Present: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Absent: None The Minutes of the meetings of Oct. 20th and Oct. 27th were approved. First Order of Business: PUBLIC HEARING A Public Hearing by the City Council of Proposed timendment of Land Use Plan ( Zoning) Ordinance was read at this time as per legal notice. No written or oral protests were offered and on motion of Fred Lucksinger, seconded by D.M.Carpenter, the following ordinance was passed to print;.- Ordinance No. 374 (New Series) - An Ordinance reclassifying as C -2 certain real property in the City of San Luis Obispo was passed to print on motion of Fred Lucksinger, seconded by D.M. Carpenter, upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Absent: None Communication from Division of Highways requesting cancellation of City Taxes on certain properties acquired for Highway purposes was referred to the City Clerk for study and report on motion of D.Pfl.Carpenter, seconded by Paul W.Davis. The following matters were ordered received and filed; on motion of D.M.Carpenter, seconded by Frank V.Woods: Communication from Mission Trails Assn. opposing Passage of Proposition No. 10 on the November ballot. Communication from Public Utilities Commission Re: authorizing transfer of Green Bus Franchise. Report of the City Clerk for the month of Sept. 1952 " of the Police Judge "' " " " Oct Building Inspector tt Copy of Planning Commission Meetings of Sept; 18th, Oct. 2nd5 Oct. 10th and Oct. 16th,1952 Communication from Ernie Schreffler requesting permission to display car on the Uity streets for the Pythias Lodge was granted on motion of Frank V. Woods, seconded by D.M. Carpenter. Communication from J. A. Bardin informing the Council of the sale of Green Bus Franchise to John Tutsie and requesting cancellationof Performance Bonds together with communication from John Tutsie requesting the Council's approval of the transfer was referred to the Cit ;'.ttorney. . Communication from Lloyd Noble petitioning for refund on Taxicab License was referred to Commissioner Paul W.Davis and Commissioner Fred Lucksinger on motion of Frank V.Woods, seconded by D.M.Carpenter. Communication from County Librarian requesting Loading Zone in front of the Court House, 1000 Block Monterey St. was referred to the Commissioner of Public Health and Safety for investigation and report, on motion of Frank V. Woods, seconded by D.M.Carpenter. Communication from Churches.of San Luis Obispo requesting permission to hold a Christmas parade, December 4th, at 7:30 P.M. was referred to Commissioner of Public Health and Safety for report, on motion of D.M. Carpenter, seconded by Fred Lucksinger. The Council approved the f oll6wing bonds covering Labor - Material and Faithful Per- formance bonds on the following contracts: R.McGray - Santa Maria - GRAND AVM. IMP. Contract L. E. Webb Construction Co. - FOOTHILL WATERLINE IMP. Contract 1 M 1 1 J 1 1 1 1 1 e The Mayor was authotized to sign Agreements on, (1) Grand Ave. Street Imp - R. McGray, Contractor (2) Foothill Waterline - L.E.Webb Construction Co., ContractI r Claims against the City for the month of October, 1952 were ordered paid, subject to the approval of the heads of the respective departments and the Mayor. The following contractor's bonds were approved, sureties accepted and licenses ordered granted on motion of Paul W.Davis, seconded by Frank V.Woods: Carlos Moerman - Electrical Sign Mfg. - Class "E" McDonald Bros. - General - Class."" R. McGray - General - Class "C" Petition filed by Robert Wright et al ( 77 signers) petitioning for salary increase for city employees as soon as possible, was referred to the Council as a whole for study on motion of Fred Lucksingdr, seconded by D.NI.Carpenter. Ordinance No. 375 (Neer Series) - An Ordinance of the Council of the City of San Luis Obispo establishing setback lines along both sides of Foothill Boulevard from the Westerly City Limits to Nit. Pleasanton Drive was passed to print on motion of D.M.Caroenter, seconded by Fred Lucksinger upon the following roll call vote: Ayes: D.Is,.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.0'Reilly Noes: None Absent: None Resolution No. 1154 (New Series) - A Resolution transferring Funds from Un- budgeted Reserve to Audit Expense Account Ne. 105 was passed and adopted oh motion of Paul W.Davis, seconded by Timothy I. O'Reilly upon the following roll call vote: Ayes: D.M.Carpenter, Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Avsent: None Resolution No. 1155 (New Series) - A Resolution relating to Boulevard Stops was passed and adopted on motion of D.M.Carpenter, seconded by Timothy I. O'Reilly upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I. O'Reilly,Frank V.w'oods Noes: None Absent: None Resolution No. 1156 (New Series) _ A Resolution Amending Resoluticn No. 1090 (New series) relating to Salary Classifications was passed and adopted on motion of Paul W.Davis, seconded by Fred Lucksinger upon the following roll call vote: Ayes: Paul W.Davis, Fred Lucksinger, Timothy I.0'Reilly, Frank V.`°oods Noes: D.M.Caroenter Absent: None Roy Collins was appointed City Collector, on a six months probationery period as of Nov. 17, 1952 at at starting salary ( Step #1) of a 336.00 per month, on motion of Paul W.Davis, seconded by Fred Lucksinger. After discussion by the Council and on motion of Paul W.Davis, seconded by Timothy I.0'Reilly, the matter of deferring Mr. W.C.Long's vacation until next year was left to Commissioner of Public Works, D.M.Carpenter, for decision. Communication from Edwin C. Johnson, roothill Homes, Inc.
