The following matters were held over:
Discussion on State Retirement for City Employees and review of Social Security program
for purpose of resubmitting to the City Employees.
Estimate of cost on Air Raid Alarm System.
Proposed Ordinance as submitted, transferring the Assessing to the County
Assessor was presented to the Council. It was moved by Commissioner Davis the Ordinance
be passed to print; after discussion the City Clerk was instructed to present county
'
assessed values as compared to the city value for Council's consideration.
On motion of D.M.Carpenter, seconded by Frank V.Woods the meeting adjourned.

The minutes of-the meeting of Nov. 5, 1951 were approved.
This being the time set for receiving sealed bids on Comprehensive General
Public Liabilitv Insurance and Auto Fleet Insurance for the City of San Luis Obispo.
The following bid was publicly opened and read:
Ed Atkinson ( Farmers Insurance Group) - submitting bid on,
Item No. 1 - Amt. $ 934.12 Comprehensive P. L.
2 - " 1174.92 Auto Fleet
Premium 2109.05
Plus renewal fee 50.00
TOTAL 2159.05
On motion of Fred Lucksinger, seconded by Paul W.Davis the bid was awarded to Farmers
Insurance Group in the amount of $2159.05.
Communication of Chamber of Commerce requesting payment of $2500 as budgeted in the
1951 -52 budget was submitted to the Council and on motion of Paul W.Davis, seconded by
Timothy I.0'Reilly was ordered paid,- money to be used for advertising purposes only.
Communicationfrom Clayton E.Fluitt submitting his resignation from the Spn Luis Obispo
Police Dept. effective Dec. 1, 1951 was read, and on motion of Frank V.Woods, seconded
by Timothy I. O'Reilly, it was moved the resignation be accepted and communication filed.
Communication from Asher B.Shaw applying for Taxi stand at the Anderson Hotel; on
motion of Fred Lucksinger, seconded by Timothy I.0'Reiiiy, it was ordered the matter be
deferred until the new Ordinance is in effect.
Communication from Los Angeles Chemical Co. submitting contract for the year 1952 for
chlorine was referred to the City Engineer for report.

On motion of Paul ?,'.Davis, seconded by Fred Lucksinger, the ( Labor and
Material) and Faithful Performance Bond posted by Henry Dalessi covering the Foothill
Blvd. Street Imp. Job was approved and the Mayor authorized to sign the contract -- (
the contract price being $6296.50.)
Ordinance No. 355 (New Series) - An Ordinance amending Ordinance No. 122
(New Series) entitled: " An Ordinance regulating traffic upon and the parking of Vehicles
on the Public Streets of the City of San Luis Obispo" by adding section 4.7 was finally
passed on motion of Fred Lucksinger, seconded by D.M.Cerpenter, upon the following roll cal]
vote:

Petition filed by Frank Funk et al requesting 15 minute zones in front of
their establishments be-established if unlimited parking is permitted, was ordered received
and filed on motion of Fred Lucksinger, seconded by Timothy I.0'Reilly.
Communication from Ralph Westfall suggesting addition to the present Zoning
Ordinance, adding z C -3 zone; on motion of Paul W.Dnvis, seconded by Fred Lucksinger, the
matter was referred to.the Planning Commission to recommend for approval or disapproval.
Resolution No. 1062 (New Series).- A Resolution authorizing the City Council
to enter into a Utilities Agreement with the State of California was passed and adopted on

Proposed Ordinance for As-essment of City Property
Communication from Anita M. Hathwgy regarding refund on water line on Ellen Way
was referred to the City Attorney and City Engineer for proper agreement.
Communication from Mrs. Dollie McKeen requesting loading zone ih the 1200 block
Garden Street was denied on motion of Fred Lucksinger, seconded by Timothy I. O'Reilly
and the City Clerk instructed to advise Mrs. McKeen by letter.
Communication from City Planning Commission Re: C.A. Maino application for signs
on lower Higuera St., the Commission recommended the application be denied and on motion
of Fred Lucksinger, seconded by Frank V.''�oods it was ordered the recommendation of the.
Planning Commission be adopted and communication received and filed.
Mayor O'Reilly reported Officer Bettencourt had been reprimanded and cautioned
against activities,which might lead to further complaints and he is now under orders
of the Commissioner of Public Health and Safety and the Police Department.
Communication from,Smee Plumbing Co. Re: refund on plans was again referred to
the City Attorney for reply.
Fred L. Gist,.I'hairman of the City Planning Commission, appeared before the
Council concerning future planning, and suggested that one or more present employees
from the Public Works Dept. be designated for Special training and that the City of San
Jose had offered to provide free training of this kind. Mayor O'Reilly stated money had
beenbudgeted for such an item, and assured him the Council would approve the.program.
Communication from the division of Highways.requesting cancellation of taxes on
property acquired for highway purposes,and on motion of D.M.Carpenter, seconded by
Timothy I. O'Reilly, it was ordered the taxes be cancelled on the properties listed.
