Present: D.M.Carpenter, Fred Lucksinger, Timothy I. O'Reilly, Frank V. Woods Absent: Paul W. :Davis The Minutes of the meeting of Jan. 21st, 1952 were approved. This being the time set for receiving bids ( as per advertised Notice) on, Item No. 1 - Santa Rosa St. Water Line Relocation Item No. 2 - Chorro St. Water Line Relocation the following bids were publicly opened and read: Santa Rosa St. Water Line Relocation 1 - Bob Bosnyak 4575.00 2 - Engineers Limited Pipe Line 4271.50 3 - L. Co. 6541.6$ After review the bids were referred to the Commissioner of Public Works for study and report on motion of Frank V.Woods, seconded by Fred Lucksinger. i 397 Petition filed by Hubert H. Semans et al ( 83 signers) property owners in the Mt. Pleasanton area protesting the installation of unsightly street lighting system now be installed by the City and the P. G. & E. Co. and requested the project be abandoned was presented to the Council. Mr. Seaman acted as spokesman for the group, stating that 901 were opposed to the tall poles replacing the present system which is buried under- ground. Mayor O'Reilly told the group that the City has asked the P. G. &. E Co. to halt the work except on Chorro St. which is a street of major importance and must be well lighted for safety r egsons. After further discussion, the Council asked for additional time to study the problem, and assured the group that the project would go no further at this time, except on Chorro Street. Some 20 residents from the McMillan Tract appeared before the Council to ask what help they could expect from the City to correct their problems which were causdd by wgter from the recent rain storms. Principal complaints were the overflowing of culverts resulting in overflowing streets and causing damages to several homes. City Engineer, Homer Hamlin, told the group that the City is asking the Subdivider to enlarge two culverts which have proven inadequate and that the City has not accepted the McMillan Subdivision yet. The Mayor assured the grouo that their complaints about inadequate inspection would be gone into on the City level,- but not to confuse the city's res- ponsibility with that of the Veterans Administration. The applicatioh of Hyman Ruden for Vending Machine Operator was referred to the Commissioner of Public Health and Safety, with power to act, on motion of D. M. Carpenter, seconded by Timothy I. O'Reilly. 69 8 The application of Marvon Sumner for Dance.at the Veterans Memorial Bldg. on Feb. 28th,.1952 was granted on motion of Frank V. Woods, seconded by Fred Lucksinger, providing he furnish two police officers at his expense. Claims against the City for the month of January, 1952 were ordered paid subject. to the approval of the heads of the respective departments and the Mayor. The following reports were ordered received and filed: City Collector's Report for the month of January, 1952 Police Judge's Police Dept. O'Reilly, Frank V.Woods Noes: None Absent: Paul W.Davis Resolution No. 10$4 (New Series) - Resolution Designating Legal Holidays was passed and adopted on motion of Frank V.Woods, seconded by Fred Lucksinger upon the following roll call vote: Ayes: D.M.Carpenter, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Absent: Paul W.Davis Resolution No. 1085 (New Series).- Resolution requesting League of California Citiesto sponsor Legislation setting up "Public Defender" for Public Utlity Commission Hearingz was passed and adopted on motion of D.M.Carpenter, seconded by Frank V.Woods upon the following roll call vote: Ayes:D.M.Carpenter, Fred Lucksinger, Timothy I. Davis Ordinance No. 356 (New Series) - An Ordinance reclassifying as R -2 certain lots and portions of lots in the Deleisseguez Addn. was finally passed on motion of D.M.Carpenter, seconded by Frank V.Woods upon the following roll call vote: Ayes: D.M.Carpenter, Fred Lucksinger, Timothy I. O'Reilly, Frank V. Woods Noes: None Absent: Paul W.Davis Communications , From the Division of Highways Re: cancellation of tax on Frank Cheda property acquired for highway purposes was authorized by Council, on motion of Frank V.Woods, seconded by Timothy I. O'Reilly. Communication from Karleskint's Re: landscaping City Hall Grounds was ordered received and filed on motion of Timothy I. O'Reilly, seconded by Frank V.Woods. Communication from A. Madonna offering to purchase a portion of the hillside land in Laguna Tract was referred to the Commissioner of Public Works, on motion of Frank V. Woods, seconded by Fred Lucksinger. Communication from D.A.V. National Headquarters, Cincinnati, Ohio, requesting permission to show exhibit of Ripley's BELIEVE IT OR NOT personal collection of oddities was referred to Local D.A.V. Chapter.No. 45 on motion of Frank V.Woods, seconded by Fred Lucksinger. 1 s 1 LI 1 Communication from Van Tonkins, from Sherman Oaks, Calif. Re: exorbitant cost for the policing of dances in San Luis Obispo stating he thought four officers were unnecessary, and after discussion and by common consent of the Council it was agreed they be required to furnish only two officers when Military Police are furnished by the Army. Communication from Miss Alness McRae filing claim for accident was referred to Insurance Carrier. Auditor'sGrundell's Report submitted covering the period July, 1951 through Dec. 31, 1951 was referred to the Commissioners of the respective departments and the Executive Secy. for study. Summary,of Revenue and Expense covering the six month period ending Dec. 31, 1951 as prepared by Mr. Miller and communication from Mr. Miller submitting report on the Summary of Revenue and Expense was referred to the Several Commissioners with in- struction to check with the Executive Secy. and the Department Heads, on motion of D.M.Carpenter, seconded by Fred Lucksinger. Communication from Mr. Miller.requesting authority to conduct an Election on Friday Feb. 8, 1952 on "Retirement Plans" was granted on motion of Frank V.Woods, seconded by Fred Lucksinger. Communication from W. M. Lyles Co. calling to the attentionof the Council, reanns for not bidding on Santa Rosa and Chorro Streets Water Line Relocation was ordered received and filed on motion of D.M.Carpenter, seconded by Fred Lucksinger. Communication from Valley Paving and Construction Co. asking permission to temporarily suspend construction on Santa Rosa St. Paving Construction was referred to the City Engineer for reply. Communication from Anderson Hotel Barber Shop requesting Taxi Stand in front of their place of business be discontinued and Parking Meter be replaced. On motion of D.M.Carpenter, seconded by Timothy I. O'Reilly, the request was granted. Communication from Mrs. Helena Joyaux, 283 Chorro St. submitting claim for damage caused by creek water was referred to the City Engineer for investigations and filed. Report of the Pound Master for the month of January, 1952 was ordered received The Council approved the Rate and Zone Map as submitted by the Licensed Taxi- cab Operators. Communication from Wm. Calloway denying that his calf was killed by Wild dogs as reported by the Police Dept., was ordered received and filed. On motion of D.M.C= rpenter, seconded by Timothy I. O'Reilly, Richard Miller was authorized to attend the Administrative Officers meeting conducted by the League of California Cities, to be held in Riverside, Calif. Feb. 20th thru Feb. 22nd, Old Business The following matters were held over: Communication from H. D. McLaughlin requesting refund on contractor's license Communication from Shaw and Noble Re: regulating the hours of operating Taxicabs as required in the new Taxi Ordinance. Estimate of Cost toinstall Air Raid Alarm System Communication from Anita Hathway Re: refund on water line on Ellen Way was ordered received and filed on motion of D. M.
