By common consent of the Council, the transfer of the Lucky Cab Co., 1025 Morro St. from Baxter Mullis -to L.P.Silver and J.A.Wilbert, dba ''Lucky Cab Co." was approved, subject to Ordinance regulations, on motion of Frank V.Woods, seconded by Paul W.Davis. Communication from Eugene C. Petrick Re: proper drainage inthe 1800 Block Corralitos Ave. was referred to the Commissioner of�Public Works, with power to act. Corn-,unication from the Housing Authority asking for installation of water meter at Santa Rosa Park Homes was referred to the Commissioner of Public Works, withpower to act. The Council met in regular session; Mayor Timothy I.O'Reilly presiding. Present: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods Absent: None The Minutes of the meeting of May 5th, 1952 were approved. Odis Doyle, Chairman of the Fiesta Parade Committee appeared before the Council outlining the parade route and plans for detouring thru traffic. The plan was approved by the Council. The following applications for contractor's licensds were presented to the Council and on motion of Paul W.Davis, seconded by Fred Lucksinger the bonds were approved, sureties accepted and licenses ordered granted: 1 - Chas. G. Wiswell, Pismo Beach, Class "C" - 'General Contractor 2 - Robert R. Blanchard, ©ceano, Class "E"- Water Well Drilling 3 - Kenneth R. Shumway, Halcyon, Class "C" - General. Contractor The application of Clarence R.Green of Shell Beach for Mdse. ( Vending Candy Machines) at various locations was granted on motion of Frank V.Woods,- seconded by D.M. Carpenter. The Merchandising Bond written by St.Paul Indemnity Co, covering Gutcher Music Co. 1030 Nipomo St. was approved and surety accepted on motion of Paul W.Davis, seconded by Timothy I. O'Reilly. Commission Report ( Sixth Annual Report, 1951 -1952) Communications: From Sandy Leguina Re: appointment of Commissioner to Park Recreation Commission was presented to the Council and on motion of D.M.Carpenter, seconded by Frank V:. Woods it was moved that Wm. T.Smith be reappointed. The appointment was unanimously approved by the Council. 5 I Communication from Fred L. Hanson, Adj. Veterans of Foreign Wars, inviting the Mayor and Council to participate in the Memorial Day Parade, May 30th. Mayor O'Reilly in- W.A.Robertson, Johnson Ave. Water Line Imp. - Bishop to Laurel - structed the Clerk to inform the Adjutant he would attend. Communication from the City Planning Commission urging the Council to adopt an Ordi- nance providing for "Off Street Parking " for duplex or multiple housing units, to provide for one car space for each unit. The communication was referred to Mr. Miller for report) Communication'f rom the Executive Secy. submitting Report on five day work week was 3 - 6$$.94 ( due 35 days from May 19, 1952) presented to the Council and after discussion the matter was held over. Communication from the Ministerial Assn. of S.L.O. requesting permission to hold 2 - evangelistic Street Meetings at the corner of Osos and Monterey St. was granted by common consent of the Council. Communication from the American Legion Auxiliary and Veterans of Foreign Wars re- Estimate - - questing permission to sell Buddy Poppies on the city streets on May 23rd and 24th were granted on motion of Frank V.Woods, seconded by -Fred Lucksinger. Change Orders: Communication fromthe Trojan Construction Co. of Oxnard, requesting the City to accept the streets as dedicated in the McMillan Manor Tract No. 9 and the City Clerk Engineers be authorized to release the surety bond of the Glens Falls Issurance Co. securing the performances of this work. After discussion Edwin C.Johnson, representing the Trojan Construction Co. agreed to, henge Order No. 2 - Amt. $ 91.50 (1) - Require the Sub - Contractor to clean up the streets in the Tract to the City's satisfaction. (2) - To Ehare up to $1000 in one -half the cost of a Storm Drain along Foothill Blvd. for some 200 feet eastward from Rincon Drive. No official action taken by at this time, awaiting further report from the Commissioner of Public Works and the City Clerk was instructed to call for bids on the following projects: City Engineer. Resolution No. 1101 (New Series) - A Resolution of Intention to approve Contract 1 - providing for Participation in State Employees' Retirement System was passed and adopted P.M. on motion of Paul W.Davis, seconded by Frank V.Woods upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods ' 2 - Extension of San Luis Drive, Project No. 0152 - Bids to be opened June 2, 1952 Noes; None P.M. Absent: None 3 - Resolution No. 1102 (New Series) - A Resolution authorizing the Granting of an Easement to the Union gil Co. of California was passed and adopted on motion of D.M.Carpenter, seconded by Timothy I. Pipeline Co. - Santa Rosa St. Water Line - henge Order No. 2 - Amt. $ 91.50 No. 3 - 31.45 The City Clerk was instructed to call for bids on the following projects: 1 1 - Pismo Street Imp. Project No. 0252 - Bids to be opened on June 2, 1952 at 7:30 P.M. 2 - Extension of San Luis Drive, Project No. 0152 - Bids to be opened June 2, 1952 at 7:30 P.M. 3 - Sludge Digester Plant Extension - Bids to be opened June 16, 1952. Oh motion of D.M.Carpenter, seconded by Frank V.Woods and approved by the Council, it was ordered that the cost of building the Residence at the Filtration Plant be charged against the Filtration Plant Bonds Account. On motion of D.M.Carpenter, seconded by Frank V.Woods-it was ordered that C. Escalante be re- classified as Meter Repair Man at $268.00 per month as of May 16, 19526 1 J 1 1 Resolution No. 1103 (New Series) - A Resolution amending Resolution No. �- 1090 (New Series), relating to Salary Classifications was passed and adopted upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.David, Fred Lucksinger, Timothy'I.O'Reilly, Frank V.Woods Noes: None Absent: None By common consent of the Council an Agreement was authorized between the City of San Luis Obispo and Chas. E.Bowden, whereby he agrees to reimburse the City of SanLuis Obispo $500 for Sewer Extension, said reimbursement to be made as follows: 100 to be paid on or before July 1, 1952 and $100 to be paid on or before January 1st of each year commencing Jan. 1st, 1953, until the same is paid in full, and on motion of D.M.Carpenter, seconded by Timothy I. O'Reilly, the City Clerk was instructed to pay the Smee Plumbiryg Co., $500.- the cost of running the extension. Old Business Ordinance No. 363 (New Series) - An Ordinance Reclassifying as R -3 Certain Real Property in the City of San Luis Obispo was finally passed on motion of D.M.Carpenter, seconded by Fred Lucksinger upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Absent: None Communication from the Division of Highways Re: Rights for the construction of Third Street was held over at request of the City Attorney. The following mattes were ordered received and filed: 1 - Communication from the Assembly of God Church Re: evangelistic meetings. 2 - " from Eugene C. Petrick Re: Proper drainage in the 1800 Block, Corralitos Ave. ( condition corrected and communication ordered filed.) 3 - Comm from the Housing Authority asking for installation of water meter at Santa Rosa Parks, was turned down at the request of the Fire Chief and communication ordered fil( There being no further business, the meeting adjourned on motion of D.M.
