HomeMy WebLinkAbout03/09/19531 1 1 1 1 U City Hall, Monday, March 9, 1953 -.7:30 P.M. The Council met in adjourned session; Mayor Timothy I. O'Reilly presiding. Present: D.M. Carpenter, Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly Absent: None At this time, Mrs. Lulu Davis, Rt #2 Box 201A, appeared before the Council to ask permission to connect to the City sewer system in the Yoakum Tract, outside the city limits. Mrs. Davis presented a letter from Mr. Parkins, giving Mr. Davis permission to hook on to his sewer connection. Mrs. Davis was told that a letter, stating the Council's policy on extension of service outside the city limits would be mailed to her. Mr. Sowles, Rt 1 Box 9, appeared before the Council to ask.that a 2" meter, instead of the present 1" meter be placed at his property on the old #101 Highway outside the city limits, as the present 1" meter is inadequate for his trailer court. Mr. Sowles was told that a letter stating the Council's policy'bn extension of service outside the city limits would be mailed to him. Communication from the City Engineer re; completion of Foothill Blvd. water line project and the installation of the final portion from Rincon Drive to Mt. Pleasanton on Foothill Blvd; on motion of Paul W. Davis, seconded by Fred Lucksinger, the work was ordered to.-proceed as indicated in the communication. Motion carried. On motion of Paul W. Davis, seconded by Timothy I. O'Reilly, the City Clerk was instructed to advertise for bids on the water line project from Rincon Drive to Mt. Pleasanton on Foothill Blvd. By common consent of the Council the balance of the Water Bond Fund was to be used on the Rincon to Mt. Pleasanton on Foothill Blvd. project. In addition, as funds are needed the Council agreed to appropriate moneys on basis of- Freeway Relocation re- funds received from the State. The City Attorney presented the following Resolution Re:-.: "Straw Vote" on addition of Fluorides to water supply: Resolution No. 1198 (New Series) - A Resolution authorizing a "Straw Vote" of the Electors of the City of San Luis Obispo on the question as to whether or not fluorides should be added to the Municipal Water Supply was passed and adopted on motion of Fred Lucksinger, seconded by Paul W. Davis upon the following roll call vote; Ayes: D.M. Carpenter, Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly Noes: None Absent: None The report of the meeting of Swimming Pool Committee was ordered received and filed on motion of Paul W. Davis, seconded by Timothy I. O'Reilly. Communication received from the.Chamber of Commerce requesting the the week of March-23rd through March 29th to be concentrated city wide "Clean -Up Week ", also a communication from the San Luis Garbage Co., stating that the week of March 23rd to March-29th, for clean -up week meets with their approval. On motion of Paul W. Davis, seconded by Timothy I. O'reilly., it was ordered the "Clean-Up-Week" will be from March-23rd-to March 29th. Motion carried. On motion of Fred Lucksinger, seconded by Timothy I. O'Reilly the City Clerk was directed to advertise for bids for the purchase of two police cars for the police dept.,.- also, alternate bid on a lease arrangement for two cars for Police Dept. 4 Communication from Richard Miller re: signs at city parking lot on Morro and Palm Sts. was approved by the Council on motion of D.M. Carpenter, seconded by Fred - Lucksinger that.. the city proceed with installation of signs with the addition of the following: " 10 Hours for 25¢ " -- Council agreed to appropriate monies from Special Parking Meter Reserve when exact amount was determined. Communication from the State of California, Dept. of Public Works Re: estimated gas tax revenue for•the 1953 fiscal year was ordered received and filed.. Communication from Public Utilities Commission Re: construction of a grade separat in the vicinity of Osos St. On motion of Paul W. Davis, seconded by Timothy I. O'Reilly the Council authorized the Mayor to write to the Public Utilities Commission on the following: "'(1) The City Council feels that it does not desire to enter into cost for Ruth Street grade separation (2) The Council feels that the Southern Pacific R.R. Co. should safeguard the Osos Street crossing be keeping all railroad trains at the required distance from the crossing (3) The City Council feels that the Osos Street crossing should be protected by a full time crossing guard but feel that this is the responsibility of the Southern Pacific R.R. Co. and not the City. (4) The City Council will meet at any time with representatives of the Southern Pacific Co. regarding negotiations for widening the Johnson Ave. overpass. " Communication from the Union Oil Co. of Calif. Re: their paying sales tax on an annual basis instead of quarterly: On motion of Fred Lucksinger, seconded by Timothy I. O'Reilly, the City Collector was instructed to write to the Union Oil Co. stating that according to the Sales Tax Ordinance, the annual collections were not allowed. The resignation of Robert A. Cruess as water meter reader was accepted on motion of D.M. Carpenter, seconded by Timothy I. O'Reilly. On Motion of `•red.:LucksLn&r_;:. "' . . seconded by Reed, School crossing guard, was granted a leave of absence for 30 days effective March 10, 1953, without pay, for reason of health. Communication from Dorothy Babcock, Chief Observer of Local Ground - Observer Corp., requesting funds from the city for a heater and for wiring for the new observation post on Terrace Hill. On motion of D.M. Carpenter, seconded by Paul W. Davis it was moved that the city allow $50 for this purpose, but that the purchase be made by city purchase order. Comm. from Richard Miller Re: adjustment in salary step for the following employees: 1 - William M. Sumner - Police Officer - Step #1 to Step 2 - 2$4. 2 - Kenneth E. Noel - Laborer - Step #1 to Step 2 - 227. 3 - Chester W. Marion - Laborer - Step #1 to Step 2 - 227. On motion of D.M. Carpenter, seconded by Timothy I. O'Reilly, the following reports were ordered redeived and filed: City Clerk's Report for the month of February, 1953 City Collector's Report for the month of February, 1953 City Bldg. Inspector's Report for the month of February, 1953 Policy Dept. Report for the month of February, 1953 The following applications for contractor's licenses were received and on motion of Paul W. Davis, seconded by Fred Lucksinger, the bonds were approved, sureties accepted and registration granted: 1 - Robert S. Smith - Class "E" - Electrical Contractor 2 - J. R.
