Present: D.M.Cprpenter, Fred Lucksinger, Timothy fi. O'Reilly, Frank V. Woods .Absent: Paul W. Dpvis The Minutes of the meetings.of July 2nd and July 9, 1951 were approved. First order of business This being the time set as per advertised Notice for receiving Bids on the Murray St. Paving Job,- the following bides were publicly opened and read: Bid. No. 1 - submitted by Madonna Construction Co. inthe amount of $ 10,187.80 Bid No. 2 - " " Walter Bros. " " " " 129116.00 After review and Study by the Council it way moved by D.M.Carpenter, seconded by Frank V.'Ioods that all bids be rejected, as too-high above the Engineer's estimate and the City Clerk be instructed to readvertise for bids to be opened at the meeting of August 61 1951 at 7:30 P.M. Certificate from the Secretary of State, certifying approval of Annexation of Ferrini Addition in the City of San Luis Obispo was ordered received and filed on motion of D.M.Carpenter, seconded by Frank -V.V+oods. RE: FOOTHILL BLVD. , ET AL- PROJECT NO. 51 -1 Tf July 16, 1951 " "The Council of the City of San Luis Obispo met in regular session in the Council Chambers, Recreation Building, in said City, at 7:3U o'clock P.i:, on July 16, 1951. Roll Call 1. On roll call there were present Councilmen Carpenter, Lucksinger, Woods and O'Reilly. Also present were the City Clerk, City Attorney, City Engineer and Attorney Kenneth I. Jones, Jr, of the law firm of Kirkbride, Wilson, Harzfeld & Wallace. Absent: Paul W.navis1; Councilman. Foothill Blvd., et al - Project No. 51 -1 The Mayor announced that the Council would now consider the proceedings for sewering the nropPrty in Improvement District No. 2. �l - Resolution No. 1023 (New Series) - Requesting that City Health Officer recommend Proceedings Under Appropriate Special Assessment and Assessment Bond Acts, or Other Appropriate Proceedings, for the Construction of Sewage Facilities, as' necessary as a Health Measure, was read. On motion by Councilman D.M.Carpenter, seconded by Councilman Frank V.Woods and unanimously carried, said resolution was adopted. The Clerk read a letter from the Health Officer relating to said project. On motion_ by Councilman D.M.Carpenter, seconded by Councilman Fred Lucksinger and unanimously carried, said letter was ordered spread on the minutes of the Council, as follows: ' July 16, 1951 " Honorable City Council, of the City of San Luis Obispo, Gentlemen re: Foothill Blvd. et al Sanitary Improvement District No. 2 - Project 51 -1 I am acquainted with the sanitary sewerage project which you propose to undertake pursuant to special assessment and assess- ment bond proceedings, or other appropriate proceedings, which project is more particularly set forth in your Resolution Requesting Consent of Health Officer. I recommend, as necessary as a health measure, that you undertake r_roceedin?s pursuant to appropriate special assessment and assessment bond acts of this State, or other appropriate proceedings; as you shall determine, for the construction of said imnrovements and for assessing or taxing the properties to be benefited thereby. On motion of Councilman D,M.C.-�rnenter, seconded by Councilman Fred Lucksinger and unanimously carried, said resolution was adopted. X60 '?3 Resolution No. 1025 (New Series) - Determining -to Undertake Proceedings pursuant to the Municipal Improvement Act of 1913 and the refurding Assessment Bond Act of 1935 as Modified in the Municipal Improvement Act of 1913 for the construction of Sanit ?ry Sewage Facilities and'Anpurtenences without proceedings under Division 4 of the Streets and Hirrhurays Code, was read. On motion of Councilman Fred Lucksinger, seconded }her Co>>ncilman D.M.Carpanter and uhanimously carried, said resolution was adopted. 4L. Resolution No. 1926 (iu?w Series) - of Intention to construct Sanitary Sewerage Systerp, was. read. On moticn of Councilman Fred Lucksinger, seconded by Councilman D.M. (Carpenter, and unanimously carried,said resolution was adopted. The City Enmineer presented his report consisting of plans, speci_ficatioins, maps jand descriptions, estimate of cost and diagram and assessment and he, the City Attorney and Mr. J„nes explained them to the'Co,incil. The documents were considered and examined by the Council and presented to the Clerk for filing. 45 Resolution No. 102. New Series of Preliminary 4 � ) - � Approval of City Engineer's Report was read. On motion of Councilman D.M.Carpenter, seconded by Councilman Frank IV.Woods, and unanimously carried, said resolution was adopted. 46 Resolution No. 1028 (New Series) - Establishing Prevailing Wage Scale, was read. On motion of Councilman D.M.Cernenter, seconded bir Councilman Frank V.Woods and unanimously carried, said resolution was adopted. From M & N Cab Co. requesting permission to transfer present taxi stand from 713 Marsh Street to 1767 Monterey St., was granted on motion of Frank V.Woods, seconded by Fred Lucksinger. 2. From Barbers Local No. 767 Re: Police Officer acting as barber without State License was referred to the Commissioner of Public Health and Safety for investigation and report on motion of Fred Lucksinger, seconded by D.M.Carpenter. 3. From City Recreation Commission reauesting permission to advance the Teen Canteen the sum of $150.00, was approved by the Council on motion of Fred Lucksinger, seconded by Frank V.Woods. Application for transfer of Jesse and David i•Iunoz, dba "Checker Cab Co." at 965 Higuera St. to Asher B.Shaw, dba "Checker Cab Co. " at 965 Higuera St. way referred to the Commissioner of Public Health and Safety for investigation and report on motion of Fred Lucksinger, seconded by D.M.Carnentet. The 1951 -1952 Revised approved Budget was finally approved on motion of Fred Lucksinger, seconded by D.M.Carnenter. On motion of Frank V.Woods, seconded by D.M.Carpenter, payment No. 8, in the amount of $400.00 was ordered paid to Wm. Decker Holdredge for supervision on City Hall Contract. The following reports were ordered received and filed: City Building Inspector's Report for the month of June,'1951 City Clerk's n rr rr On motion of Fred Lucksinger, seconded by Frank V; Woods, and by common consent of the Council, it was ordered that the taxes be cancelled for the tax year 1950 -51 on the following properties: A & N :amboni , part of Block 15 Howard V. ec Louise A.Kirtland, Part of Block 15 Katherina, Carroll & Anna Paiva, Part of Lot 3 Block 19 Evel�me Righetti et al - Part of Lot 6, Block 15 Tab k Louise Marquez - Part of Block 15 The above properties having been acquired by the City of San Luis Obispo. The following matters were ordered received and filed on motion of D.M.Carpenter, seconded by Frank V.Woods: Petition from G.W.Baker, Pt al Re: Marsh S }.reet traffic lights Communication from Division of Hiahwaysand form of Agreement covering Proposed installati of Traffic Control Lights on Marsh Street. Communication from S.L.O. City Schools Re: construction of sidewalks near Teach School. On motion of Frank V. Woods, seconded by Fred Lucksinger, the City Attorney was instructed to draft New garbage Ordinance amending present collection rates. Commissioner Carpenter was granted permission by the Council to hire Carl E.Young ( who is now working at the Sewer Disposal Plant) as Operator at the Water Filtration Plant t- replace A.F.Davis who declined the position. Mr. Carpenter was also granted permission to send Mr. Young to other cities to Study" Plant Operations."
