First Order of Business: Jess Zanoli, Chairman of the Native Sons of the Golden West appeared before the Council and presented a tape recording of the Citl.* Hall Dedication Ceremonies ( Sattprday, May 3, 1952). In accepting the recording, Mayor O'Reilly said it would be placed in the City Clerk's charge, and that it would be carefully preserved for future generations. A Public Hearing by the City Council of the Proposed Amendments of Land Use Plan ( Zoning) were read at this time as per advertised Notice. No written or oral protests were offered. Ordinance No. 362 (New Series) - An Ordinance amending Ordinance No. 292 ,(New Series) entitled " An Ordinance to regulate, restrict and se. gregate the location of industries, business, trades, apartments, etc, was passed to print on motion of Frank V. Woods, secon.ded by D.M.Carpenter upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Dsvis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods Noes: None Absent: None Ordinance No. 353 (New Series) - An Ordinance reclassifying as R -3 Certain Real Property in the City of San Luis "bispo was passed to paint on motion of D.M. Communications: From the State of California, Regional Water Pollution Control Board Re: quality of the effluent being discharged into S.L.O. Creek was referred to Mayor O'Reilly and Com- missioner of Public Works, D.M.Carpenter, for proper action, onmotion of Frank V.Woods, seconded by Fred Lucksinger. From the Elks Lodge of Santa "'aria, Calif. inviting members of the City Council to participate intheir Annaul Rodeo and Parade was referred to the City Clerk for reply. Communication from the California State Poly College submitting Proposed Contract for water was presented to the Council and on motionof Frank V.Woods, seconded by D.M. Carpenter, the Mayor was authorized to sign. Resolution No. 1099 (New Series) - I A Resolution authorizing the City Council to enter into Standard Service Agreement with the State of California concerning furnishing water to California State Polytechnic College was passed and adopted on motion of Frank V.Woods, seconded by D.M.Carpenter upon the following roll call vote: Ayes: D..M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods Noes: None Absent: None Communication from the Divieion of Highways Re: Rights for the construction of an Extensilon of Third Street thru a portion of Santa Rosa Park property was referred to the Commissioner of Public Works and the City Attorney. Ordinance No. 364 (New Series) - An Ordinance to provide for computing and collecting special sewer connection charges fromannexed areas and from certain areas within the City was _introduced and passed to print on motion of Fred Lucksinger, seconded by Frank V. Woods upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods- Noes: None Absent: None Communication from Richard Miller, Executive�Secy. setting up employment standard for Job Classifications for City Employees was approved and adopted by common consent of the Council. Communication from the Assembly of God Church requesting permission to erect fireproof tent for the purpose of holding Evangelistic Meetings was referred to the Commissioner of Public Health and Safety, with power to act, om motion of Frank V.Woods, seconded by D.M.Carpenter. 3 4 Petition from Clara Olgiati et al ( See following Resolution ) Resolution No.1100 (New Series) - A Resolution of the City Council of the City of San Luis Obispo, County of San Luis Obispo, relative to the annexation of certain unin- habited territory to the City of San Luis Obispo, commonly described as "The Olgiati Addition'?' was passed and adopted on motion of Frank V.Woods, seconded by D.M.Carpenter upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.0'Reilly2 Frank V.Wodds Noes: None Absent: None Map filed by Chas. On motion of Frank V.Woods, seconded by Paul W.Davis, the following appointments were made and approved by the Council: Wm, T. Contract Estimate No. 4 - $ 1148.17 Bob Bosnyak - Chorro St. Mater Line Relocation Contract Fstimate No. 1 - 4093.96 Henry Dalessi - Foothill Street Imp. Santa Rosa to S.P.R.R. Estimate No. 2 - 3222.00 On motion of Frank V.Woods, seconded by Paul W.Davis, it wasmoved that the Council give consideration of a five day work week; the matter was referred to Mr. Miller for study, withparticular reference to its probable cost. The City Clerk was authorized to hire extra help for field work on an hourly basis ( $1.60 per hr.) The resignation of Dean Brown, Plant Operator, was accepted as of May 151 1952. The City Engineer was authorized to hire Relief Sewer Plant Operator for the period June 7th thru Au7ust 31st, 1952, Mayor O'Reilly appointed Fred Lucksinger, Frank V.Woods and Paul W. Davis as a committee to work out a policy for use of the City Hall by individual groups. Mayor O'Reilly appointed Frank D. Muzio as a member of the City Planning Commission succeeding B.W.Oberholser who has moved from the City. The appointment was unanimously approved by the Council. City Engineer, H.G.Hamlin, Executive Secy. Mr. Miller, and Chief of Police Heidorn were appointed members of a "Standing Committee" to study Traffic Probjems.
