The City Council met in regular session; r.ayor Timothy I. O'Reilly presiding.
Present: D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods
Absent: None
The minutes of the meeting of Sept. 5, 1950 were approved.
This being the time set as per advertised Notice for the sale of Real Property to be sold
at Public Auction. No sealed bids were received. The Mayor then asked if anyone cared
to bid from the floor. No offer made by those present, and no action taken.
Communication from San Luis Clinic,.Dr. Jos. G. Middleton, objecting to certain provisions
in Ordinance No. 309 (New Series), the $25.00 yearly standby charge for 4" fire line,
was referred to Commissioner of Public Works for appropriate action on motion of Frank
V.Woods, seconded by D.M.Carnenter.
Communication from Edward P. Joyce making application for position as Inspector on
the
the Proposed Cittr Hall construction was referred to the City Engineer for personnel
file on motion of D.M.Carpenter, seconded by Kline Williams.
Communication from Helen M. Arnold submitting her resignation as of Oct. 1st, 1950
was presented and it was moved by Wm. 0. Hall, seconded by Kline Williams that the
resignation be accepted.
Petition filed by Al Calkins et al requesting Taxicab zone and dispatching service from
the Ci?ar Store in the Anderson Hotel Bldg. on Monterey Street eras presented to the
Council. After ri.i!zcussion it was moved by Commissioner Woods that the stand be granted.
Motion lost for want of second.
The bond in the amount of 45000 covering George Homer Hamlin as City Engire er was
approved by the Mayor and Council.
Communication from the Volunteers of AmF,rica requesting permission to conduct a tag day
on Oct. 7, 1950 was granted on motion of Frank V.Woods, seconded by im. 0. Hall.
The following applica tions for transfer of City Licenses were referred to the Commission
of Public Health and Safety for investigation and report:
1 - Fremont Hotel - 979 Osos St. from Wm. H. Rideout to Mabel H. Gnesa
2 - Dinner Gong Lodging House 662 HiFuera St. from Eunice L. Peterson to Wm. Mercer

Hartford Accident and Indemnity Co. bond in the amount of $500 and.registration fee of
?15.00 received and on motion of K1ineWilliams, seconded by D. ]'',7. Carpenter, it tea ordere
that the surety he accepted, bond approved and registration granted.
A.nplication for transfer of Alvin R. Dillon ( OilWagon) to Marvin C. Adams, dba " Adams
Heating Service" was granted on motion. of Frank V.Woods, seconded by Kline Williams,
Petition filed by Greer. Bus for change in service schedules and Bus Stop changes was
granted by the Council on motion of Wm. O.Hall, seconded by Frank V. Woods.

Claim filed by John Pedroni, 1886 Loomis St. in the amount of $2.75 for repairs to 3(
Washinm Machine caused by dirt in water main was referred to the Commissioner of Public
1,1orks, with power to act.
Claim filed by H. L. McLautihlin in the amount of $00 for trimming trees as-per bid
submitted,- it was moved by Wm. 0. Hall, seconded by Frank V.Woods that the work be
approved and claim paid.
The application of Wilbur Owens for Card Table License at 162 Higuer a Street was granted
on motion of Frank V.Woods, seconded by Kline Williams.
Mayor O'Reilly nominated Dave Ulansky as a member of the Park, Playground and Recreation
Commission; the nomination was unanimously approved by the Council.
It was moved by Frank V.Woods, seconded by Wm. 0. Hall that henry Tonini be granted a
Military Leave from the Fire,Dept. as of Sept. 1, 1950.
On motion of Frank V.Woods, seconded by WmI. 0. Hall, Lawrence Elsea was appointed
Police Sergeant as of Sept. 16, 1950.
It was moved by Wm. 0. Hall, seconded by Timothy I. O'Reilly that the following salary
schedules be established in the Public Works Department:
Street .Sweeper Operator 285.00 per month
Maintenance Helper 250.00 " "
Clerk -Secy. Engineer's Office 175.00
Meter Reader & Meter Repair men 217.00
Or motion of Kline Williams, seconded bit Wm. 0. Hall, and by common consent of the
Council, it was ordered that the City offer part of the Santa Rosa Park as a site for
the Proposed Nuss Memorial Swimmino- Pool.
It was moved by Frank V.Woods, seconded by D.14.Carpent.er, that the City also offer to
make the pool a function of the City Recreation Department for the purpose of operation
and maintenance.
Mr. E.J.L. Peterson, District Engineer of the State Highway was present and presented a
r
man showing the Proposed. Freeway thru the City which shows the closing of Broad Street
at the Freeway.
Richard Harris and Frank Cheda, acting as spokesmen for a groupof petition signers opposing
the State's proposal to close Rroad Street and make Chorro Street a separated Grade
Crossin, presented their argument to the Council, and suggested a Public Hearing on the
matter. After discussion, the Council voted tohold a Public Hearing on the matter at the
next regular Council meeting, Oct. 2, 19500
It was moved by Wm. 0. Hall, seconded by Timothi.r I. O'Reilly that all employees in the
City Collector's office be bonded in the amount of $5000 each.
On motion. of Kline Williams, seconded by D.M.Carpenter, the meeting adjourned to Tuesday,
Sept. 26th, 1950 at 7:30 P.M. upon the following roll call vote:
