It was ordered by Timothy I.O'Reilly, seconded by Frank V.Woods that W.C.Long be under the supervision of the City Engineer and be assigned inhere needed. On motion of Frank V.Woods, seconded by Fred Lucksinger, Earl Rodgers was appointed Regular Police Officer on a six months probationery period as of December 1, 1951. Commissioner of Public Works was authorized to hire Melvin G. Bakeman as Relief Onerator at .111.10 per shift. On motion of Frank V.Woods, seconded by Fred Lucksinger, the Police Department' P was authorized to purchase a three wheel motorcycle out of "Motor Vehicle In Lieu "money. There being no further business, the meeting adjourned on motion of FrankV.[tioods seconded by Fred Lucksinger. Davis, Fred Lucksinger, Timothy.I.O'Reilly, Frank V.Woods Absent: None The Minutes of the meeting of December 3, 1951 were approved. This being the time set for calling for Informal Bids on Gasoline, Oils and ,reases for the city's rmquirements for the year 1952, the following bids were received- 1 - Seaside Oil Co. 5 - Standard Oil Co. 2 - Shell Oil Co. 6 - J. B. Dewar 3 - General Petroleum Co.' 7 - Signal Oil Co. L - Texas Co. 8 - Union Oil Co. After review and study by the Council, the bids were referred to the Commissioner of Supplies on motion of Frank V.Woods, seconded by D.M. Carpenter. Richard F.Harris acting as spokesman for the N.S.G.tV. appeared before the Council requesting permission be granted the local Parlor,the honor of dedicating the new City Hall and desired to know about the matter so they could ask the District Officers to be present for the ceremony. On motion of Frank V.Woods, seconded by Timothy I. O'Reill. the Council gave its anproval, with the understanding; that other local organizations would be allowed to participate, The City Clerk was instructed to advertise for Bids on the furniture for the new City Hall- bids to be opened January 7, 1952. Communication from Richard Miller,Executive Secy, requesting authorization to purchase a Duplicating Machine ( for use of all city departments) on a rental- purchase basis was granted on motion of Paul W. Davis, seconded by Fred Lucksinger. 6ommunication from Richard Miller, Executive Secy., submitting findings -on survev of 17 cities in regard to a Retirement Program was prbsented to the Council. The Council instructed Mr. Miller to continue his study of the need for a local retirement elan and to report again on the matter. 1 1 u 1 1 1 1 3 �7 It was moved by Frank V, Woods,seconded by D.M.Carpenter that the City renew their membership in the Lenmue of California Cities for the year 1952 at an annual cost or ?N135-00- Communication from Storrs H.Smith, Scout Executive, requesting permission to hook on water and sewer line at the Recrration Center was referred to the Commissioner of Public Works, with power to act, on motion of Frank woods, seconded by Fred Lucksinger. Commi.inication from Chas. Porter submitting estimate cost on water line con- structicn and connection in Tract No. 6h. was ordered received and filed on motion of D. M.Carpenter, seconded by Timothv I. O'Reilly. Commissioner Davis voting "No ". It was moved by Fred Lucksinger, seconded by aul that the City pave Rafael ".Tav by reason that the people on that street have actually carried out their part of what they understood to be an Agreement with the City_.. O'Reilly, Frank V. Woods Noes: Paul Davis Absent: None After discussion on Policy covering Water Refunds on water extensions, it was moved by Frank V.Woods, seconded by Timothy I. O'Reilly that the City Attorney be directed to draft an Ordinance covering "No Refund " -onfuture Subdivision Water Systems, which would make this Policv effective,upon the following roll call vote: Ayes: D.M.Carpenter, Fred Lucksinger, Timothy I. O'Reilly, Frank V. Woods Noes: Paul ,':T. Davis Absent: None Commissioner Davis suesested to amend the motion to notify all contractors contemplating subdivisions here -and asking for their suF.Pestions).
