotel at 979 Osos St.
The petition filed by property owners of Sweeney lane Re; Annexation to the city was

The following applications for transfer of city licenses were granted on motion of
Frank V. Woods, seconded by D.M.Carpenter:

The application for a city license, together with Merchandising Bond filed by
Morton and Horton dba " Morro Bay I- Tari.ne Supply Co. " at 727 Marsh St. was referred to
the City Engineering Dept., on motion of Frank V.Woods, seconded by Wm. 0. Hall.
Claims against the Citv for the month of April were ordered paid subject to the
anoroval of the heads of the respective de m, rtments and the Mayor.
The City Attorney presented a proposed Resolution, setting "pay days"; on motion of
Wm. 0. Hall, seconded by D.M.Carpenter, same was referred to the Commissioner of Finance
for study and report back at the next meeting.
The following Budgets for the fiscal year, 1950 -1951 were presented and on Motion
of D.M.Carpenter, seconded by Wm. 0. Hall, it was moved that the Council study them and
that copies be sent to the City Auditor for calculation. Motion carried.

OLD BUSINESS
The application of Austin K. ? ^!right for Card Table License at 978 Moan St. was granted on
motion of Frank V.Woods, seconded by Wm. 0. Hall.

James Vlaming to Thos. W. Dufurrena and Viola Beane was granted on motion of Wm. 0. Hall,
seconded by D.M. Carpenter.
Communication from Hannaford and Talbot which was referred to Wh. 0. Hall was ordered
received and filed.
Re: Communication filed by Mrs. Esther Gustafson asking to be reimbursed for water line
by the City of San Luis Obispo in the amount of $101.47 was again taken up by the Council
and on motion of Wm. 0. Hall, seconded by Frank V. Woods it :,,as ordered that the claim
be allowed. Motion carried.
Re: Petition filed by H. R. Martinson et al ( property owners of the Goldtree Vineyard
Flock 3 and 4) relative to a formation of a Sanitary. Assessment District was ordered
received and filed on motioZi of D.M.Carpenter, seconded by Wm. 0. ?Mall.
Re: Application of Frank Proud for Lodgin? House and Boarding House at Acreage adjoining
Cal Poly; it was moved by 14m. 0. Hall, and seconded by Frank V. Woods that the
recommen-
dation of the Planning; Commission be adopted and and applicantbe advised of the action
taken by the Council.
